Thanh Hoa Hoang Thanh Primary School, Hoang Hoa district, received backlash from parents for mobilizing each student to contribute 600,000 VND to build the school at the end of the school year.
Mr. Tran Van Thuc, Director of the Department of Education and Training of Thanh Hoa province, confirmed the information on May 16 and said that the Department's inspectors had worked with Hoang Thanh Primary School on this matter.
According to Mr. Thuc, because the policy has not been approved by the Department of Education and Training of Hoang Hoa district and parents have not agreed, the school has stopped and returned the money to the parents who contributed.
Previously, in mid-April, many parents of Hoang Hoa Primary School received a notice about the implementation of collecting socialized fees at the rate of 600,000 VND per student. The school said that it needed to repair some facilities, "preparing for the event to meet national standards in phase 2".
The planned renovation works include safety railings on the 2nd and 3rd floors, toilet canopies, signs, 17 function room signs and dormitory canopies. The total estimated revenue for more than 1,000 students is about 600 million VND.
Because it was the end of the school year, while at the beginning of the year, 200,000 VND had been paid in social contributions, many parents reacted. The school then proposed a plan to divide the contribution into two installments, the first installment was 300,000 VND, and the rest was left until the beginning of the new school year. Homeroom teachers also informed parents about the first installment.
"My family has two children studying at this school. At the beginning of the year, we had to pay 200,000 VND in socialized fees for each child. Now we have to pay another 600,000 VND, so the total for the year is 1.6 million VND. For rural people, this is a large amount of money," said a parent.
In addition, according to her, the school's voluntary collection of socialized money is unreasonable.

Ms. Tran Thi Lan, Principal of Hoang Thanh Primary School, said the school had just developed a plan and had not yet been approved by the Department of Education and Training, so they had not yet collected the fee. However, some teachers had spread the word and received positive feedback, and 16 parents had already paid.
The issue of overcharging or calling for "voluntary" contributions is often controversial at the beginning of a new school year. According to regulations of the Ministry of Education and Training, schools are allowed to mobilize and receive funding to renovate, repair and construct facilities serving educational activities. However, this must be consulted, approved by management and implemented in a voluntary and transparent spirit, without equalization or minimum contribution levels.
