Hundreds of lingering consequences

The disease of “claiming” achievements, shirking responsibility, and fearing responsibility creates hundreds of harmful effects in the lives of cadres and party members today, but the first consequence is the corruption of morality, turning people into individualists, and causing internal disunity. It is not by chance that the head of our Party has repeatedly reminded cadres and party members to maintain pure qualities.

Doubt, jealousy, envy, fear of other people, other organizations better than themselves, so they always find ways to "stand above" others, by means of lobbying, grabbing achievements, pushing responsibility to others... But unfortunately, the achievements they have are virtual achievements, fake power. This is the root cause of losing democracy, internal solidarity, causing loss of trust among party members and the masses.

From a socio-economic perspective, the disease of “claiming” achievements, shirking responsibility, and fearing responsibility is also an act of corruption, causing material damage to the Party and the State, and hindering development in general. Because normally, cadres and party members who suffer from this disease have bottomless greed. Once they have gained credit, been blamed, and made illegal profits, they will continue to commit other acts of embezzlement, stopping at nothing as long as they seek benefits for themselves. Experts also say that this disease of claiming achievements and shirking responsibility will also indirectly affect the promulgation of policies. In other words, to benefit themselves, they will “run” policies in a direction that benefits them, without thinking about the collective.

In the current context, the situation of shirking responsibility and fear of responsibility is quite common, directly affecting the development of fields, industries and the strength of organizations. The disease of fear of responsibility makes cadres and party members not dare to do things, eliminating creativity and innovation; causing many jobs to become stagnant, blocked, unable to release resources, hindering development.

At the recent 7th session of the 15th National Assembly, the reason why public investment after the first 4 months of 2024 only reached 17.46% of the plan, of which more than 310 projects had a disbursement rate of 0%; 28 localities disbursed below the national average? Many National Assembly deputies said that part of the reason was the fear of making mistakes and fear of responsibility was still quite heavy. The result was slowing down the development of organizations, the progress of individuals, and more seriously, reducing the trust of the masses in the Party, the State, and the regime.

Fighting against the disease of “claiming” achievements, shirking responsibility, and fear of responsibility is an urgent task for our Party today. Because as President Ho Chi Minh once advised, “A Party that conceals its shortcomings is a corrupt Party.” One of the outstanding new points in Conclusion No. 21-KL/TW of the 13th Central Executive Committee is to set out the goal in the work of Party building and rectification: Resolutely fight against individualism, prevent, repel, and strictly handle cadres and Party members who have degraded in political ideology, morality, lifestyle, and manifestations of “self-evolution” and “self-transformation”...

According to data from the Central Internal Affairs Commission, in 2023, the Central Executive Committee, the Politburo, the Secretariat, and the Central Inspection Commission disciplined 19 cadres under the management of the Politburo and the Secretariat; disciplined 105 cadres under the management of the Central Committee, including 22 members and former members of the Party Central Committee, from the beginning of the 13th Party Congress term to February 2024. Among them, many cadres and party members were exemplary with many achievements.

Antibiotic dose to treat dangerous disease

Fighting the disease of “claiming” achievements, shirking responsibility, and fearing responsibility is an urgent task, but not a one-day or two-day task. Because this is a war in which the “enemy” is inside us, there is no clear boundary, and it is complicated because it is difficult to determine the crime; it requires perseverance, determination, and long-term efforts, both building and fighting. And especially, it requires the synchronous participation of the entire political system, from changing political awareness to action.

First of all, party organizations need to strengthen propaganda and education work, raising awareness among cadres and party members about manifestations of individualism, especially the manifestations of competing for achievements and shirking responsibility. In reality, many cadres and party members still have a vague perception, thinking that "claiming achievements" and "shirking responsibility" are beneficial to their collective.

That is a fallacious explanation because virtual achievements leave behind hundreds of consequences, weakening the Party's strength in the long run. Therefore, Party organizations need to regularly diversify propaganda forms, especially through meetings, activities or integrating them into movement activities, helping cadres and Party members raise awareness of the revolutionary ethical standards of cadres and Party members in the new period according to Regulation No. 144-QD/TW dated May 9, 2024 of the Politburo on revolutionary ethical standards of cadres and Party members in the new period.

At the same time, to avoid shirking responsibility, each cadre and party member must constantly promote their own responsibility in self-criticism and criticism, upholding the principle of democratic centralism in party activities. On the one hand, cadres and party members must self-reflect and self-correct; promote strengths, self-correct shortcomings and limitations; on the other hand, contribute to their teammates in a constructive spirit, criticize work, not criticize people; study together, improve work quality, and make progress. This is also a solution to enhance the fighting capacity of party organizations against bad habits and vices.

To cure the fear of responsibility, it is necessary to have a policy mechanism to encourage and reward cadres and party members in performing their duties. The Politburo issued Conclusion No. 14-KL/TW on September 22, 2021 on the policy of encouraging and protecting dynamic and creative cadres for the common good with new thinking. One very notable point is to promote cadres: Dare to think, dare to do, dare to break through, dare to take responsibility.

In this spirit, each cadre and party member upholds the spirit of the four “dares”, especially the dare to take responsibility. On the other hand, the Party Committee and Party organization need to have an objective assessment of the four dares cadres, because in reality, cadres who are proactive, dare to think and dare to do are prone to mistakes, even many times, so it is necessary to be impartial and objective, both helping cadres and party members recognize their shortcomings, and helping them correct their mistakes, make breakthroughs, and be creative for the collective; at the same time, there are preferential policies for them to promote creativity and innovation.

Party organizations need to further strengthen the inspection and supervision of cadres and party members. In the past, many cadres committed violations but were not discovered within the collective; they even hid them, afraid of being implicated in losing achievements, and then "covered their ears" and "swallowed their anger". This shows that the inspection and supervision work of party organizations has not fulfilled its responsibilities.

In the work “Reforming the way of working” written in 1947, President Ho Chi Minh once taught: “If we control skillfully, all the shortcomings will be exposed; moreover, if we control skillfully, the shortcomings will definitely be reduced.” In that spirit, each party organization needs to improve the quality of party cell activities, strengthen inspection and supervision work, and resolutely eliminate from the party cadres and party members who take credit, blame, have impure motives, and are dishonest, in order to preserve the purity of the party organization. At the same time, promote the role of the masses in supervising and inspecting cadres and party members.

To prevent the disease of "claiming" achievements, shirking responsibility, and fearing responsibility, we must also face the problem that the emulation and reward work in the past has not been really effective. The evidence is that in many places, rewards have not been timely, not the right people, equalized, or even inaccurate, leading to a lack of motivation to strive. To solve this problem, the Law on Emulation and Reward (amended) has recently come into effect from January 1, 2024 with many new and breakthrough points.

Accordingly, the rewards must ensure comprehensiveness, rationality; follow principles and procedures; focus on the grassroots and direct workers; from the perspective of rewarding according to achievements; rewards must be timely for good deeds and meaningful actions; create motivation for cadres and party members to have confidence and motivation to compete with their own abilities.

Curing individualism in general, and the disease of “claiming” achievements, shirking responsibility, and fear of responsibility in particular, is a long-term task of our Party. On the eve of the 14th National Congress of the Party, this task is even more important and urgent, requiring perseverance and determination from the entire political system. Only then can we achieve the expectation of General Secretary Nguyen Phu Trong: “Each individual will also become better, and develop more of his or her qualities and abilities.”
