Vietnam asks US to postpone tax imposition for 1-3 months to negotiate

The government has proposed that the US temporarily postpone the imposition of reciprocal tariffs for 1-3 months to allow for negotiations, in the spirit of ensuring fairness and mutual benefit, according to Deputy Prime Minister Ho Duc Phoc.

The content was stated at a meeting between Deputy Prime Minister Ho Duc Phoc and associations, businesses, and diplomatic agencies to discuss tariff solutions with the US on the afternoon of April 4.

At the meeting, Deputy Prime Minister Ho Duc Phoc affirmed that Vietnam is willing to negotiate with the US to find a common voice soon. According to him, the Vietnamese Government has asked the US to consider postponing the imposition of tariffs for 1-3 months to negotiate, aiming to ensure tax fairness.

Mr. Phoc suggested that Vietnamese enterprises exporting to the US market maintain their export prices while waiting for the negotiation results. At the same time, he reminded enterprises to proactively find appropriate and effective solutions to "keep the US market".

Reciprocal import tariffs imposed by the US on more than 180 trading partners, of which about half of the economies are subject to a common tariff of 10%, took effect on April 5. Major US trading partners will be subject to higher rates, up to 50%, from April 9.

Vietnam is among the countries subject to the highest tax rate, with a tax rate of 46%. This tax rate is intended to "counteract" the import tax Vietnam is imposing on US goods, which is about 90%, according to this country's calculation.

According to data from the Customs Department, in 2024, Vietnam will export goods worth 119.5 billion USD to the US and import 15.1 billion USD from this market.

At the meeting, representatives of many industries and businesses expressed concern about the US imposing tariffs on goods from Vietnam. However, businesses and associations also emphasized that the US is an important and leading market. They affirmed their readiness to increase imports of products from the US, provide evidence to prove origin and capacity to serve the negotiation process and "by all means, we must maintain this market".

Representatives of associations and businesses pledged to continue to actively cooperate with the Government to address challenges in the coming time.

On the management side, leaders of the Ministry of Agriculture and Environment, Ministry of Industry and Trade, State Bank of Vietnam, Ministry of Science and Technology, Ministry of Finance... affirmed that Vietnam will continue to dialogue. The operator will review and consider removing technical barriers and adjusting taxes on groups of goods and industries.

Vietnam also wishes to import scientific and technological products and high-tech goods, which the US has strengths in, to promote trade cooperation between the two countries. Along with that, Vietnam affirms that it will manage exchange rates, interest rates, and credit appropriately to serve production, business, import-export enterprises...

The Deputy Prime Minister concluded that Vietnam is always proactive, open-minded, and strongly coordinates with the US to negotiate fair tariffs, combat the problem of goods transit, and increase two-way trade in a mutually beneficial manner. Along with that, Vietnam will have solutions to increase imports of goods originating from the US, increase cooperation with the US in the fields of science and technology development, digital transformation, etc.

In fact, according to Mr. Phoc, in recent times, Vietnam has proactively reviewed and reduced many taxes, improved the investment environment, and created favorable conditions for business sectors to operate, to promote effective and sustainable production and business.

For example, the Vietnamese Government issued Decree No. 73/2025 at the end of March, which reduces many tax lines on goods imported from the US to Vietnam. In addition, Vietnam has been promoting contracts to purchase goods from the US (aircraft, LNG, etc.), creating favorable conditions for US businesses to invest, produce and do business in Vietnam.

"In the coming time, the Vietnamese Government will continue to promote solutions to increase the purchase of raw materials and equipment from the US," the Deputy Prime Minister added.

According to representatives of the American Chamber of Commerce in Vietnam and the US-ASEAN Business Council, they highly appreciated Vietnam's timely and harmonious response to the US's imposition of tariffs.

The Government leader also asked the American Chamber of Commerce in Vietnam and the US-ASEAN Business Council to convey a message of goodwill from the Vietnamese Government and business community to the Trump Administration.

"This is to make negotiations effective, achieve good results, and contribute to promoting the Comprehensive Strategic Partnership between the two countries," said Mr. Phuc.
