According to the Department of Natural Resources and Environment of Dong Thap province, the sand mine in An Nhon commune, Chau Thanh district, was handed over by the People's Committee of Dong Thap province under a special mechanism to serve the construction of the Can Tho - Ca Mau expressway, directly exploited by Construction Corporation No. 1 - JSC.
The reason the sand mine has been suspended since before Tet is because the contractor exploited it too quickly.
According to calculations, from the handover date until the temporary suspension of exploitation, it was only four months, but Construction Corporation No. 1 - JSC had exploited 65% of the permitted reserves at this sand mine.
Because the contractor directly exploited the sand mine too quickly, relevant units of Dong Thap province requested a temporary halt to monitor the developments on the riverbank and sandbank.
After review and evaluation, if there is no environmental impact, the contractor will be allowed to continue exploiting this sand mine.
It was originally planned that by mid-March 2024, the sand mine would be allowed to resume exploitation if the documents, remedial procedures and new exploitation plans suitable to the actual situation at the mine were completed.
However, up to now, the contractor assigned directly to exploit, Construction Corporation No. 1 - JSC, has not yet submitted a written request to re-exploit this sand mine.
Meanwhile, mining vehicles and workers at the sand mine are always ready to carry out the assigned task of mining sand to serve the construction of the Can Tho - Ca Mau expressway.
To get more information, from mid-March until now, PV has contacted the Director of CC1 branch in Dong Thap - the contractor exploiting the sand mine in An Nhon commune, Chau Thanh district (Dong Thap) many times by phone but received no response.
Previously, regarding this issue, Mr. Chu Dinh Tuong, Director of CC1 branch in Dong Thap (the sand mining contractor) said that in order to soon bring the sand mine back into operation to serve the construction of the Can Tho - Ca Mau expressway, the unit has actively coordinated with departments, branches and sectors of Dong Thap province to receive instructions on how to correct violations.
"Through a recent working session with Dong Thap province, the contractor received active support and specific guidance from the provincial departments and branches related to sand mining in An Nhon commune, Chau Thanh district," Mr. Tuong added.
According to Mr. Tuong, the Can Tho - Ca Mau expressway project, which is being constructed by Construction Corporation No. 1 - JSC, is about 10km long. Of which, the Can Tho - Hau Giang section needs more than 600,000m3 of sand and the Hau Giang - Ca Mau section needs more than 360,000m3 of sand.
Currently, Construction Corporation No. 1 - JSC has been granted two sand mines by Dong Thap province under a special mechanism. Of which, the sand mine in An Nhon commune, Chau Thanh district is temporarily suspended, the remaining mine is in Phu Thuan B commune, Hong Ngu district.
"Every day, the company needs 10,000m3 of sand to build the foundation for the Can Tho - Ca Mau expressway project. However, in reality, the two sand mines that have been granted, the maximum exploitation quantity only reaches over 6,000m3/day.
Therefore, after the sand mine in An Nhon commune, Chau Thanh district resumes operations, along with the sand mine in Phu Thuan B commune, Hong Ngu district, its capacity is increased at the same time, the sand brought to the construction site every day will be sufficient for construction," Mr. Tuong informed.
The sand mine in An Nhon commune, Chau Thanh district, was handed over by the People's Committee of Dong Thap province to Construction Corporation No. 1 - JSC (CC1) for direct exploitation to serve the construction of the Can Tho - Ca Mau expressway on the morning of September 20, 2023.
This sand mine has an area of 20.04 hectares, the total reserve of sand that can be exploited is 547,798m3. The exploitation capacity is 547,798m3/year.
This is the first sand mine that Dong Thap Provincial People's Committee has handed over to the contractor constructing the longitudinal expressway in the West for direct exploitation under a special mechanism.
