Standing Secretariat: Building each family into a 'fortress' to prevent and combat drugs

On the morning of April 17, the Central Party Secretariat held a conference to disseminate Conclusion No. 132-KL/TW, dated March 18, 2025 of the Politburo on continuing to implement Directive No. 36-CT/TW, dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat.

Comrade Tran Cam Tu - Politburo member, Standing member of the Secretariat chaired the conference. Co-chairing the conference were comrades: General Luong Tam Quang - Politburo member, Minister of Public Security ; Le Thanh Long - Party Central Committee member, Deputy Prime Minister, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control.

At Nghe An province, the meeting was chaired by comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation.

Attending the conference were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council; Pham Trong Hoang - Chairman of the Provincial Party Committee's Inspection Committee; Ngoc Kim Nam - Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; Ho Le Ngoc - Head of the Provincial Party Committee's Internal Affairs Department; Bui Thanh An - Permanent Vice Chairman of the Provincial People's Committee; Major General Bui Quang Thanh - Director of the Provincial Police Department; leaders of the Provincial Fatherland Front Committee, departments, branches, sectors, the Provincial Police Department and Secretaries of district, city and town Party Committees.

Drug crimes are still very complicated.

After 5 years of implementing Directive No. 36-CT/TW, the Politburo assessed that the work of preventing, combating and controlling drugs has had many positive changes. Drug prevention work has been focused on with many rich and diverse contents and forms of propaganda.

The fight against drug crimes and social evils has been vigorously carried out, destroying many large drug crime rings and organizations. The management of drug addicts, illegal drug users and post-rehabilitation management has been carried out uniformly from the grassroots level.

However, the situation of drug crimes is still very complicated, especially on the land, sea, air borders and in cyberspace. The risks of drug "demand" have not been completely resolved; the "supply - demand" relationship of drugs has not been stopped.

The work of reviewing and counting the number of drug addicts and illegal drug users is still inaccurate. Management is not timely and strict, many cases of mental disorders and "stoned" people have caused serious crimes with brutal and inhumane nature, causing public outrage...

Forecasting that the situation of drug crimes and social evils will continue to develop in a complicated manner with methods and tricks constantly changing, becoming more sophisticated, dangerous, and of a higher international nature, the Politburo issued Conclusion No. 132-KL/TW on continuing to implement Directive No. 36-CT/TW on strengthening and improving the effectiveness of drug prevention, control and combat.

The Politburo requested Party committees, Party organizations, authorities, the Fatherland Front, and mass organizations at all levels to continue to promote more serious and drastic implementation of the contents and tasks in Directive No. 36-CT/TW.

In particular, the Politburo requested to continue strengthening the Party's leadership, improving the effectiveness and efficiency of State management, the core role of specialized forces and the active participation of the majority of people in preventing, combating and controlling drugs.

Heads of Party committees, authorities, agencies and organizations are responsible for directly leading, directing, inspecting and evaluating drug prevention, control and combat work and must consider and strictly discipline if the drug situation becomes complicated in the agencies, units, localities, fields and areas assigned to them for management.

Focus on sending the maximum number of drug addicts who meet the legal requirements and the number of drug addicts at high risk of committing crimes and violating the law to compulsory drug rehabilitation; combine with synchronous implementation of measures to prevent the emergence of new drug users and drug addicts.

Proactively and promptly analyze, identify, and accurately forecast the emerging drug crime situation, especially new methods and tricks, organized and transnational activities, using high technology, cyberspace... to organize and implement plans and preventive measures, and fight to eradicate them from the root.

At the conference, representatives of central ministries, branches and localities reported on drug prevention, control and rehabilitation work; focused on discussing tasks; proposed solutions for drug prevention, control and rehabilitation in the coming time.

Build each family into a fortress against drugs

Concluding the conference, Comrade Tran Cam Tu - Politburo member, Standing member of the Secretariat highly appreciated the results after 5 years of implementing Directive 36-CT/TW, dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat, contributing to protecting security and order, effectively serving the cause of national construction and development.

In the coming time, Standing member of the Secretariat Tran Cam Tu proposed to continue strengthening the Party's leadership, improving the effectiveness and efficiency of State management and the core role of specialized forces, and the active participation of the people in preventing, combating and controlling drugs.

Party committees, party organizations, authorities, the Fatherland Front, organizations and unions at all levels must identify drug prevention, control and combat as a key task, both urgent and regular, continuous and long-term, requiring us to be persistent, tenacious, resolute and with the highest determination.

"This is the task of the entire political system and society to implement the motto of preventing supply, reducing demand, and reducing the harmful effects of drugs; focusing on effective demand reduction solutions, focusing on prevention, and focusing on residential areas as the center for implementation," Tran Cam Tu, Standing member of the Secretariat, directed.

There must be close and synchronous coordination among agencies, departments, branches, and organizations at all levels, promoting the core role of specialized forces and the active participation of all classes of people, and absolutely not leaving everything to the police force.

Standing member of the Secretariat Tran Cam Tu requested that heads of Party committees, authorities, agencies and organizations have direct responsibility for leading, directing and taking responsibility before the Party and the People for the drug situation in the agencies, units, localities, fields and areas assigned to them for management.

At the same time, improve the effectiveness of crime prevention and drug abuse prevention. Strengthen propaganda work so that cadres, party members, union members, and people are clearly aware of the harmful effects and risks of drugs to the race, health, and resources of society. Build each family into a "fortress" to prevent and combat drugs, and persistently build a culture of drug elimination throughout society.

Continue to effectively implement the movements of All people protecting national security, All people participating in drug prevention and control in conjunction with other patriotic emulation movements to mobilize the maximum strength of the whole society to participate in drug prevention, control and control.

The Standing Secretariat proposed to combine and synchronously deploy measures to prevent the emergence of new drug users and drug addicts. Organize a general review of drug addicts and illegal drug users, and have strict management measures to avoid violations of the law and prevent serious crimes from occurring.

Conduct a general review of complex drug hotspots and locations to combat, eradicate and neutralize them; effectively transform key and complex drug locations and find solutions to prevent re-complication.

The Government, relevant agencies and localities should prioritize investment resources and provide financial support for drug prevention, control and combat, especially at the grassroots level, in key areas and fields, and for specialized forces in drug prevention, control and combat.
