Are children given electronic identity accounts?

The Ministry of Public Security said that an electronic identification account is a collection of login names (which are the personal identification numbers of citizens), passwords (sent via SMS to each individual) or other forms of authentication created by the Ministry of Public Security's electronic identification and authentication system. Accordingly, electronic identification accounts are managed and authenticated on the national electronic identification application (VNeID), developed by the Ministry of Public Security.

As a multi-in-one integration of different types of identification documents, those who successfully register for an electronic identification account can go out without having to carry any documents other than a mobile phone with internet access.

That's because all the most basic documents such as citizen identification, health insurance, driver's license, etc. can be displayed on the identity account.

The account is also a powerful assistant when performing public services because people only need to provide an identification account and do not need to fill out all kinds of different papers or forms to confirm their identity. In the future, identification accounts can also pay for electronic bills, electricity, water or health insurance and social insurance costs.

People can also make health declarations or provide information about guardians and dependents through their accounts, or declare their residence without having to go to the police. The account can even be used to make recommendations and suggestions to government agencies, or to report security and order issues in a confidential and secure manner.

For foreigners, electronic identification can be used to replace passports or international travel documents.

Simply put, an electronic identification account integrates multiple types of identification documents into one application for common display, like a type of "electronic document wallet" for people to use conveniently.

Article 14 of Decree 59/2022 stipulates the procedures for registering electronic identification accounts for Vietnamese citizens as follows:

1. Register for a level 1 electronic identification account via the VNelD application for citizens who already have an electronic chip-embedded Citizen Identification Card

a) Citizens using mobile devices download and install the VNelD application.

b) Citizens use the VNelD application to enter information about their personal identification number and phone number or email address; provide information according to the instructions on the VNelD application; collect portrait photos using mobile devices and send a request for an electronic identification account to the electronic identification and authentication management agency via the VNelD application.

c) The electronic identification management agency notifies the account registration results via VNelD application or SMS message or email address.

2. Register for a level 2 electronic identification account

a) For citizens who have been issued an electronic chip Citizen Identification Card:

Citizens go to the police station of the commune, ward, town or the place where procedures for issuing Citizen Identification Cards are carried out to carry out procedures for issuing electronic identification accounts. Citizens present their Citizen Identification Cards with electronic chips, provide information about their phone number or email address and request additional information to be integrated into the electronic identification account.

The receiving officer enters the citizen's information into the electronic identification and authentication system; takes a portrait photo and collects fingerprints of the citizen coming to complete the procedure to authenticate with the Citizen Identification Database and confirms consent to register to create an electronic identification account.

The electronic identification management agency notifies the account registration results via VNelD application or SMS message or email address.

b) The Public Security Agency shall issue a level 2 electronic identification account along with a Citizen Identification Card in cases where citizens have not been issued a Citizen Identification Card with an electronic chip.

Regarding the subjects granted electronic identification accounts, Article 11 of Decree 59/2022 stipulates:

1. Vietnamese citizens aged 14 years or older; Vietnamese citizens who are under 14 years old or are under guardianship must register under the electronic identification account of their parents or guardians.

2. Foreigners aged 14 years or older entering Vietnam; foreigners under 14 years of age or under guardianship must register under the electronic identification account of their father, mother or guardian.

3. Agencies and organizations established or registered to operate in Vietnam.

Thus, if registering an electronic identification account at level 1, people only need to register on the VNeID application, but if registering an electronic identification account at level 2, people need to go to the police station of the commune, ward, town or the place where the procedures for issuing a Citizen Identification Card are carried out. Children aged 14 and over are granted an electronic identification account, while those under 14 years old will register under the account of their parents or guardians.
