Plan to increase by nearly 16,000 people
The People's Committee of Ho Chi Minh City has just sent a report to the Ministry of Home Affairs on the need for teacher staffing for the 2024-2025 school year.
According to the report, the Ho Chi Minh City People's Committee said that in the 2024-2025 school year, Ho Chi Minh City will have nearly 1,400 public schools from kindergarten to high school, with a total of 1.5 million students at all levels (preschool, primary, secondary, high school, specialized education, vocational education - continuing education, secondary school).
With the above scale of schools, classes and number of students, the Ho Chi Minh City People's Committee has estimated that the planned number of educational career staff for the 2024-2025 school year is 86,738 people.

The specific plan level required is 15,961 positions at preschool level; 31,344 positions at primary level, 24,778 positions at secondary level; 12,637 positions at high school level and 2,018 positions at the remaining levels.
Meanwhile, according to statistics from the Ho Chi Minh City People's Committee, the total number of civil servants and contract workers present as of May 31 was 70,819 people.
Thus, if calculated according to the plan and the number up to the above time, Ho Chi Minh City determined that it needs 15,919 more people.
More than 8,300 positions have not been filled yet
According to the report, the total number of civil servants and contract workers present as of May 31 was 70,819, including 3,429 management officials; 56,655 teachers; 4,821 employees; 5,914 additional labor contracts signed from the unit's autonomous funding source, and additional support from the local budget. The number of unused payrolls was 8,379 people.

The reason for not using up all the staff is because it is not possible to recruit enough required numbers, some positions have no registered candidates.
This comes from the pressure of reforming the education program, improving the qualifications and capacity of personnel working in the industry, which requires increasing pressure on the teaching staff.
Along with that, the quantity and quality of teachers trained from current educational institutions also cannot meet the needs of the current increase in students and the number of schools and classes (especially teachers of music, fine arts, and information technology).
In addition, current salaries are not attractive and competitive enough, making it difficult to recruit and retain staff as required.

Faced with the above situation, the People's Committee of Ho Chi Minh City said that, based on the regulations of the Minister of Education and Training in Circular No. 19/2023/TT-BGDDT and Circular No. 20/2023/TT-BGDDT, the demand for teachers according to the quota is very large.
However, in response to the Politburo's policy of streamlining the payroll and the industry's goals, the Ho Chi Minh City People's Committee proposed that the Ministry of Home Affairs consider and coordinate with the Central Organizing Committee to pay attention to and supplement the teacher payroll based on regulations on norms, ensuring human resources for the education and training sector based on the demand for teacher payroll for the 2024-2025 school year.
At the same time, the HCMC People's Committee also proposed that the Ministry of Home Affairs soon issue unified guidelines on the "school health" job position. At the same time, the city proposed to retain the "information technology" job position for common use.
This is to ensure effective implementation of the policy of promoting digital transformation, increasing the application of information technology in the operations of agencies and units in the education and training sector, creating conditions for civil servants to feel secure in their work and develop their professional expertise.
