Cases where vehicle owners need to change vehicle registration
According to Article 16 of Circular 24/2023/TT-BCA, vehicle owners need to change vehicle registration in the following cases:
Vehicle registration certificate is issued when:
Modified vehicles; Vehicles with changed paint color; Registered vehicles, with white background license plates, black letters and numbers, changed to yellow background license plates, black letters and numbers and vice versa; Renewal of vehicle registration certificates; Change of vehicle owner information (vehicle owner name, personal identification number, address); Damaged, blurred, torn vehicle registration certificates; damaged, blurred, broken license plates or vehicle owners who need to issue and exchange old vehicle registration certificates.
One of the things that vehicle owners need to note is that they need to re-apply for a vehicle registration certificate when the vehicle registration certificate is lost.
How to change vehicle registration?
The dossier for issuance, re-issuance of vehicle registration certificate prescribed in Article 17 of Circular 24/2023/TT-BCA includes:
(1) Vehicle registration certificate. (2) Vehicle owner's documents:
- Vietnamese car owner:
Use level 2 electronic identification account to register vehicle on public service portal or present Citizen ID card or passport.
- For armed forces:
Present the People's Army Identity Card or People's Police Identity Card or a certificate from the head of the working unit from the department, regiment, district-level Police or equivalent or higher (in case the Armed Forces Identity Card has not been issued).
Da Nang Traffic Police force issues license plate change for people who register to change license plate.
- Car owner is a foreigner:
Members of diplomatic missions, consulates, and representative agencies of international organizations in Vietnam: Present valid diplomatic identity cards, consular identity cards, official identity cards, identity cards (ordinary), and honorary consular identity cards and submit a letter of introduction from the State Protocol Department or the Department of Foreign Affairs;
Car owner is a foreigner living and working in Vietnam:
Present permanent residence card/temporary residence card in Vietnam (valid for 6 months or more).
- Vehicle owner is an organization:
Use a level 2 electronic identification account to carry out procedures on the public service portal; in case a level 2 electronic identification account has not been granted, present a tax code notification or establishment decision.
Some other documents:
If replacing the engine assembly or chassis assembly, there must be additional documents of origin, registration fee documents, and documents of ownership transfer of that engine or chassis assembly.
If replacing engine assembly or frame assembly of different brands, additional certificate of technical safety and environmental protection of motor vehicles is required.
If replacing the engine assembly or chassis assembly of a registered vehicle, there must be a certificate of registration revocation and license plate of that registered vehicle.
Sequence of steps to perform the procedure.
Pursuant to Article 18 of Circular 24, the steps to change vehicle registration are as follows:
Step 1: Vehicle registration declaration.
- Vehicle owners access the National Public Service Portal => Select the item to issue, change or reissue the appropriate vehicle registration certificate.
- Fully declare all information as required.
Step 2: Pay the fee.
If the application is valid, the vehicle registration authority will send a fee payment notice on the public service portal to return the results.
Step 3: Receive vehicle registration.
Vehicle owners receive vehicle registration certificates from the public postal service.
Processing time
Clause 4, Article 7 of Circular 24 stipulates the time for changing vehicle registration as follows:
- Time to process vehicle registration certificate issuance: Maximum 2 working days from the date of receipt of complete valid documents.
- The time limit for verifying the loss of vehicle registration certificate is 30 days (not included in the time limit for re-issuing vehicle registration certificate).
