At the regular press conference of the Vietnamese Ministry of Foreign Affairs on the afternoon of February 27, Spokesperson Pham Thu Hang answered questions about China's live-fire military exercises in the Gulf of Tonkin right after Vietnam issued a statement on the baseline used to calculate the width of Vietnam's territorial waters in the Gulf of Tonkin.

"The area where China announced the exercise in maritime notice No. 13/2025 is located in China's waters in the Gulf of Tonkin," said Spokesperson Pham Thu Hang.

China's Maritime Safety Administration announced live-fire drills in the Gulf of Tonkin, closer to China, from February 24 to the evening of February 27.

Previously, on February 21, 2025, pursuant to Resolution No. 68/NQ-UBTVQH15 dated February 14, 2025 of the National Assembly Standing Committee, the Government of the Socialist Republic of Vietnam issued a Declaration on the baselines used to calculate the breadth of Vietnam's territorial waters in the Gulf of Tonkin.

Also at the press conference, when asked about the progress of negotiations between Vietnam and China on the construction of the Lao Cai - Hanoi - Hai Phong railway, Ms. Pham Thu Hang said that Vietnamese authorities are carrying out related work according to regulations.
