The master plan of Thu Duc City until 2040 is an important legal basis for the locality to realize the goal of leading the economy of Ho Chi Minh City.
On February 6, the Ho Chi Minh City People's Committee held a conference to announce the master plan for Thu Duc City until 2040 and promote investment in this locality. Attending the conference were Party Central Committee member, Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi; Party Central Committee member, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai; Deputy Secretary of the City Party Committee, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le.
Realize the goal
Entering its 5th year, Thu Duc City has achieved many positive results; the value of commercial and service production has increased steadily over the years. Budget revenue in 4 years reached over 60,000 billion VND, the total value of public investment disbursement reached over 15,000 billion VND with a disbursement rate of over 95% each year.
Leaders of Ho Chi Minh City and Thu Duc City witnessed 34 wards signing a commitment to implement the general planning of Thu Duc City until 2040.
Along with rapid urban changes, the strong implementation of digital transformation and the application of science and technology in state management and administration helped Thu Duc City to be honored with the Vietnam Digital Transformation Award 2024 and the Vietnam Smart City Award 2024.
At the conference, Mr. Hoang Tung, Chairman of Thu Duc City People's Committee, informed on January 21 that the master plan for Thu Duc City, part of Ho Chi Minh City, until 2040 was approved by the Prime Minister under Decision 202. The master plan helps exploit and maximize potentials and strengths to realize the goal of developing Thu Duc City into a creative, highly interactive urban area; an important growth driver of Ho Chi Minh City.
Thu Duc City (type 1 urban area) is the traffic hub of the Southeast region in terms of roads, railways, maritime, inland waterways; is the center of the East of Ho Chi Minh City in terms of economy, science - technology, culture, education - training. The population size by 2030 is about 1.8 million people, by 2040 about 2.6 million people and after 2040 about 3 million people. Thu Duc City space is divided into 9 sub-zones and 11 key development areas. Each sub-zone develops according to a mixed, multi-functional land use model associated with cultural, historical values and its own potential and advantages.
The conference is not only an opportunity to announce the master plan but also to provide businesses and investors with an overview of 535 projects in Thu Duc City with 5 types of investment, corresponding to a total expected capital of over 800,000 billion VND.
"Today's event is not only a memorable milestone in the development journey of Thu Duc City over the past 4 years of establishment, but also a clear demonstration of the good cooperation between authorities at all levels and the business community and investors" - Chairman of Thu Duc City People's Committee acknowledged.
Create common development momentum
In his speech, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai assessed that the approved Thu Duc City master plan is of great significance to concretize the Ho Chi Minh City planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister; and is the basis for maximizing the specific mechanisms and policies from Resolution 98/2023 of the National Assembly.
This project opens up strong development opportunities for Thu Duc City; affirms its position as a creative, highly interactive city, a new growth pole of Ho Chi Minh City, contributing to building Ho Chi Minh City as the economic, cultural, scientific - technological, and innovation center of the whole country, firmly entering a new era with the whole country - the era of national growth.
In order to effectively implement the master plan of Thu Duc City, putting the locality in a leading position in the socio-economic development of Ho Chi Minh City, Mr. Phan Van Mai proposed that the People's Committee of Thu Duc City coordinate with departments and branches to develop detailed plans and implementation methods. At the same time, deploy procedures, including organizing surveys of the actual status of 9 development zones; having a plan to work with leaders of each locality and region to direct the development roadmap in each stage.
The People's Committee of Thu Duc City needs to urgently complete the zoning plans, no later than September this year. At the same time, focus resources on calling for investment to complete the Thu Thiem new urban area, the International Financial Center, and the Truong Tho area; coordinate with the Ho Chi Minh City National University to complete investment in the university urban area and expand the second phase of the High-Tech Park before 2030.
Another important thing is that Thu Duc City needs to strengthen connections with neighboring areas, linking with the strengths of each locality to create a common development momentum; focusing on effectively exploiting intelligence and creativity to serve development goals...
On this occasion, the Chairman of the Ho Chi Minh City People's Committee called on domestic and foreign investors to boldly invest in Thu Duc City and Ho Chi Minh City. He affirmed that Ho Chi Minh City listens to investors' opinions to implement the planning to achieve the best results.
"At the conference, Thu Duc City granted investment approval decisions for 12 housing development projects in 2024 with a total registered capital of more than 33,000 billion VND.

Of the 5 types of investment in Thu Duc City with a total estimated capital of over VND 800,000 billion, investment under the public-private partnership (PPP) method with 32 projects, the total estimated investment is VND 78,000 billion. Investment under public investment capital in Thu Duc City in 2025 and the period 2025-2030, with a vision to 2040, with about 250 projects, the total estimated investment is over VND 600,000 billion.
Ring Road 3 - Ho Chi Minh City is one of many projects that promise to help Thu Duc City develop rapidly.
Talking to businesses in the investment invitation section in Thu Duc City, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong emphasized the importance of concretizing the general planning of Thu Duc City until 2040. He said that Thu Duc City is given a lot of authority, so it is necessary to soon implement the general planning to remove obstacles and implement projects...
The Vice Chairman of the Ho Chi Minh City People's Committee also emphasized the role of Thu Duc City as a traffic hub in the coming time and noted that the locality should find more ideas to optimize land resources.
