To concretize Resolution No. 17-NQ/TU (dated October 30, 2023) of the Provincial Party Executive Committee "On building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development", all levels, sectors and localities of the province have focused on implementing many effective solutions, suitable to the practical situation of each agency and unit.
Closely following the viewpoints, objectives and tasks of Resolution 17-NQ/TU of the Provincial Party Committee, Binh Lieu District Party Committee has directed to concretize it into 4 viewpoints, 3 breakthroughs, general objectives, 17 specific objectives and 6 main tasks and solutions to effectively implement the resolution throughout the Party Committee. Thereby, contributing to promoting the cultural strength and people of Binh Lieu, building a district that is sustainable, rich, civilized and imbued with national identity. Up to now, 25/25 branches and grassroots Party Committees in the district have developed plans to disseminate and implement Resolution 17-NQ/TU in conjunction with tasks on building culture and people to serve local sustainable development.
Deputy Secretary of Binh Lieu District Party Committee Ly Van Binh affirmed: The district Party Committee always strives to unite and is determined to deploy solutions to successfully implement Resolution 17-NQ/TU. The district has stepped up dissemination and propaganda of the resolution's contents, directed the updating and supplementation of the historical, cultural and human values of Binh Lieu, Quang Ninh into local educational materials; launched competitions and extracurricular activities... to learn about the history, culture and people of Quang Ninh and the fine traditional cultural values of the ethnic communities in the area. Along with that, promote the movement to build a cultural life among ethnic minorities in association with the implementation of the Project on Preserving and Promoting Traditional Cultural Values of Ethnic Communities in Binh Lieu District for the period 2016-2020, with a vision to 2030; pay attention to preserving ancient houses and traditional houses with beautiful landscapes of the Tay, Dao and San Chi ethnic groups to serve tourism development. The district is directing the implementation of the Project on Sustainable Tourism Development associated with poverty reduction and socio-economic development of Binh Lieu district until 2030 to create a breakthrough in tourism development in the area associated with promoting traditional cultural values.
Along with Binh Lieu, as soon as Resolution No. 17-NQ/TU was issued, the Executive Committee of the Ba Che District Party Committee built and issued an Action Program to implement the Resolution with the goal of creating strong changes in innovation, creativity, and aspiration to build a developed, rich, civilized Ba Che with a strong national cultural identity; self-reliance, self-strengthening to develop Ba Che people comprehensively, with social responsibility, civic duty, respect for the law, and love for the homeland and country, closely linking and harmonizing the system of values of the Quang Ninh people: "Courage, self-strengthening, discipline, solidarity, loyalty, generosity, creativity, civilization" and the unique characteristics of the Ba Che people: "friendliness, sincerity".
Secretary of Ba Che District Party Committee Vu Thanh Long emphasized: To create a vibrant competitive atmosphere and effectively implement the contents of Resolution No. 17-NQ/TU of the province and district, Ba Che has organized a program to launch the response to the implementation of the Resolution. Party committees, authorities, agencies, units and people of all ethnic groups in the district have shown their determination to carry out key tasks, concretizing the goals and tasks of Resolution 17. In particular, focusing on building the ethical culture of cadres and party members, especially promoting the spirit of being exemplary, training ethics, lifestyle, political mettle, sense of responsibility, pioneering in all movement activities associated with Regulation No. 144 of the Politburo on "Revolutionary ethical standards of cadres and party members in the new period". Along with that, continuing to implement programs, projects, economic projects associated with protecting and promoting traditional cultural values, especially cultural heritages with typical values of ethnic minorities; Identify OCOP products as cultural products imbued with local cultural values, associated with the development and effective implementation of community tourism projects in accordance with the planning and unique strengths of the locality; promote comprehensive digital transformation in the construction and development of Ba Che culture and people.
Not only Binh Lieu and Ba Che, all levels, sectors and localities in the province have focused on thoroughly grasping and developing plans with specific goals, targets, tasks, solutions and roadmaps to implement Resolution No. 17-NQ/TU. In the first 6 months of the year, the province organized 19 competitions, exhibitions, displays, performances, and announced literary and artistic works on the culture and people of Quang Ninh, organized 100 art performances to serve the people; organized and implemented regulations on awarding the titles of "Cultural Family", "Cultural Village, Group", "Typical Commune, Ward, Town". At the same time, continue to direct the implementation of reviewing and perfecting the code of conduct in the province; build a brand identity for Quang Ninh province; build a Project on developing Literature and Arts until 2030; Research and develop policies to encourage artists to create and develop art... Recently, at the 2024 Mid-Year Regular Session of the Provincial People's Council, the Resolution on awarding the title "Outstanding Quang Ninh Citizen" was passed, a breakthrough decision demonstrating the determination of the entire province's political system in concretizing Resolution No. 17-NQ/TU.
Not only that, the province is actively directing the review and inclusion of Quang Ninh's cultural values into local educational materials in the province; building a learning society project for the period 2024-2030 in the province, with the goal that by 2025, Quang Ninh will become a learning province, with at least 2 cities Ha Long and Uong Bi participating in UNESCO's global learning network...
