Hai Phong International Exhibition Fair Center is located on Pham Van Dong Street, Anh Dung Ward, Duong Kinh District, Hai Phong City, built on an area of ​​47 hectares with a total budget capital of nearly 100 billion VND. In particular, the building for fair and exhibition activities has a permanent steel structure, the first floor is 10,000 m2, the second floor is 5,000 m2.

Because the building for fair and exhibition activities is designed like a kite catching the wind, local people call it the "kite" Exhibition Center.

The project was invested in and built with the expectation of becoming an ideal location for trade promotion as well as organizing large-scale cultural and sporting events in Hai Phong City.

However, over the past 20 years, the project has not been as effective as expected, with very few activities or events taking place here. For a long time, this place became a place to gather materials. For the past 5 years, the "kite" exhibition center has always been in a state of "closed gates and locked locks".

Little used and almost never renovated or repaired, many items of the "kite" exhibition center have seriously deteriorated. Among them, the main building's roof is rusty, the electric pole system, lighting system... are also in a similar situation. Weeds grow everywhere, some areas are taller than a person's head.

In particular, after typhoon No. 3 made landfall, the exhibition building became even more desolate. The kite-shaped roof was severely damaged, most of the outer corrugated iron was peeled off, and in many sections the iron frame was exposed. The green dome roof in front of the main building was also broken.

Many days after the storm passed, on the afternoon of September 29, reporters were present at the "kite" exhibition center area, everything was still in disarray. The damaged part of the exhibition building had not been repaired yet. Many trees that were broken and felled by the storm wind in the campus had not been trimmed, making the building even more shabby.

Speaking to reporters, residents of Anh Dung Ward, Duong Kinh District, Hai Phong City, said they hope the project will be repaired soon as well as have a plan to exploit and use it effectively, avoiding wasting budget money. If not, it needs to be liquidated soon to implement other projects to avoid leaving dozens of hectares of "golden land" abandoned.

Regarding the "kite" exhibition center, according to information from the People's Committee of Anh Dung Ward, Duong Kinh District, Hai Phong City, ACS Vietnam Joint Stock Company is currently assigned to manage and use it. In 2010, the company proposed and was approved by the People's Committee of Hai Phong City to adjust the master plan of the land area assigned to manage and use.

In addition to the kite house, the company plans to build more Vietnamese cultural parks, multi-purpose performance areas, entertainment and water sports complexes, high-end resorts, etc. However, most of the above items have not been implemented yet.

Faced with this situation, in 2017, the People's Committee of Hai Phong City reclaimed a part of the land managed by ACS Vietnam Joint Stock Company (nearly 20 hectares) and handed it over to the Land Fund Development Center under the Department of Natural Resources and Environment of the City for management.

However, up to now, both the recovered land and the "kite" exhibition center have not changed, making many people regret the "golden land" that has been left empty for many years.
