According to the bulletin of the National Center for Hydro-Meteorological Forecasting (Document No. 559/DBQG-DBTT dated September 20, 2024), from September 21-22, 2024, a low pressure trough is likely to form a low pressure area that directly affects the North East Sea and the Gulf of Tonkin. From September 22-23, 2024, a cold air mass will affect the North and North Central regions, with the possibility of widespread heavy rain in the Northeast and from Thanh Hoa to Quang Binh.
Pursuant to Official Dispatch No. 7073/BNN-DD, dated September 20, 2024 of the Ministry of Agriculture and Rural Development on the implementation of response to low pressure areas and heavy rain in the coming days; to proactively respond to dangerous weather developments and heavy rain, the Provincial Steering Committee for Natural Disaster Prevention and Control, Search and Rescue and Disaster Prevention requests departments, branches, provincial units, People's Committees of districts, towns, cities and related units to urgently implement the following contents:
At sea, closely monitor warning bulletins and forecasts of dangerous weather at sea; notify captains and owners of vehicles and vessels (including cruise ships) operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur. Prepare forces and means for rescue when requested.

On land, deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to clear the flow; proactively relocate and evacuate people in dangerous areas to safety.
Prepare plans to organize forces to guard, control, and guide traffic safety for people and vehicles, especially at culverts, spillways, deep flooded areas, areas with fast-flowing water, areas where landslides have occurred or are at risk of landslides, arrange forces, materials, and vehicles to overcome incidents, and ensure smooth traffic on main traffic routes when heavy rain occurs.
Organize the operation and implementation of plans to ensure the safety of reservoirs and downstream areas, especially small hydroelectric reservoirs, important irrigation reservoirs, and projects under construction; arrange a permanent force to operate and regulate and be ready to handle possible situations. Prepare plans for flood prevention and control, ensure the safety of dikes according to the alarm level. Inspect, review, and implement safety assurance work for mines and mineral exploitation areas.
Thanh Hoa Newspaper, Thanh Hoa Radio and Television increase the time to report news and articles on weather and natural disasters; districts, towns and cities direct specialized departments, People's Committees of communes, wards and towns and related units, especially the grassroots information system, to increase propaganda and information so that people can proactively prevent and respond.
Organize the on-duty team seriously, regularly synthesize and report the situation to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Natural Disaster Response and Search and Rescue.
