In late March 2025, the weather in the coastal area of Hai An commune, Hai Lang district was somewhat unfavorable due to prolonged rain, humidity, and cold sea breezes, but at the construction site of the My Thuy Port Project, workers and machines were still busy and enthusiastically constructing the items. The sky gradually turned dark, but the construction site was still brightly lit to serve the "3 shifts, 4 shifts" construction work day and night to ensure the construction progress was accelerated and the plan was completed. Although many items were only about 80% completed, they already had the appearance and shape of a modern wharf system.
The investment project to build My Thuy Port Area was approved by the Prime Minister in Decision No. 16/QD-TTg dated January 4, 2019 with the goal of investing in the construction and business of a specialized port area, serving industrial establishments in the Southeast Quang Tri Economic Zone, industrial parks in the province. Combined with attracting transit goods for Laos, Northeast Thailand on the East-West Economic Corridor.
The project is invested by My Thuy International Port Joint Stock Company (MTIP) with a total capital of VND 14,234 billion, implemented in Hai An commune, Hai Lang district, Dong Nam Quang Tri Economic Zone; the project implementation period is 50 years. The project has a total land and water surface use scale of about 685 hectares, including 10 wharves, developed in 3 phases: phase 1 (2018-2025) to build 4 wharves; phase 2 (2026-2031) to build 3 wharves; phase 3 (2032-2036) to build 3 wharves; the depth of the channel and turning basin is over 17 m; capable of receiving ships with a tonnage of up to 100,000 tons.

The My Thuy Port Project was started by the investor MTIP on February 27, 2020, but then encountered some difficulties such as: site clearance, conversion of forest land use purpose... so the project implementation was temporarily suspended. Faced with this situation, the Government, central ministries, branches and leaders of Quang Tri province have paid close attention, promptly removed difficulties and obstacles for enterprises to continue construction.
By March 25, 2024, the My Thuy Port Project was restarted and implemented with great determination. Up to now, MTIP has completed procedures such as: detailed construction planning; land use planning and planning; technical construction design; dredging plan for water areas and ship turning basins agreed by the Ministry of Transport (now the Ministry of Construction) in Official Dispatch No. 2059/BGTVT-KCHT dated February 28, 2024; the dredging plan proposed by MTIP was approved by the Provincial People's Committee in Official Dispatch No. 4810/UBND-KT dated October 28, 2024.
By early March 2025, MTIP had completed the construction of the storage yard and the wave breaker and was constructing the following items: construction of the dike and the eastern breakwater (D.1) was 80% complete; the concrete supply station for the project was 80% complete; berths No. 1 and No. 2, the transition deck and the embankment behind the bridge were under construction.
On March 13, 2025, MTIP announced the commencement of construction of the wharf and embankment project behind wharfs 1 and 2. Currently, MTIP has increased the construction of bored piles at wharfs 1 and 2 and arranged "3 shifts, 4 crews" to work overnight. In addition, the investor has directed contractors to plan and prepare for the construction of the wharf girder concrete structure project. According to MTIP's plan, in the second quarter of 2025, it will continue to increase human resources, equipment, and machinery to speed up the construction progress of the projects, especially at wharfs 1 and 2. At the same time, it will prepare to mobilize equipment, machinery, and human resources to carry out dredging under the wharf.

Currently, MTIP is carrying out procedures related to the dumping site of dredged material and the use of dredged material. In particular, the volume of dredged products generated in all 3 construction phases of the My Thuy Port project is expected to be 29 million m3 (phase 1 alone is about 17 million m3 ).
However, there is no data analyzing the composition of the dredged material for construction in phases 2 and 3. The location of the dredged product storage, MTIP proposes in the 25-hectare area (after the closure of the mine of VICO Quang Tri Investment and Mineral Joint Stock Company and neighboring areas) and areas within the construction planning scope of the project.
MTIP has been searching for sources of dredging products and other staging areas outside the project to ensure staging no later than 2030. At the same time, MTIP is carrying out procedures for licensing the exploitation and recovery of minerals for the entire volume of dredged products and is submitting to the Provincial People's Committee for approval of the location of the dredging material staging area to supplement the environmental impact assessment dossier for the entire project (according to Document No. 3435/KSVN-TĐHS of the Vietnam Minerals Department dated December 27, 2024). In addition, MTIP is urgently completing the dossier of the plan to pay for replacement forestation in phases 2 and 3 to submit to the competent authority for approval.
In order to support the investor of My Thuy Port Project to facilitate the implementation of construction items in the coming time, the Provincial People's Committee together with departments, units, and Hai Lang district authorities continue to pay attention and urgently resolve issues related to land arrangement in resettlement areas, site clearance, mineral exploitation licensing, locations for receiving dredged materials, etc.
Hopefully, with the close direction and attention from the Government, ministries, branches and leaders of Quang Tri province, along with the efforts and determination of MTIP, the items in phase 1 will soon be completed, creating a premise to promote the progress of phases 2 and 3 of this project.
In the future, when My Thuy deep-water seaport is completed and put into operation, it will become an important traffic hub, not only meeting the needs of the Southeast Quang Tri Economic Zone but also being a transit center for inter-regional goods and transit goods for countries in the region such as Laos, Thailand, Myanmar... At the same time, it will create a diverse and rich international trade system, expanding the development space for Quang Tri province and the provinces of the Central region in the future.
