Implementing the arrangement and innovation of agricultural and forestry companies

This afternoon, April 25, Deputy Prime Minister and Head of the Steering Committee for Enterprise Innovation and Development Le Minh Khai chaired an online conference to deploy the work of reorganizing, innovating, and improving the operational efficiency of agricultural and forestry companies.

At the conference, the representative of the Ministry of Agriculture and Rural Development said that they had appraised and submitted to the Prime Minister 41/41 overall plans for rearranging, innovating, developing and improving the operational efficiency of agricultural and forestry companies in localities, corporations and general companies, with 6 models of rearranging and innovating. The Prime Minister approved 40/41 overall plans of localities and units. Of which, 252/256 companies had their rearrangement plans approved, while 4 companies in 3 localities: Hanoi, Thanh Hoa and Can Tho had not been approved.

Up to now, 161/256 agricultural and forestry companies have completed the arrangement and renovation in 31 localities, 3 corporations, general companies and units under the Ministry of National Defense. The remaining 95/256 agricultural and forestry companies have not completed the arrangement and renovation according to the approved plan and have not had the plan approved, in 24 provinces and centrally-run cities and 2 general companies.

According to the report of the Ministry of Agriculture and Rural Development, before the reorganization, agricultural and forestry companies managed and used 2,229,601 hectares. The area that companies retained to continue using after the reorganization was 1,719,987 hectares, the land area planned to be transferred to localities was 509,614 hectares. The handover to localities for management of 259,642 hectares has been implemented.

The representative of the Ministry of Natural Resources and Environment said that it has organized guidance and training for local professional agencies and directed localities to conduct measurements, set up boundary markers, establish boundary records, cadastral records, and issue land use right certificates for agricultural and forestry farms.

Currently, 223/244 companies and branches have basically completed the task of reviewing boundaries in the field and planting markers; 43/45 provinces and cities have basically completed this task. 234/244 companies and branches have basically completed the task of measuring and creating cadastral maps. 117/244 companies and branches have had their land use plans approved after review, 19/45 provinces have approved for over 75% of companies and branches.

Regarding land allocation, land lease, and issuance of land use right certificates, 57/244 companies and branches in 20 provinces have been granted land use right certificates according to post-review data; 11/45 provinces have basically completed the work of granting land use right certificates to agricultural and forestry companies according to post-review data. Regarding the land area that agricultural and forestry companies plan to retain, localities have largely completed the specific review of boundaries, locations, and land areas in cases of leased land, lent land, encroached land, disputed land, joint venture land, association land, investment cooperation land; contracted land, residential land, household economic land, etc.

The Ministry of Natural Resources and Environment has coordinated with the Ministry of Agriculture and Rural Development and the Ministry of Finance to propose allocating funding to support localities in reviewing, marking boundaries, measuring, creating cadastral maps, and issuing land use right certificates under the direction of the Prime Minister.

After listening to reports from ministries and branches; discussions, recommendations and proposals from localities and enterprises, Deputy Prime Minister Le Minh Khai suggested that in the coming time, relevant ministries, branches, localities and enterprises need to actively remove obstacles, continue to synchronously deploy solutions to complete the arrangement, innovation and improve the operational efficiency of agricultural and forestry companies according to the set plan.
