Previously, the Ministry of Labor, War Invalids and Social Affairs (MOLISA) sent a request for comments from 16 relevant ministries and agencies, of which 13 ministries and agencies participated. Regarding the Lunar New Year holiday plan, 13/13 opinions chose the option of 2 days off before Tet and 3 days off after Tet. Regarding the National Day holiday, 13/13 opinions agreed with the option of September 2, 2024 and September 3, 2024.
Based on the synthesis of opinions from ministries and agencies, the Ministry of Labor, Invalids and Social Affairs submits to the Prime Minister a plan for Lunar New Year and National Day holidays in 2024 for cadres, civil servants, public employees and workers of administrative agencies, public service agencies, political organizations, socio-political organizations and workers in enterprises who are not civil servants or public employees.
For civil servants and public employees, the Ministry of Labor, Invalids and Social Affairs proposed and most ministries and agencies agreed to have a 5-day Lunar New Year holiday as prescribed, including 2 days before Tet and 3 days after Tet.

Accordingly, civil servants and public employees will have Lunar New Year holiday in 2024 from Thursday, February 8, 2024 to Wednesday, February 14, 2024 (ie December 29, year of the Cat, to January 5, year of the Dragon).
With the plan proposed by the Ministry of Labor, Invalids and Social Affairs and agreed upon by the majority of ministries and agencies, during the Lunar New Year holiday, civil servants and public employees will have 7 days off (including 5 days off for Lunar New Year and 2 days off in lieu of weekly days off as prescribed in Clause 3, Article 111 of the Labor Code).
In addition to the plan proposed by the Ministry of Labor, Invalids and Social Affairs and most ministries and agencies, the Ministry also proposed a second plan for the Government to choose from. Plan 2 is to have 5 days off according to regulations, including 1 day off before Tet and 4 days after Tet. Civil servants and public employees will have Lunar New Year holiday in 2024 from Friday, February 9, 2024 to Thursday, February 15, 2024 (ie December 30, Quy Mao year to January 6, Giap Thin year).
With this plan, during the Lunar New Year holiday, civil servants and public employees will also have 7 days off.
According to the Ministry of Labor, Invalids and Social Affairs, both options have the same number of days off, but the option of 2 days off before Tet and 3 days off after Tet ensures harmony between the time off before and after Tet and is agreed upon by all relevant ministries and agencies.
The Ministry of Labor, Invalids and Social Affairs has submitted to the Government a plan for the 2024 Lunar New Year holiday.
For the 2024 National Day holiday, the Ministry of Labor, Invalids and Social Affairs proposes 4 consecutive days off from Saturday, August 31, 2024 to Tuesday, September 3, 2024, including 2 National Day holidays and 2 weekly days off.
According to the Ministry of Labor, Invalids and Social Affairs, the National Day holiday plan has the advantage of reducing administrative procedures and not having to arrange compensatory weekly days off as prescribed in Clause 3, Article 111 of the Labor Code. This plan is also agreed upon by all relevant ministries and agencies.
For employees in the enterprise sector, the Ministry of Labor, Invalids and Social Affairs requires employers to arrange Lunar New Year and National Day holidays according to the provisions of the Labor Code. Accordingly, for the National Day holiday, employers decide to give employees 2 days off (September 2 of the Gregorian calendar and 1 day before or after).
The Ministry of Labor, Invalids and Social Affairs encourages employers to apply the Lunar New Year holiday for employees as prescribed for civil servants and public employees. Employers must notify employees of the Lunar New Year holiday plan at least 30 days in advance.
If the weekly day off coincides with the Lunar New Year holiday or National Day holiday, the employer shall arrange a compensatory weekly day off for the employee on the next working day as prescribed in Clause 3, Article 111 of the Labor Code.
