Submit to the National Assembly to adjust land use planning for the period 2021 - 2030, vision 2050
The Government has just issued Resolution 149/NQ-CP dated September 23, 2024 on requesting approval to adjust land use planning for the 2021-2030 period, with a vision to 2050.

In the above Resolution, the Government unanimously approved the submission to the National Assembly for decision on the policy of adjusting the national land use planning for the 2021-2030 period, with a vision to 2050, as proposed by the Ministry of Natural Resources and Environment.
The Government assigned the Minister of Natural Resources and Environment, authorized by the Prime Minister, to sign on behalf of the Government the Government's Submission to report to the National Assembly Standing Committee on the proposal to supplement the content of the decision on the policy of adjusting the national land use planning for the 2021-2030 period, with a vision to 2050, to submit to the National Assembly for decision at the 8th session of the 15th National Assembly (October 2024).
On November 13, 2021, the National Assembly issued Resolution No. 39/2021/QH15 on national land use planning for the 2021-2030 period, with a vision to 2050, and the 5-year national land use plan for 2021-2025.
Pursuant to the above Resolution, the Prime Minister issued Decision No. 326/QD-TTg dated March 9, 2022 of the Prime Minister on the allocation of national land use targets for the period 2021 - 2030, with a vision to 2050 and the 5-year national land use plan 2021 - 2025.
However, some provinces and centrally-run cities have issued documents requesting adjustments to land use planning targets until 2030 and land use planning targets until 2025, focusing on land use targets for industrial parks, traffic land, sports land, energy projects, high-tech park land, rice land, forest land of 3 types, national defense land, and security land. At the same time, Article 15 of Resolution No. 81/2023/QH15 dated January 9, 2023 of the National Assembly on the national master plan for the period 2021 - 2030, with a vision to 2050, requires that plans in the national planning system that have been decided or approved by competent authorities in accordance with the provisions of the Law on Planning must be reviewed and adjusted appropriately, ensuring consistency with the national master plan.
In order to ensure land funds for investment attraction, socio-economic development to meet the requirements of industrialization and modernization of the country, development of a synchronous infrastructure system, and promotion of land resources, on May 2, 2023, the Prime Minister issued Official Dispatch No. 360/CD-TTg requesting the Chairmen of the People's Committees of provinces and centrally run cities to urgently direct competent agencies to base on the National Master Plan for the period 2021 - 2030, with a vision to 2050 (Resolution No. 81/2023/QH15 dated January 9, 2023 of the National Assembly), the National Land Use Plan for the period 2021 - 2030, with a vision to 2050 (Resolution No. 39/2021/QH15 dated November 13, 2021 of the National Assembly) and socio-economic development requirements. of the locality, synthesize and include land use indicators in the provincial planning, submit for appraisal and approval according to the provisions of law; review and adjust annual land use planning and plans at the district level to serve as a basis for land allocation, land lease, and permission to change land use purposes to meet the needs of socio-economic development...
Based on the synthesis of reports on land use needs of localities, the Ministry of Natural Resources and Environment shall preside over and coordinate with relevant ministries and branches to synthesize and advise the Government to submit to the National Assembly for consideration and adjustment of the National Land Use Planning for the period 2021 - 2030, with a vision to 2050.
