The two expressway projects Ho Chi Minh City - Thu Dau Mot - Chon Thanh and Bien Hoa - Vung Tau are being implemented and waiting for some difficulties and obstacles to be resolved to speed up progress.
There are component projects that shorten the progress by about 8 months.
Regarding the implementation status of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, the Ministry of Transport said that in December 2024, the section through Binh Phuoc province (7km) with a total investment of VND 1,474 billion started construction and is expected to be completed in 2026.
The section through Binh Duong (52km) with a total investment of VND8,833 billion is expected to start construction in the first quarter of 2025 and be completed in 2027.
The project is invested in the form of BOT by the People's Committee of Binh Duong province as the competent state agency. The investor is a consortium of Industrial Investment and Development Corporation - Technical Infrastructure Development Corporation - Deo Ca Group Corporation - Deo Ca Transport Infrastructure Investment Corporation.
"The section through Ho Chi Minh City (2km) is being completed by authorities in preparation for implementation," the Ministry of Transport informed.
Referring to the Bien Hoa - Vung Tau expressway project, the Ministry of Transport said that the project is divided into 3 component projects.
Of which, component project 1 (16km long) started construction in November 2023. Output to date has reached about 18% of the contract value, nearly 9% behind schedule.
Component 2 project (over 18km long) started construction in June 2023. Construction output to date has reached nearly 25% of the contract value, 7.5% behind schedule.
Component project 3 (19.5km) construction output reached about 63% of contract value, ensuring according to plan; striving to complete by April 30, 2025, shortening about 8 months.
Site and materials are still major obstacles
Specifying the reasons why the Bien Hoa - Vung Tau Expressway component project 1 and component project 2 have not met the schedule, according to the Ministry of Transport, currently, the site clearance work has not met the requirements. Component project 1 has only handed over 76%; Component project 2 has only handed over nearly 93% of the land area.
"The resettlement areas and technical infrastructure relocation of the two above-mentioned component projects are also slow.
In particular, at locations that determine the project's progress (locations: main line bridge Km5+069, overpass Km 6+154, overpass Km9+452, main line bridge Km 12+626... belonging to component project 1; 22-35kV medium voltage power line system along Bung Mon road, on the left side of Ho Chi Minh - Long Thanh - Dau Giay highway; 500kV power line intersecting Song Vac bridge... belonging to component project 2), if the relocation is not completed soon in February 2025, it will be difficult to ensure the progress to the finish line," the Ministry of Transport noted.
Regarding material sources, according to calculations, the total demand for roadbed soil of the Bien Hoa - Vung Tau expressway project is about 7 million m3 , including: Component project 1 is more than 2 million m3 ; Component project 2 is more than 3 million m3 ; Component project 3 is about 1.8 million m3 .
For component projects 1 and 2 in Dong Nai province, commercial mines have very small reserves, uneven quality and have only supplied about 0.56 million m3 , not meeting the project's needs.
Removing the above bottleneck, the locality has approved the exploitation of about 1.2 million m3 of soil under a special mechanism, still lacking about 3.97 million m3 of fill.
To meet the demand for construction materials for the project, the Ministry of Transport requested the People's Committee of Dong Nai province to continue to pay attention and direct specialized departments to support and guide procedures and soon grant mining licenses at approved locations (Xuan Tay commune and Long Giao town, Cam My district; Phuoc Tan ward, Bien Hoa city; total reserves of about more than 4.6 million m3).
The authorities of Dong Nai province are also requested to consider allowing continued exploitation of land in Phuoc Binh commune to a suitable ground elevation according to the contractor's survey results to supplement the missing volume; urgently have an official opinion on the plan to use the source of land to fill in the planned area of T3 terminal - Long Thanh International Airport to serve the project construction.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project has a total length of 69 km passing through Ho Chi Minh City and 2 provinces: Binh Duong, Binh Phuoc. In the phased phase, the project is invested with a scale of 4 lanes; designed speed of 100 km/h.
The Bien Hoa - Vung Tau Expressway project has a total length of nearly 54 km, passing through two provinces: Dong Nai (over 34 km); Ba Ria - Vung Tau (19.5 km).
In the phased phase, the project will be invested in a scale of 4-6 lanes in each section, with a design speed of 100km/h. The total investment is more than 17,800 billion VND.
According to plan, the project will be basically completed in 2025 and put into synchronous operation in 2026.
