During the working trip of the Ministry of Science and Technology to Europe from March 24 to 28, 2025, representatives of the Ministry of Science and Technology held many meetings to help promote the semiconductor industry as well as safe and sustainable nuclear energy.
Vietnam - Austria promote semiconductor industry
On March 26, Chairman of the National Assembly's Committee for Science, Technology and Environment Le Quang Huy and the delegation of the Ministry of Science and Technology led by Deputy Minister Bui Hoang Phuong witnessed the signing ceremony of the Memorandum of Understanding (MoU) between the Department of Information Technology Industry and the Posts and Telecommunications Institute of Technology (PTIT) with the EVGroup Corporation of Austria - one of the world's leading enterprises specializing in providing equipment for semiconductor manufacturing.
This event marks a step forward in promoting the development of Vietnam's semiconductor industry, while expanding international cooperation in the high-tech sector - a field that is increasingly becoming essential to the global digital economy.
The MoU focuses on three main pillars: Research and Development (R&D), Training and Capacity Building, and Production and Testing Cooperation.
In particular, research and development will focus on promoting R&D programs in key technologies such as nanofabrication, 3D packaging and MEMS.
Training & Capacity Building will focus Designing specialized training programs for students, engineers and researchers to improve technical expertise in the semiconductor field.
The production and testing cooperation will implement practical projects to bring Vietnam closer to building a modern semiconductor manufacturing industry.
Speaking at the event, Deputy Minister Bui Hoang Phuong expressed his joy at the increasingly expanding cooperation process between Vietnam and the Republic of Austria, and highly appreciated the close and effective relationship between the professional units of the two sides.
Deputy Minister Bui Hoang Phuong emphasized: "The cooperation between EVGroup, the Department of Information Technology Industry and PTIT not only contributes to improving the capacity of Vietnam's semiconductor industry, but also brings practical value in training, research and development, in line with the long-term vision and sustainable development orientation of the country."
Emphasizing the importance of promoting international cooperation in the fields of semiconductor technology, Mr. Nguyen Khac Lich, Director of the Department of Information Technology Industry, commented: "With the expertise and capacity of EVGroup and the policy of encouraging investment in domestic semiconductors, Vietnam expects to create specific and solid results in this field."
On EVGroup's side, CEO Hermann Waltl shared: "We believe that, together, we will create a future where advanced semiconductor technologies play an important role in shaping industries globally."
The signing of this Memorandum of Understanding marks an important step in promoting international cooperation, while concretizing Vietnam's Semiconductor Industry Development Strategy.
Promoting Vietnam - IAEA cooperation in developing safe and sustainable nuclear energy
Previously, on March 25, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Science, Technology and Environment Le Quang Huy and a delegation from the Ministry of Science and Technology led by Deputy Minister Bui Hoang Phuong visited and worked with the International Atomic Energy Agency (IAEA) in Vienna, Austria.

At the meeting, Deputy Minister Bui Hoang Phuong sincerely thanked the IAEA for its practical support for Vietnam in recent times, especially in the fields of training, improving professional capacity, as well as connecting Vietnam with international initiatives on atomic energy.
Deputy Minister Bui Hoang Phuong also informed the IAEA about two key issues that Vietnam is implementing: the draft Law on Atomic Energy (amended) and the plan to restart the Ninh Thuan Nuclear Power Project.
In particular, regarding the restart of the Nuclear Power Project, Deputy Minister Bui Hoang Phuong asked the IAEA to share international experience in master planning, building an implementation roadmap, developing high-quality human resources and selecting strategic technology partners.
Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy expressed the desire to continue receiving support and in-depth professional advice from the IAEA in a number of key areas such as: Establishing an independent and effective nuclear regulatory agency; Developing a nuclear power plant licensing process in accordance with international standards; Strengthening nuclear security and safety; Establishing a regular monitoring and inspection mechanism; Issuing regulations related to liability for compensation for nuclear damage.

The IAEA representative highly appreciated Vietnam’s goodwill and determination in restoring nuclear programs for peaceful purposes, and pledged to continue to accompany and support Vietnam in both professional and technical terms. The IAEA will allocate resources to promptly provide comments on the Draft Law on Atomic Energy (amended) and closely coordinate with the Vietnamese Ministry of Science and Technology to prepare detailed content for the official working sessions scheduled to take place next April.
In the field of training, IAEA introduces the Nuclear Security Training Center and current training models, is ready to send experts to support Vietnam as well as receive Vietnamese officials to study and research at IAEA.
The working session is an important milestone, continuing to strengthen the effective cooperation relationship between Vietnam and the IAEA, opening up new prospects in applying atomic energy to serve socio-economic development, ensuring national energy security in the direction of safety, modernity and sustainability./.
