In recent times, from the capital source of the National Target Program (NTP) for socio-economic development in ethnic minority and mountainous areas, departments, branches and localities in Quang Tri province have invested in building essential infrastructure to serve production and life in ethnic minority and mountainous areas, contributing to improving the material and spiritual life of the people.

A Ngo Commune, Dakrong District has 7 villages, with a total population of 3,751 people and 913 households. The local people are mainly Pa Ko ethnic people (accounting for nearly 95%). The whole commune currently has 429 poor households (accounting for 46.99%), 101 near-poor households (accounting for 11.06%). Chairman of A Ngo Commune People's Committee Ho Tat Huan said that in recent years, from the capital source of the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021-2025, the commune has focused on building essential works in the area, to support people to live and produce with peace of mind.
Accordingly, from 2022 to 2023, A Ngo commune invested 2.1 billion VND to concretize the roads in La Lay village and A Deng village with a total length of over 1,000 m; renovate and repair the commune health station with a cost of 513 million VND. Renovate and repair the monument house to record the names of heroic martyrs with a total investment of 700 million VND and repair many other works.
Chairman of Vinh O Commune People's Committee, Vinh Linh District, Tran Van Tang, informed that from 2022 to now, with the allocated capital for investment in essential infrastructure serving production and life of ethnic minorities and mountainous areas, the commune has invested in building a traffic system and rural infrastructure, such as: building concrete roads to the production area of Xa Loi village; renovating the electricity system in Cay Tam village; renovating the electricity system in Thuc village; maintaining and repairing roads in villages... People are very excited and happy because the rural appearance of the commune is increasingly improved, the quality of life is gradually improved.
Pursuant to Decision No. 1719/QDTTg dated October 14, 2021 of the Prime Minister on the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period, the Provincial People's Committee annually allocates capital to departments, branches and localities for implementation. From 2022 to 2023, from the capital allocated by the central government of VND 188,370 billion to implement Project 4 on investing in essential infrastructure to serve production and life in ethnic minority and mountainous areas, the province has disbursed over VND 185,431 billion, reaching 98.4%.
Specifically, departments, branches and localities in the province have invested in building 106 rural traffic works; 7 power supply works; 4 community activity houses; 2 medical station repair works; 18 school and classroom works; 4 small irrigation works; 1 market renovation and upgrading work; 4 other small-scale infrastructure works proposed by the community; and maintaining and repairing 67 works.
Up to now, 100% of villages and hamlets have access to the national grid; 98.7% of households use electricity; 100% of communes have television coverage; 100% of communes have solid roads to the commune center; 77% of villages and hamlets have solid roads to the commune center; 100% of communes have national standard health stations; 100% of communes have primary schools, 75% of communes have secondary schools, 38 schools have national standards, the rate of communes with cultural houses is 40.4%; the rate of villages with community houses is 88%. In 2023, the poverty rate in ethnic minority and mountainous areas (31 communes) will decrease by 6.92%.
To achieve the above results, the Provincial People's Committee has directed relevant departments, branches, sectors and units to concretize the central government's guidelines and policies. Perfect the organization and operation of the steering committee and the apparatus assisting the steering committee. Issue operating regulations and coordination mechanisms between levels and sectors in the implementation process. Assign specific tasks to levels and sectors to proactively follow, take responsibility for guiding and developing action plans with clear division of responsibilities of agencies and units.
Decentralization of management, empowerment of localities, establishments and people to implement the program was built from the beginning. The contents that the establishments have to implement are assigned to the establishments; new contents, inter-regional and inter-sectoral in nature, requiring coordination between many sectors and levels, are implemented by provincial agencies.
Thanks to that, the coordination between departments, branches and localities has been carried out closely, in accordance with regulations. From there, difficulties and obstacles have been detected early and contributed to resolving them within the authority of the units.
In 2024, the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period has integrated more programs and policies and been implemented synchronously in communes in ethnic minority and mountainous areas.
In particular, to invest in essential infrastructure serving production and life in ethnic minority and mountainous areas and public service units in the ethnic sector, from the central capital allocated in 2024 of 84,221 billion VND, the province will construct 76 rural traffic works; 3 transitional works to supply electricity for daily life, production and business; 4 new community activity house construction projects, 3 medical station repair projects; 20 school and classroom projects; 1 market renovation and upgrade project and 8 other infrastructure projects... At the same time, maintain and repair 39 infrastructure projects in particularly difficult areas from public capital sources.
The implementation of ethnic policies combined with investment resources from national target programs, especially the socio-economic development program for ethnic minority and mountainous areas, has contributed to improving infrastructure, creating momentum to promote socio-economic development, and improving the lives of people in ethnic minority and mountainous areas.
Identifying that comprehensive and sustainable development of ethnic minority and mountainous areas is both an immediate task and a long-term strategy, in the coming time, the Provincial People's Committee will continue to direct departments, branches and localities to focus on reviewing and researching focused and key investments to effectively use allocated capital.
In particular, prioritizing capital allocation for the most difficult communes, villages, and hamlets; solving the most pressing and urgent problems; prioritizing support for poor households with a unified application process in the projects and sub-projects of the program. Ensuring publicity, democracy, promoting the right to ownership and active, proactive participation of the community and people; promoting the spirit of striving of ethnic minorities and people in mountainous areas.
