On December 24, in Hanoi, the Ministry of Health held a national online conference to review health work in 2024 and deploy tasks for 2025.

The report at the conference said that in 2024, the health sector achieved and exceeded all 3/3 of the main socio-economic targets assigned by the National Assembly (the number of doctors per 10,000 people is estimated at 14, the target assigned by the National Assembly is 13.5; the number of hospital beds per 10,000 people is 34, the target is 32.5; the rate of participation in health insurance is 94.1%, the target is 94.1%); achieved and exceeded 8/9 specific targets assigned by the Government in Resolution No. 01-NQ/CP in 2024.
The Ministry of Health has made remarkable progress in the work of building and perfecting institutions and policies. Since the beginning of 2024, the Ministry of Health has advised the Government to submit to the National Assembly for approval the Law amending and supplementing a number of articles of the Law on Pharmacy, the Law amending and supplementing a number of articles of the Law on Health Insurance; many documents and policies have been issued to remove immediate bottlenecks such as procurement, bidding for drugs, supplies, medical equipment, prices of medical examination and treatment services, health insurance payments, etc.

In addition to the achieved results, the health sector still faces many difficulties and limitations in the process of implementing its tasks such as: the network of health facilities has been widely distributed but access to central and tertiary hospitals in terms of technical expertise in some areas is still limited; the Central Highlands region does not have a central hospital; the system of legal documents has been gradually completed but there are still problems and inconsistencies in health insurance, service prices, organization, staffing, etc., causing public health facilities to lack motivation to improve quality and expertise, and not proactively take financial resources to reinvest in development. The rate of increase in the sex ratio at birth has been controlled but is not stable and is still high compared to the natural balance. The human resources for health, especially nursing, are still lacking, making it difficult to attract human resources to work in the health sector, etc.
Building on the achievements, in 2025, the health sector will focus and prioritize time and resources on the work of building and perfecting institutions and legal corridors in the field of medical examination and treatment. Speaking at the conference, Deputy Prime Minister Le Thanh Long acknowledged and commended the efforts of the health sector in 2024. At the same time, he suggested that in the coming time, the health sector should focus on perfecting and arranging the "streamlined - compact - strong - efficient - effective - efficient" apparatus; seriously and effectively implement the Health Facility Network Planning for the 2021-2030 period; closely monitor the situation of epidemics; improve forecasting and warning capacity; ensure adequate vaccines and the expanded vaccination rate reaches over 90%; strengthen management and treatment of non-communicable diseases; focus on improving preventive medicine and grassroots health care.
In addition, it is necessary to continue to strongly innovate health finance, including allocating at least 30% of the health budget to preventive health work; implementing the autonomy of public health service units; promoting socialization, effectively mobilizing resources; implementing the roadmap for calculating management costs into health service prices, implementing the roadmap for universal health insurance; actively implementing digital transformation in the health sector; effectively implementing the policy on population development, firmly ensuring replacement fertility...
At the conference, Minister of Health Dao Hong Lan launched a patriotic emulation movement in the health sector with the slogan “Solidarity, discipline, innovation, development”. On this occasion, Deputy Prime Minister Le Thanh Long also presented the Prime Minister’s Decision approving the Grassroots Health Network Planning for the 2021-2030 period, with a vision to 2050.
