Successfully building a new rural district, creating momentum and strength for the open land of Kim Son.

Kim Son was born from the reclamation of coastal alluvial land. After 9 times of sea encroachment, the natural area of the district is over 230 km2, an increase of more than 4 times compared to the first day of establishment. Kim Son formed 2 economic geographical regions: The southern communes (centered by Binh Minh town) are located on the coast with strengths in aquaculture and seafood exploitation with over 10,000 hectares of large coastal alluvial land and the coastal communes, with great potential for aquaculture and tourism. The northern communes (centered by Phat Diem town) are located in the alluvial area, fertile land, with strengths in developing food crops, of which rice is the main crop.

Looking back at the time when the National Target Program (NTP) on building new rural areas was first implemented in the district, Kim Son had a low starting point, with communes only meeting 4 criteria on average; in 2010, the average income per capita reached 11.1 million VND/year; the poverty rate (according to the 2011-2015 standard) was 16.46%; the socio-economic infrastructure was not synchronous, the economy and production organization had many changes but were not sustainable; investment resources were still limited...

With the attention and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, departments, branches and sectors of the province; Kim Son District Party Committee, People's Council and People's Committee have focused on leading and directing the completion of the management system of leadership, direction, operation and implementation from the district to the grassroots level. Timely promulgation of documents as a basis for implementation: In the period of 2011-2015, over 203 documents were issued, in the period of 2016-2022, over 317 documents of all kinds were issued to direct the implementation of the Program.

Entering the initial phase of implementing the National Target Program on New Rural Construction, all levels and sectors have focused on launching and promoting the emulation movement "The whole country joins hands to build a new rural area" associated with the campaign "The whole people unite to build a cultural life in residential areas", now the campaign "The whole people unite to build new rural areas and civilized urban areas"; promoting the study and following of Ho Chi Minh's ideology, morality and style associated with implementing the annual working theme of the Provincial Party Committee and District Party Committee, creating a widespread emulation movement throughout the district. Thereby, it has created positive changes from awareness to action; mobilized the active participation of the whole society, especially aroused and promoted the role of the community as the subject with the motto "People know, people discuss, people do, people inspect, people enjoy" throughout the implementation process, creating consensus and resonance strength in building new rural areas.

During 12 years of implementing the new rural construction, people contributed more than 130 billion VND, nearly 100 thousand working days, donated 89.9 hectares of land, renovated gardens and ponds... to build roads, build cultural houses, sports areas, consolidate land, exchange plots, renovate internal irrigation; build dozens of kilometers of tree-lined roads, more than 250 kilometers of flower roads. From the contributions and support of the people and investment from the State, many construction items have been completed and put into use with high efficiency such as: rural traffic concrete road system, internal irrigation canals, schools, medical stations, offices.

Not only focusing on building essential infrastructure, in building new rural areas, the district directs the implementation of linking new rural areas with agricultural restructuring and local socio-economic development plans; focusing on production development, shifting rural economic structure, increasing income and protecting the rural environment. Therefore, the economic structure has shifted quickly and effectively. By the end of 2022, the total budget revenue in the district reached 533.9 billion VND, reaching 108.7% of the estimate assigned by the province; the value per hectare of cultivation reached 196 million VND/year; the average income of the whole district reached nearly 60 million VND/person/year, 5 times higher than in 2010, the poverty rate was below 1.5%.

The average annual rice output reaches over 100 thousand tons, the seafood output reaches about 25 thousand tons/year, it is the largest aquaculture area in the province with products such as shrimp, crab, clam, oyster... The linkage models and linkage chains in the production and consumption of agricultural products have been formed and promoted effectively, contributing to increasing the value of products and income for producers. Industry and handicrafts have developed, attracting and creating jobs for thousands of workers, contributing to the economic restructuring of the district (in 2022, accounting for 49.7% of the total production value of the district). Trade and services develop rapidly, diversely and with the participation of economic sectors, in 2022 reaching 27.5% of the total production value of the district.

The fields of health - culture - education have been invested in and improved in terms of facilities, quality and efficiency of operations. The rate of people participating in health insurance has reached over 90%, double that of 2011. The quality of comprehensive education has been improved, the rate of secondary and high school graduates in Kim Son district is always ranked high in the province.

The system of cultural and sports institutions from the district to the commune, village and hamlet has been invested in and built. 100% of communes, towns, villages, hamlets and streets have cultural houses and popular sports areas. In particular, the District Sports and Physical Training Center and the Community Cultural Park have been invested in and put into use with synchronous facilities, creating a modern highlight for the new Administrative Center of the district, meeting the needs of training, physical training and sports competitions, cultural activities and entertainment of the people in the district.

The quality of living environment and environmental protection work are given special attention and implemented; 25/25 communes and towns have developed and implemented a project to collect and treat domestic waste; the rate of households classifying solid waste at source in the district is 43%. The landscape and space in the district are bright - green - clean - beautiful and safe.

Along with that, the political system is increasingly consolidated. The Party Committee, government and socio-political organizations of Kim Son district are always classified as having fulfilled their tasks well or better. Administrative reform and online public services at all levels under the authority of receiving and resolving are guaranteed according to regulations, recognized and highly appreciated by the Provincial People's Committee, departments, branches and sectors of the province. In Kim Son district, 99.53% of people are satisfied with the outstanding and comprehensive results in building the new rural areas of the district.

It can be affirmed that the results of the district's new rural construction are very remarkable and proud. However, with the viewpoint that new rural construction has a starting point but no ending point, maintaining and improving the quality of new rural district criteria is a key task of the entire political system. In the coming time, Kim Son district will closely follow the leadership and direction documents of the Central Government and the province, especially Resolution No. 11-NQ/TU, dated June 26, 2022 of the Ninh Binh Provincial Party Committee on sustainable development of the Kim Son coastal economic zone, period 2022 - 2030... Focus on doing well the work of Party building and the political system; improve groups of criteria to ensure the material and spiritual life of rural residents; build a synchronous socio-economic infrastructure system and meet the requirements of long-term development; green - clean - beautiful, safe environment; The good cultural identity of ethnic groups is preserved and promoted.

Faced with the requirements of the country's industrialization and modernization, especially with the position and role of Kim Son district in the overall development of the province, Kim Son needs to orientate to accelerate the urbanization process, gradually perfect the criteria to build Kim Son into a type 4 urban area in the direction of ecology rich in identity. To achieve this goal, Kim Son needs to soon complete the master and detailed planning as a basis for mobilizing resources, attracting investment in building synchronous and modern infrastructure; reorganizing production towards high-tech agriculture, developing the marine economy associated with protecting the ecosystem of the World Biosphere Reserve on the basis of green growth, exploiting and promoting potentials and advantages to shift the economic structure, increase the proportion of trade and services; attracting investment in clean technology projects, environmentally friendly projects, renewable energy projects, forming coastal resort urban areas. Building a rich cultural and spiritual life, urban civilization, a public administration "dedicated to the people", along with preserving the beautiful landscape, cultural characteristics, and unique character of the people and the coastal countryside of Kim Son... These are indispensable standards for an urban area.

In the coming time, in addition to the attention, facilitation and support of the Central Government and the province, the cooperation of the business community and the people is important, the issue of promoting the district's internal strength is fundamental and proactive. That requires the role, responsibility and determination of the Party Committees, authorities at all levels and each Kim Son resident to be promoted in a more practical and effective way. In the immediate future, it is required to manage in a "timely and scientific" manner, in order to create breakthrough and drastic steps. At the same time, it is also necessary to prepare for potential risks to social order and safety, national defense, security, especially maritime border security.

With a tradition of nearly 200 years of land opening, along with the pride, joy and excitement of receiving the Certificate of recognition of the district meeting the new rural standards, we believe that this tradition will continue to rise strongly in the entire Party, army and people of Kim Son. With concrete actions, Kim Son will turn aspirations into reality as an inheritance, promoting historical values, traditional culture and gratitude to the ancestors.
