“Claiming” achievements, but when the collective or individual has shortcomings, they push responsibility away and fear responsibility. This is a dangerous disease because it is an “internal invader”, a kind of “enemy from within”, causing division and solidarity, hindering development, reducing vitality and prestige, and preventing the progress of the revolutionary cause of our Party. The danger is that this disease is spreading in the working style of a number of cadres and Party members. Treating the disease of “taking” achievements, pushing responsibility away, and fearing responsibility is both an urgent task and a long-term task of the Party today.
Although there is no or insignificant contribution, they still “claim” achievements for themselves, even flaunting achievements to make their reports look good, to polish the organization and themselves; but whenever there is any mistake or shortcoming, they are afraid of responsibility and find every way to deny, deny, push away, and do not dare to admit it. That is a manifestation of the decline in ideology, moral qualities, and lifestyle; a specific, alarming manifestation of individualism. To treat this disease, it is necessary to dissect the root cause and “endoscopy” the cause.
Expression of individualist concerns
When wanting to refer to and criticize those who have a pragmatic, cunning lifestyle, who take all their achievements for themselves and push difficulties and dangers to others, the ancients often said: "Eat the feast first, wade through the water later". That reminder is still valid today; because this behavior is secretly taking place in public activities in State agencies.
According to the Vietnamese Dictionary: "Accepting" means taking on something that is clearly not yours. This is an arrogant behavior that is most clearly manifested when superiors request a report on achievements for rewards, organizations and agencies simultaneously report loudly. In addition to "beautifying" achievements, there are also parts of work that the unit or individual did not participate in but still falsely declare, "blood ties". People with this disease often have a confused, fearful, skeptical, unconfident mentality and have thoughts of jealousy and envy. Many organizations and individuals finish drafting reports and send them to superiors, but internally they hide it completely, not letting anyone know for fear of being exposed. However, "the needle in the bag will eventually come out". This true story that seems like a fabrication happened in Vinh Long province not long ago. The story is that when superiors requested a report on the progress of the Hoa Phu Industrial Park Social Housing Construction Project, the leaders of Long Ho district carelessly falsely declared that the progress was completed in order to be commended. Only when the Government inspection team came to work did the "rat's tail" come out.

There is another tear-jerking story, on the occasion of the 76th anniversary of War Invalids and Martyrs Day (July 27), a local unit was assigned the task of welcoming and serving volunteer groups from various places to visit and give gifts to families with meritorious services. At the end of the year, when making a report, the unit "boldly" added the gifts from other organizations that visited and gave to its own unit's achievements. With "sky-high" achievements and being commended and praised by superiors... Or a fairly common phenomenon in reality when evaluating the results of a specific task, such as achievements in propaganda work, movement activities, building typical models... Party organizations, youth unions, women's unions, and trade unions all claim them. Every organization "grabs" data, methods, effectiveness... similar and "good" alike.
They take credit for achievements, but when it comes to responsibilities, they try to pass the buck. The manifestation is: Many organizations and individuals, when reminded or criticized, find every way to blame, find some reason to steer the matter in another direction, in order to find a way out for themselves. Usually, superiors blame subordinates; subordinates blame subordinates again; or use the excuse of mechanisms, conditions, circumstances... After passing the buck, they fear responsibility. The manifestation of this disease is that they are often afraid of being implicated, afraid of being held responsible, afraid of affecting personal interests, so they calculate, measure, fear, are indecisive, and withdraw into a "cocoon" in everything they do. Even when superiors assign tasks, they find every way to avoid them, not do them, or do them perfunctorily, not wholeheartedly, and not doing their best to avoid responsibility. This is also the disease that 50 years ago, in the article "Fear of Responsibility" by comrade Nguyen Phu Trong published in the Communist Magazine, clearly pointed out: "Working moderately to fulfill one's duties, the main thing is not to make mistakes. Being timid and hesitant when solving work, not expressing one's opinions clearly and decisively, not daring to make decisions on matters within the scope of assigned responsibilities and authority. Using the excuse of working collectively and respecting the collective to rely on the collective, bringing all big and small matters to the collective for discussion, waiting for collective opinions to avoid trouble...".
“Taking credit” for achievements, shirking responsibility, and fearing responsibility are negative manifestations in the activities and implementation of tasks of organizations and a part of cadres and party members today. They are closely related to each other, and are alarming manifestations of new forms of individualism, manifestations of “taking credit and blaming”. This disease is spreading and tends to increase, especially before the Party congresses at all levels. In fact, it creates false strength and virtual achievements; destroying development.
"Screen" to hide flaws
Throughout his revolutionary life, President Ho Chi Minh always worried about, trained, and reminded cadres to stay away from the bad habits of individualism. He called individualism an “internal enemy” – an enemy inside each person, each agency, and organization; “It is the mother of all bad habits.”
At the 4th Central Conference of the 12th tenure (2016), our Party pointed out 27 signs of degradation in political ideology, ethics, and lifestyle of cadres and party members. The first sign is that cadres and party members have fallen into individualism: “Individualism, selfishness, pragmatism, opportunism, profiteering; only caring about personal gain, not caring about collective interests; jealousy, envy, comparison, envy, not wanting others to be better than themselves”. The Central Military Commission also issued Resolution No. 847-NQ/QUTW on promoting the qualities of Uncle Ho's soldiers, resolutely fighting against individualism in the new situation. This shows our Party's high determination in fighting against manifestations of individualism.
Achievements and rewards are very meaningful words. They are recognition and affirmation of the process of striving and making efforts in performing tasks; completely different from the behavior of "claiming" achievements, shirking responsibility, and fearing responsibility. Why does this disease appear more and more alarmingly, spreading among a number of cadres and party members?
In terms of subjective causes, the root cause of this disease is individualism; leading to the degradation of political ideology, ethics, and lifestyle among cadres and party members. The most obvious manifestation is the disease of achievement, the thirst for fame, the thirst for achievement, "the rooster crows at each other", so they always jostle and compete. Sometimes, organizations and individuals also use achievements as a "screen" to cover up shortcomings. This disease is also caused by a group of cadres and party members lacking responsibility and honesty in performing their duties. Along with the fear of making mistakes and avoiding conflicts, they work slowly, lack creativity, and avoid shortcomings to benefit themselves and harm others.
In terms of objective causes, in the process of perfecting the legal system and operating mechanisms, policies and regulations, there are still many overlapping and contradictory contents, causing overlapping functions and tasks. In addition, the fight against corruption and negativity is increasingly fierce, many officials, including high-ranking officials, have been disciplined. That result, in addition to having a very good social effect, contributing to building the Party and the political system, also affects the ideology and psychology of a number of officials and Party members, who are overly worried and fearful, listening to everything they do, afraid of being wrong, afraid of responsibility, only concerned with preserving and keeping their seats; or finding ways to polish and score points to create a false sense of strength; when incidents occur, they push and avoid responsibility. The concretization and realization of policies and regulations on encouraging and protecting dynamic, creative officials who dare to think, dare to do, dare to take responsibility for the common good, many places have not thoroughly grasped, seriously and effectively implemented...
In reality, many cadres and party members, thanks to "claiming" achievements, shirking responsibilities, bypassing the organization, climbing high in the State apparatus, only to realize when they are disciplined. This mistake is partly due to the ineffective monitoring, training, evaluation, inspection, and supervision of cadres and party members. Resolution 4 of the 12th Central Committee clearly states: That is because of "the mentality of being respectful, avoiding, afraid of collision, not defending what is right, not fighting what is wrong". On the other hand, emulation and reward activities in some units are still heavy on formality, not focusing on real results, and the organization and evaluation are still superficial and emotional.
The disease of "claiming" achievements, shirking responsibility, and fearing responsibility leaves behind many consequences, which is a danger to the Party. That is also the content we will discuss in the following article.
