The Provincial People's Committee directed to rectify and strengthen inspection of public service activities.

The People's Committee of Ha Tinh province requires regular inspection, examination and supervision of the performance of assigned tasks and powers of agencies, organizations and individuals under its management.

Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh has just signed a document on rectifying and strengthening the inspection and examination of public service activities according to Directive No. 26/CT-TTg of the Prime Minister.

In recent years, the Provincial People's Committee and the Chairman of the Provincial People's Committee have taken many measures to direct the improvement of the quality of public service activities of cadres, civil servants and public employees, especially strengthening the inspection and examination of public services, thereby promptly detecting and handling violations of the law, corruption and negativity in public service activities, at the same time proposing measures to rectify public service activities and perfect policies and laws in the inspected fields; contributing to improving the quality of public service activities of cadres, civil servants and public employees.

Inspection and examination work contributes to improving the quality of public service activities of cadres, civil servants and public employees.

However, the work of inspection, examination and supervision of public service activities still has certain shortcomings and limitations; many agencies and units have not paid attention to performing the task of inspection, examination and supervision of public service activities; there is still a situation where a number of cadres, civil servants and public employees who violate the law in the performance of their duties are still being handled.

Implementing Directive No. 26/CT-TTg dated October 20, 2023 of the Prime Minister on rectifying and strengthening the inspection, supervision and control of public service activities, to promptly overcome the above situation, in order to rectify and strengthen the inspection, supervision and control of public service activities, the Chairman of the Provincial People's Committee requests directors of departments, heads of departments, branches, provincial-level public service units, chairmen of People's Committees of districts, cities and towns to seriously disseminate Directive No. 26/CT-TTg; promptly and effectively implement the Government's resolutions and the Prime Minister's instructions, especially Official Dispatch No. 280/CD-TTg dated April 19, 2023 of the Prime Minister on rectification and strengthening responsibility in handling work of ministries, branches and localities, Official Dispatch No. 968/CD-TTg dated October 16, 2023 of the Prime Minister on continuing to rectify and strengthen discipline and order in state administrative agencies at all levels and documents of the Provincial Party Committee and Provincial People's Committee; regularly organize inspections, checks and supervision of the performance of assigned tasks and powers of agencies, organizations and individuals under their management, especially the performance of tasks and powers related to handling work and administrative procedures for people and businesses and the implementation of ethical standards, codes of conduct, internal rules and working regulations of agencies and units.

During the inspection, examination and supervision process, if any violations are detected, apply or recommend competent state agencies to apply handling measures in accordance with the provisions of law to prevent, correct and promptly handle violations of the law and public ethics; if necessary, request or suggest competent agencies to conduct inspections; if any signs of crime are detected, recommend competent agencies to clarify and strictly handle them in accordance with the provisions of law.

The Provincial Inspectorate advises on the dissemination and strict direction of inspection work within the scope of assigned state management in accordance with the provisions of the 2022 Inspection Law and Decree No. 43/2023/ND-CP dated June 30, 2023 of the Government detailing a number of articles and guiding the implementation of the Inspection Law. Every year, when advising on the development of inspection plans, instructing units and localities to develop inspection plans that must include the inspection of public service activities.

Heads of inspection agencies shall strengthen management and advise on the implementation of inspections of public service activities in accordance with the provisions of law on inspection. At the same time, strengthen post-inspection handling, monitoring, urging, and checking the implementation of inspection conclusions; promptly handle responsibilities for agencies, organizations, units, and cadres, civil servants, and public employees who violate the law in the performance of public duties.

The Director of the Department of Home Affairs advises and directs the strengthening of solutions to improve the quality of public service inspection activities throughout the province; presides over and coordinates with relevant agencies in monitoring the inspection of public service activities of provincial-level departments, branches, sectors, public service units, and People's Committees of districts, cities, and towns; annually advises the establishment of interdisciplinary inspection teams to inspect the performance of duties and powers of cadres, civil servants, and public employees at units and localities; proactively reviews and advises competent agencies to perfect legal regulations related to public service activities, especially regarding the assessment and comments on the completion of assigned duties and tasks of State agencies and cadres, civil servants, and public employees; At the same time, strengthen direction, urging, guidance, implementation of inspection, examination, supervision of recruitment, appointment, training, fostering, transfer, rotation, secondment, dismissal, job position transfer, commendation, and disciplinary action against cadres, civil servants, and public employees who commit violations in the performance of official duties.

Directors of departments, heads of departments, branches, provincial-level public service units, chairmen of district, city and town People's Committees shall base on legal regulations on public service inspection activities; on the basis of orientation and guidance on developing annual inspection plans, direct subordinate agencies to develop public service plans in annual inspection plans (conduct inspections of at least 1 unit, department, specialized department, subordinate unit/year). At the same time, focus on inspecting public service activities of subordinate units, especially focusing on public service activities that are prone to negativity and corruption. In the process of implementing state management as well as public service inspection and examination activities, focus on reviewing, advising, and proposing to perfect legal regulations related to public service activities...

The Provincial People's Committee requests the Provincial Party Committee's Organizing Committee, the Provincial Party Committee's Inspection Committee, and the Provincial People's Council's committees to strengthen inspection and supervision work related to public service activities; the responsibilities of Party members in performing assigned political tasks. At the same time, coordinate with the Provincial People's Committee in directing and leading units and localities in implementing the above contents, especially in coordinating the development of inspection plans and annual inspection and supervision programs.

Propose that People's Councils at all levels, Provincial Fatherland Front Committees, socio-political organizations, socio-professional organizations, business community and people strengthen supervision of public service activities of agencies, organizations, units and cadres, civil servants and public employees.
