Outstanding achievements from special policies
Ho Chi Minh City currently has 468,128 people from 53 ethnic groups, accounting for 5.2% of the city's population. Of which, 3 ethnic groups account for the majority and form communities: the Chinese ethnic group with 382,826 people (accounting for 81.8% of the total ethnic groups); the Khmer ethnic group with 50,422 people (accounting for 10.8%) and the Cham ethnic group with 10,509 people (accounting for 2.2%); the rest are other ethnic groups, with 24,371 people (accounting for 5.2%).
In recent years, along with the general achievements of the City, the economic life of ethnic minorities in the area has been improved; the poverty rate among ethnic minorities has decreased rapidly and sustainably. In early 2021, according to the national poverty standard, the whole City still had 2,622 poor ethnic minority households, with 11,105 people and 1,597 near-poor ethnic minority households, with 6,357 people, accounting for 7.89% of the total number of near-poor households in the City.

Ethnic minorities in the city are stable, secure in their work and life, trust in the leadership of the Party, gradually integrating into the general development trend of the city.
These achievements come from the City's specific policies in the field of ethnic affairs and implementation of ethnic policies. Ho Chi Minh City has all 53 ethnic minorities from the whole country residing there.
However, apart from the three ethnic groups that make up the majority and form the community, the Chinese, Khmer and Cham, the majority of other ethnic minorities are temporary residents, work seasonally and frequently change their place of residence.
Therefore, the field of ethnic affairs and implementation of ethnic policies in the City is more specific than in other localities in ethnic minority and mountainous areas across the country. In recent years, Ho Chi Minh City has applied the policies of the Central Government and based on the actual situation of ethnic minorities in the area to propose many specific policies and guidelines, suitable to practical requirements, in order to stabilize and comprehensively develop ethnic minorities.
The specific ethnic policies in the city focus on the areas of ensuring social security; supporting education and vocational training; preserving and promoting the traditional culture of ethnic minorities. The specific policies have created conditions and encouraged people to proactively choose careers that are suitable to their abilities, cultural level and religious beliefs of their ethnicity, contributing positively to the implementation of the policy of great national unity of our Party and State.

Many ethnic minority students after graduating from university have continued to study for Master's and PhD degrees; many ethnic minority families have created conditions for their children to study abroad, thereby contributing significantly to the process of improving the quality of human resources and socio-economic development, and sustainable poverty reduction among ethnic minorities in the city.
Focus on comprehensive development
Five years ago, the 3rd Congress of Ethnic Minorities in Ho Chi Minh City in 2019 had the theme: “Ethnic minorities in Ho Chi Minh City are equal, united, and promote their internal strength to build a smart, civilized, modern, and humane city”. This theme has been thoroughly understood by the City and implemented with creative solutions after five years of implementation.
According to Mr. Huynh Van Hong Ngoc, Head of the Ho Chi Minh City Ethnic Minorities Committee, in the past 5 years, implementing Conclusion No. 65-KL/TW dated October 30, 2019 of the Politburo on continuing to implement Resolution No. 24-NQ/TW of the 9th Party Central Committee on ethnic work in the new situation and Resolution No. 88/2019/QH14 dated November 18, 2019 of the National Assembly approving the Master Plan on socio-economic development of ethnic minority and mountainous areas for the period 2021-2030, the City has creatively and effectively implemented the programs, guidelines and policies of the Party and State for ethnic minorities. Thereby contributing to strengthening the great national unity bloc as well as constantly improving the lives and developing the culture of ethnic minorities in the City during the integration period.
Ho Chi Minh City always creates a favorable business environment, helping ethnic minority businesses feel secure in expanding production and business. The whole city currently has 29,109 ethnic minority business owners investing in production and business in the area; of which 24,709 are Chinese, 1,148 are Khmer, 534 are Cham, and 2,718 are other ethnic groups.
The City People's Committee has directed and operated all levels and sectors to comprehensively implement the ethnic policies of the Party, the State and the City's specific ethnic policies to care for the socio-economic development of ethnic minorities. Over the past 5 years, the City has effectively implemented ethnic policies in the fields of social security, preserving and promoting ethnic cultural identity, contributing to improving the material and spiritual life of ethnic minorities, maintaining political stability and social order and safety.
In particular, the City has organized activities and taken care of the occasion of Lunar New Year; annual festivals of ethnic minorities such as: Lantern Festival of the Chinese people; Chol Chnam Thmay, Sen Donta festival of the Khmer people; Ramadan month, Raya Idil Ahha festival, Kate festival of the Cham people; visited and presented gifts to veteran revolutionaries, heroic Vietnamese mothers, intellectuals, families of the Hoa Van Committee and poor and near-poor households of ethnic minorities in the City.

Set high goals
According to the Head of the Ethnic Minorities Committee of Ho Chi Minh City, Mr. Huynh Van Hong Ngoc, the 4th Congress of Ethnic Minorities of Ho Chi Minh City in 2024 takes place in the context that the Party Committee, government and people of the City are striving to compete, seize opportunities, overcome difficulties from the COVID-19 pandemic and other challenges to successfully implement the Resolution of the 13th National Party Congress, the 11th Ho Chi Minh City Party Congress (term 2020 - 2025).
The Congress is also an important socio-political event, creating a competitive atmosphere among the city's ethnic minorities to celebrate important events and ceremonies of the country, towards the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025); effectively implementing Resolution No. 31-NQ/TW dated December 30, 2022 of the Politburo on the direction and tasks of developing Ho Chi Minh City to 2030, with a vision to 2045 and Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
Therefore, the Steering Committee of the 4th Congress of Ethnic Minorities in Ho Chi Minh City - 2024 agreed on the theme: "Ethnic minorities in the City are equal, united, dynamic and creative, building and developing a civilized, modern and humane Ho Chi Minh City". The theme of the 3rd Congress - 2019 is: "Ethnic minorities in the City are equal, united, promoting internal strength together to build a smart, civilized, modern and humane City".
The new point in the theme of the 4th Congress - 2024 also comes from the City's goals in the field of ethnic affairs, implementing ethnic policies in the area in the coming years. In addition to the goal of basically no more poor households among ethnic minorities according to the national poverty standard by the end of 2025, and less than 0.5% of poor households among ethnic minorities according to the City's poverty standard, Ho Chi Minh City also sets many high targets to develop all aspects of life for ethnic minorities.
The following indicators can be mentioned: The rate of ethnic minority boys and girls completing primary education will reach over 90% by 2025 and over 99% by 2030; the rate of completing lower secondary education will reach 85% by 2025 and 90% by 2030; 100% of ethnic minorities will participate in health insurance; the average life expectancy of ethnic minorities will reach 77 years, of which the healthy life expectancy will reach at least 68 years; over 95% of commune-level cadres and civil servants will have intermediate or higher professional qualifications and will be trained in fields and tasks that meet requirements, of which over 70% will have university degrees and intermediate political theory degrees or higher;...
According to Mr. Huynh Van Hong Ngoc, Head of the Ho Chi Minh City Ethnic Minorities Committee, to achieve these targets and objectives, in the coming time, the City will continue to focus on reviewing, arranging, and perfecting the organizational structure, improving the capacity and effectiveness of State management of State administrative agencies at all levels in the field of ethnic affairs. Promote the rotation of cadres, civil servants, and public employees, increase the number of young cadres, civil servants, and public employees, and ethnic minorities working at the grassroots level, especially in areas with a large number of ethnic minorities, disadvantaged areas, and rural areas to improve the effectiveness and efficiency of State management; create a basis for propaganda, mobilization, and strengthening the relationship between the Party, the State, and the ethnic minority community at the grassroots level.
