In Quang Ninh province, many schools at all three levels have piloted partial autonomy to overcome the shortage of teachers and improve the quality of education. If approved, Trong Diem Secondary School in Ha Long city will be the first public school to be 100% autonomous.
Completing procedures so that the school can be 100% autonomous
Regarding Trong Diem Secondary School preparing to be 100% autonomous from the next school year, Mr. Nguyen Ngoc Son - Vice Chairman of Ha Long City People's Committee - said that the city is currently focusing on completing procedures so that the school can be fully autonomous in its regular expenditures.
According to Mr. Son, the city has implemented partial autonomy in regular budget for 43/68 educational institutions at all levels, with a rate of 10% to 31%. Thanks to that, in the 2023-2024 school year, the city's budget for public schools will save more than 82 billion VND.
Of which, Trong Diem Secondary School in Hong Hai Ward is the secondary school that is assessed to have the best educational quality in Quang Ninh province - it has 31% autonomy in regular expenses and is planned to be 100% autonomous from the next school year.

According to the technical economic standards including human resources costs, professional expertise, fund establishment costs... the tuition fee of this school is expected to be 960,000 VND/month/student.
According to Mr. Son, previously, the People's Committee of Quang Ninh province assigned relevant departments and branches to give opinions on the project of 100% autonomy in regular expenses of Trong Diem Secondary School to submit to the People's Committee of Quang Ninh province for consideration and approval.
"The project will have to be reviewed and approved by the People's Council of Quang Ninh province before it can be applied. At the same time, it must also have the support and agreement of parents before it can be implemented," said Mr. Son.
Ms. Vi Bich Hanh - Head of the Department of Education and Training of Ha Long City - said that since the previous school years, the city's education sector has been propagating and informing about partial autonomy as well as moving towards 100% autonomy for public schools and basically parents all support it.
According to Ms. Hanh, Trong Diem Secondary School is expected to be assigned a target of recruiting 450 students for grade 6 next school year, but up to now, there have been about 1,000 applications for admission.

According to some parents, with the quality of education at Trong Diem Secondary School always being at the top of the province and compared to the tuition fees of private schools, the tuition fee of 960,000 VND/month is acceptable.
Because the current tuition fee for students in urban areas is about 300,000 VND/month/student, while at some private schools the lowest fee is about 2.5 million VND/month/student.
Trong Diem Secondary School is a school that always has very "stressful" entrance exams because of the school's quality and reputation. This is also the only secondary school in Ha Long that organizes entrance exams, selecting students from all wards and communes of the city.
Autonomy to solve the problem of teacher shortage
According to the leaders of Ha Long city, in addition to continuing to improve the quality of education, Trong Diem Secondary School will receive new investment in infrastructure. Specifically, Ha Long city will spend nearly 160 billion VND to build a new facility of about 2 hectares at the location of Quang Ninh Province Boarding School for Ethnic Minorities.
For many years, in order to overcome the shortage of teachers, the Quang Ninh education sector has combined solutions such as increasing teachers from higher levels to teach at lower levels, arranging teachers to teach in inter-schools in the same area...

The plan to self-finance regular expenditures also partly helps schools proactively recruit teachers to meet the needs of implementing the new general education program and improving the quality of teaching and learning.
According to statistics from the Department of Education and Training of Quang Ninh, on average each year this province increases about 10,000 students at all levels (equivalent to the number of students of 6-7 schools), so the pressure of teacher shortage is very large.
To address the above situation, since 2022, Quang Ninh province has granted partial financial autonomy to 37 public service units under the Department of Education and Training.
