Currently, nearly 100% of the Provincial Police Chiefs to Commune Police Chiefs are not local people. This policy contributes to improving capacity, meeting the increasingly high requirements of tasks in protecting national security, ensuring social order and safety. One of the hallmarks of the above policy is that the Police Chiefs are not local people to resolve pending and complicated cases. In October 2023, when asked which locality had many achievements in suppressing crime and ensuring security and order in the area, Lieutenant Colonel Tran Cong Dung, Chief of Than Uyen District Police (Lai Chau) answered very firmly "Phuc Than commune". "There was a time when the number of drug cases that the Phuc Than Commune Police force arrested was equal to the number of an entire district in Lai Chau province", Lieutenant Colonel Tran Cong Dung cited the efforts to transform the complex area of drug crimes in Than Uyen district. Meanwhile, Mr. Le Van Dung, Chairman of the People's Committee of Phuc Than commune, sketched a rather brief picture of security and order in Phuc Than commune before 2018: "The commune had hundreds of addicts, many thefts and potential problems related to complaints about resettlement policies. However, from 2018 to now, the security and order situation in the area has been maintained, crime has been controlled to the maximum, and people are assured of production". The reason for choosing the year 2018 is because of the appearance of the regular police force in the commune. Notably, the Chief of the Commune Police who was transferred to Phuc Than, in addition to having a firm grasp of the profession, also has the factor of not being a local according to the policy of the Central Public Security Party Committee.
In October 2018, Major Quach Manh Truong, who was then a drug detective of Than Uyen District Police, was transferred to the position of Chief of Police of Phuc Than Commune. At the time Major Truong took up his duties in Phuc Than Commune, this administrative unit had 18 villages with more than 2,000 households. The commune is mentioned as a key area with complicated security and order in Than Uyen District, especially drug crimes. With its geographical characteristics, National Highway 279 and National Highway 32 passing through, and being near two gold mines Minh Luong (Lao Cai) and Pac Ta (Tan Uyen, Lai Chau), Phuc Than Commune became a place that was disadvantageous in terms of management but convenient for subjects to organize the transportation, storage and use of drugs.
Major Quach Manh Truong once went to the base to propagate to the people about the consequences of drugs.
With more than 45 drug addict profiles managed on the system, actual statistics show that in the commune there are nearly 100 addicts, dozens of people suspected of using drugs, leaving many consequences. From a drug hotspot, many other crimes such as theft and criminal offenses have followed. Sharing about the time of receiving the decision to work in Phuc Than, Major Quach Manh Truong said that he had carefully prepared his ideology and solutions to ensure security and order in the area. "I have more than 8 years of working in the Drug Crime Prevention Police Team (district police). At that time, I was also assigned to monitor the area of Phuc Than commune, so I basically understood and had a good grasp of the area," Major Quach Manh Truong shared. When assigned to be in charge of security and order in Phuc Than commune, Major Quach Manh Truong shared that one of the priorities was to crack down on drug-related gangs. With methodical professional measures, smoothly deployed with the coordination of many forces, Phuc Than Commune Police in recent years have arrested many cases, all kinds of subjects related to drug crimes. Specifically, from 2020 to now, the commune police have arrested 154 cases, 170 subjects. Of which, in 2020, 21 cases, 23 subjects were arrested; in 2021, 44 cases, 48 subjects were arrested; in 2022, 44 cases, 52 subjects were arrested and in the first 9 months of 2023, 45 cases with 47 subjects related to drugs were arrested.
According to Major Quach Manh Truong, drug dens in Phuc Than commune are mainly concentrated in Noong Thang village. This is an area far from the commune center, traffic is difficult, and accessing the village during rainy weather is even more difficult. However, with the determination to thoroughly suppress crime, the Phuc Than commune police force regularly grasps the area and the movements of the subjects to deploy professional measures. Many cases have been solved, contributing to curbing drug crimes in Noong Thang village. Typically, in April 2023, Phuc Than commune police arrested Cu Thi Chu (born in 1970, from Yen Bai) for possessing 3.58g of heroin. A series of drug cases solved have contributed to curbing this crime in the area.
According to Major Quach Manh Truong, the security and order situation in the area has been successfully transformed. Since 2020, the commune is no longer on the list of key communes with complicated security and order in the district. One of the current key tasks of the commune police force is to firmly maintain the area, preventing security and order hotspots from occurring. To do this, Major Quach Manh Truong said that the commune police force must deploy regular patrols. “In addition to being on duty 24/7, we organize night patrols. Since its deployment, this patrol has helped prevent crime and reduce social evils. The number of thefts has decreased, and drug transporters and possessors have also been restrained,” said Major Quach Manh Truong. In addition, in recent times, the commune police force has deployed security control through a surveillance camera system, providing effective support in the fight against all types of crime. In particular, a joint working group between the police of the communes of Phuc Than, Muong Than, Hua Na and Muong Mit was established, contributing to ensuring stability in the area.

To maintain stability, the Phuc Than Commune Police force has consulted on many plans to help the Party Committee and the commune government implement security and order solutions. One of them is that the police force has built trust with the local people through practical activities. Specifically, building and developing models of clans that self-manage security and order, typically the Dieu clan and the Luong clan. With this policy, the Party Committee and the government have promoted the role and prestige of the village head, through prestigious people to mobilize people to comply with the regulations and conventions set forth. As an area with many people serving drug sentences, the task of keeping the list, managing and supporting citizens to reintegrate into the community is emphasized. Under the direction of superiors, the Phuc Than Commune Police have organized dozens of propaganda sessions on preventing drug crimes, human trafficking, etc.
Mr. Le Van Dung - Chairman of the People's Committee of Phuc Than commune said that the security situation in the area has been stable since the deployment of regular commune police.
Phuc Than commune police regularly go to the grassroots and have a firm grasp of the area.
Recognizing the fact that there are still many potential sources of crime at the grassroots level, Major Quach Manh Truong said that the entire unit always carries out its tasks in a proactive manner, deploying synchronous solutions to detect early and prevent incidents from the beginning.
Regarding the policy of unit leaders not being local, Major Quach Manh Truong shared that not being a local is one of the factors that helps him make accurate, fair and objective decisions when implementing work aspects. In particular, when not being a local, he will not be bound by family, clan and familiar relationships.
