The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project is more than 52km long, and is the first expressway connecting Ho Chi Minh City with the Central Highlands region through Binh Duong and Binh Phuoc provinces.
Today (February 1), the People's Committee of Binh Duong province held a groundbreaking ceremony for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project through Binh Duong province, and at the same time presented investment approval decisions and investment certificates to domestic and foreign enterprises.
Attending the event were Prime Minister Pham Minh Chinh and the Government delegation.
The Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway Project, the section passing through Binh Duong province, has a total length of about 52 km, planned with a scale of 6 expressway lanes, designed speed of 100 km/h. The project passing through Binh Duong province starts from the border between Thuan An city and Ho Chi Minh City (Ring Road 3), ending at the border area between Binh Duong and Binh Phuoc provinces. The remaining sections of the entire project are invested by Ho Chi Minh City and Binh Phuoc.
In phase 1, the project is invested in the form of public-private partnership (PPP), with a scale of 4 expressway lanes, continuous emergency lanes along the entire route, and a roadbed width of 25.5 meters.
The total investment is about 17,400 billion VND, of which the construction cost is 8,833 billion VND, implemented by the investor under the PPP form, the site clearance cost is 8,530 billion VND, arranged by the central government 4,000 billion VND, Binh Duong budget 4,530 billion VND. The construction time is about 36 months and can be completed earlier than expected.
The project investor is a consortium of Industrial Development and Investment Corporation (Becamex IDC), Infrastructure Development Joint Stock Company (Becamex IJC), Becamex Binh Phuoc Infrastructure Development Joint Stock Company (BCMC) and Deo Ca Group Joint Stock Company.
The contract type is build-operate-transfer (BOT), the time to operate and operate the project and infrastructure system (toll collection) is 32 years and 5 months.
This is the first expressway connecting Ho Chi Minh City with the Central Highlands region. When completed, it will connect with the Chon Thanh - Gia Nghia expressway (expected to start construction in September 2025) to reach the Central Highlands. At the same time, this is also the first expressway in Binh Duong and Binh Phuoc provinces, helping to create regional connectivity and promote socio-economic development.
Giving the order to start the project, Prime Minister Pham Minh Chinh requested Binh Duong province to review procedures, ensure publicity, transparency, and prevent corruption and negativity; recalculate the progress, strive to complete the project on September 2, 2026 (earlier than expected in 2027); ensure quality, technique, aesthetics, safety, and environmental sanitation; inspect, urge, and take care of people's resettlement, ensuring that the new place of residence is better than or equal to the old place of residence.
Construction contractors, consultants and supervisors with the highest responsibility must closely follow the goals and requirements, strictly comply with regulations on construction investment management; fully and correctly implement construction procedures and processes; work with the spirit of "overcoming the sun, overcoming the rain, not losing to storms", "eating quickly, sleeping urgently", working in "3 shifts and 4 shifts", working through holidays and days off.
Emphasizing the strategic significance of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh project and its extension to Gia Nghia (Dak Nong), the Prime Minister stated that this project mostly passes through Binh Duong province, which is very important to Binh Duong, but even more important to the Central Highlands, "with this road, Dak Nong can escape poverty and Binh Phuoc can become rich."
Therefore, the Prime Minister requested Ho Chi Minh City to urgently invest as soon as possible in the 3km section in Ho Chi Minh City, and Binh Phuoc province to speed up the implementation of the remaining 7km section through the province with the spirit of not waiting or relying on others, and the goal of completing it in 2025 to connect the entire route when the section through Binh Duong is completed.
At the ceremony, Binh Duong granted investment approval decisions and investment certificates to social housing projects and other projects with domestic and foreign investment capital.
