Comrade Vu Manh Cuong, Deputy Head of the Organizing Committee of Yen Son District Party Committee, said: In recent years, Party committees, Party organizations, authorities, and leaders of agencies and units in the whole district have paid attention to synchronously implementing all stages of personnel work. The quality of the district's staff has been improved, with political qualities, sense of responsibility; qualifications, knowledge and basic working capacity meeting the requirements of the task. However, the depth of personnel work still reveals many limitations: the proportion of young cadres, female cadres, and cadres from ethnic minorities holding leadership and management positions in some agencies and units is not high; the number of young cadres, female cadres, and cadres from ethnic minorities holding positions under the management of the Standing Committee of the District Party Committee is not high (young cadres account for 6.64%, female cadres 22.66%, and cadres from ethnic minorities 33.59%). The rate of young cadres participating in district Party committees is still low, accounting for 13.88%. Currently, there are regulations and guidelines on each stage of cadre work, but the creation of a source of leaders and managers from young cadres, female cadres, and cadres from ethnic minorities has not received due attention in some places. Some Party committees, authorities, agencies, and units have not really trusted and boldly arranged, assigned work, and created an environment and conditions to challenge and train young cadres, female cadres, and cadres from ethnic minorities.

Yen Son District People's Committee organizes an exam to recruit deputy heads of specialized departments under the District People's Committee and principals and vice principals of schools in the area.

In Project No. 03 and Project No. 15 of the Provincial Party Standing Committee on "Improving the leadership capacity and fighting strength of grassroots Party organizations, consolidating the political system at the grassroots level and improving the quality of cadres and party members to meet the requirements of tasks in the new situation"; "Building a team of young cadres, female cadres, and cadres of ethnic minorities in Tuyen Quang province, period 2023 - 2030", the Standing Committee of Tuyen Quang Provincial Party Committee pointed out that, besides the advantages, cadre work in the province still has some limitations that need to be overcome. The quality and structure of cadres, civil servants and public employees in some agencies and units have not met the requirements and are not up to the task in the new situation. The training and fostering of cadres at times and in some places is not really linked to the planning and needs of cadres in the economic restructuring; the connection between levels and sectors is still limited. In addition, there are still commune-level cadres and civil servants with limited capacity, poor moral qualities and discipline. Along with that, the proportion of young cadres, female cadres, and ethnic minority cadres is not high. The number of young cadres, female cadres, and ethnic minority cadres holding positions under the management of the Provincial Standing Committee is not high; the proportion of young cadres participating in the Provincial Party Committee is still low...

The main reasons for these limitations are: the attention of some Party committees and heads of Party committees of some localities, agencies and units in building a contingent of cadres, especially young cadres, female cadres and ethnic minority cadres is still limited; the awareness of some Party committees and heads of agencies and units in cadre work is inadequate, lacking initiative in leadership, direction and implementation organization...

Breakthrough in personnel work

From the practice of cadre work and cadres, the province has issued many plans and projects to improve the quality of cadres. These include the projects: Improving the leadership capacity and fighting strength of grassroots Party organizations, consolidating the political system at the grassroots level and improving the quality of cadres and party members to meet the requirements of tasks in the new situation; Building a team of young cadres, female cadres, cadres from ethnic minorities in the period of 2023 - 2030 and Rotating and mobilizing provincial leaders and managers in the period of 2023 - 2025... This is an important solution to comprehensively innovate, synchronize and connect stages to improve the quality of cadres.

Party committees at all levels have focused on raising awareness, educating political ideology, ethics, and lifestyle for cadres, party members, civil servants, and public employees. 100% of grassroots party committees have deployed and implemented the Resolution of the 12th Central Committee, the Conclusion of the 13th Central Committee's 4th Conference, in conjunction with the implementation of Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW of the Politburo; the responsibility of setting an example for cadres and party members is carried out in conjunction with the task performance of each cadre, civil servant, and party member. Party committees at all levels pay attention to information, propaganda, and political and ideological education for cadres and party members in many appropriate forms. Thereby, creating unity in awareness and action in implementing the Party's directives and resolutions, the State's policies and laws, and the task of Party building and rectification.

Every year, the Standing Committees of the District Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee perform well the work of reviewing, supplementing, and developing plans for leadership and management staff to ensure compliance with regulations; developing plans with a reasonable structure in terms of professions, fields, training expertise, and job positions; focusing on planning young staff, female staff, and ethnic minority staff into agencies and units to ensure the prescribed ratio is met.

From 2020 to 2023, the Standing Committee of Son Duong District Party Committee has planned 4,980 cadres of 15 district-level positions and 15,722 commune- and town-level positions of 11 positions.

Comrade Do Xuan Phuc, Head of the Organizing Committee of Son Duong District Party Committee, said: Implementing Project No. 15-DA/TU of the Provincial Party Committee Standing Committee on building a team of young cadres and cadres of ethnic minorities in Tuyen Quang province for the period 2023 - 2030, the Standing Committee of Son Duong District Party Committee has developed a synchronous implementation plan throughout the Party Committee. In addition, the Standing Committee of the District Party Committee has also focused on implementing well the work of training, reviewing personnel, rotating leaders, and carefully planning cadres to ensure the ratio of young cadres is in accordance with regulations.

In Ham Yen, the district conducted a survey and carefully evaluated the source of cadres in the planning at all levels as a basis for developing a cadre plan under the management of the Standing Committee of the District Party Committee, ensuring the quantity, quality, structure, and proportion of occupations, fields, positions, and planned titles. The planned cadres must have professional qualifications, expertise, and political theory corresponding to the appointed title. For the planning of deputy heads of specialized departments, if they do not meet the standards of political theory after being included in the planning, the Standing Committee of the District Party Committee has developed a training and development plan to complete the theoretical standards according to regulations.

Effectively implementing solutions to improve the quality of cadres in the province has contributed to building cadres at all levels, especially strategic cadres, to meet the requirements and demands of the Party's revolutionary cause and the cause of building and developing the homeland and country.
