Create a synchronous and unified legal basis for the arrangement and organization of the Vietnam Fatherland Front apparatus.

In his opening speech, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien emphasized that the Conference of the Presidium of the Central Committee of the Vietnam Fatherland Front was held right after the very successful 11th Conference of the 13th Party Central Committee. The Central Conference decided on important, revolutionary and historical contents: Basically agreeing with the contents proposed by the Politburo and the Project on the plan to merge provincial-level administrative units, not organizing district-level administrative units, merging commune-level and building a 2-level local government organization model; arranging socio-political organizations and mass organizations assigned by the Party and State to be under the Vietnam Fatherland Front; arranging and streamlining the organization of the People's Court and the People's Procuracy; building a system of local party organizations; the policy of amending and supplementing a number of articles of the 2013 Constitution.

In order to promptly implement the Resolution of the 11th Conference of the 13th Party Central Committee, the Standing Committee of the Vietnam Fatherland Front Central Committee has presided over and closely coordinated with socio-political organizations and mass organizations assigned by the Party and State to develop plans and proactively and actively implement 9 assigned tasks; proposed to amend and supplement a number of provisions of the 2013 Constitution; amended and supplemented a number of articles of the 2015 Law on the Vietnam Fatherland Front and specialized laws of socio-political organizations to create a synchronous and unified legal basis for the arrangement and organization of the apparatus of the Vietnam Fatherland Front, ensuring its operation from July 1, 2025.

Along with that, at the 9th session of the 15th National Assembly, the Presidium of the Central Committee of the Vietnam Fatherland Front will present to the National Assembly a report summarizing the opinions and recommendations of voters and people nationwide since the 8th session until now.

Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said: From the above contents, delegates attending the Conference will focus on discussing and giving opinions on a number of contents of the dossier of the draft Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth, the Law on implementing democracy at the grassroots level; the draft Report synthesizing opinions and recommendations of voters and people sent to the 9th Session of the 15th National Assembly.

Emphasizing the importance of the conference content, Chairman Do Van Chien asked delegates to promote democracy, focus their intelligence, uphold responsibility, and enthusiastically discuss the content of the Reports prepared by the Standing Committee. On that basis, the Standing Committee will direct the reception and completion of draft documents, and submit them to competent authorities for consideration and decision.

Amending a number of articles of the 2013 Constitution related to the organization of the Vietnam Fatherland Front apparatus

At the conference, Ms. Nguyen Thi Thu Ha, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front presented a report asking for opinions on the draft Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth, and the Law on implementing democracy at the grassroots level. Ms. To Thi Bich Chau, Vice President of the Central Committee of the Vietnam Fatherland Front presented a report asking for opinions on the draft Report synthesizing opinions and recommendations of voters and people sent to the 9th Session of the 15th National Assembly. The Government representative, Deputy Prime Minister Nguyen Chi Dung informed about some contents on the socio-economic situation of the country, the merger of a number of provincial-level administrative units, not organizing the district level, and continuing to merge commune-level administrative units.

According to the plan to amend and supplement a number of articles of the 2013 Constitution related to the organization and apparatus of the Vietnam Fatherland Front related to Articles 9, 10 and 84.

Specifically, Article 9: The Vietnam Fatherland Front (add the phrase "is part of the political system of the Socialist Republic of Vietnam, led by the Communist Party of Vietnam); is the political basis of the people's government; (add the phrase: "the place to express the will and aspirations, gather the great national unity bloc, promote the people's mastery; the place to consult, coordinate and unify the actions of social classes and strata, of all people in the country and Vietnamese people residing abroad); represents and protects the legitimate and legal rights and interests of the people; practices democracy, strengthens social consensus, supervises and criticizes society, collects and synthesizes people's opinions and recommendations to reflect to state agencies; participates in building the Party, the State, and people's foreign affairs activities, contributing to building and defending the Fatherland".

Vietnam Trade Union, Farmers' Association, Ho Chi Minh Communist Youth Union, Women's Association, Veterans' Association are socio-political organizations (add phrase: "under the Vietnam Fatherland Front"), established on a voluntary basis, representing and protecting the legitimate and legal rights and interests of their members; (add phrase: "organized and operating uniformly within the Vietnam Fatherland Front"); together with other member organizations of the Front (add phrase: "democratic consultation"), coordinate and unify actions (add phrase: "under the chairmanship") of the Vietnam Fatherland Front.

The Vietnam Fatherland Front, its member organizations and other social organizations operate within the framework of the Constitution and (add the phrase: "laws, regulations of the Vietnam Fatherland Front, regulations of each organization"). The State creates conditions for the Vietnam Fatherland Front, its member organizations and other social organizations to operate.

Article 10: The Vietnam Trade Union is a socio-political organization of the working class and laborers, (add the phrase: "under the Vietnam Fatherland Front"); represents, cares for and protects the legitimate and legal rights and interests of union members and laborers; (add the phrase: "is the representative of laborers at the national level in labor relations and international relations on trade unions"); participates in state management, socio-economic management; participates in inspection, supervision and monitoring of the activities of state agencies, organizations, units and enterprises on issues related to the rights and obligations of laborers; propagates and mobilizes laborers to study, improve their qualifications and professional skills, comply with the law, build and defend the Fatherland".

Article 84: The President, the National Assembly Standing Committee, the Nationalities Council, the National Assembly Committees, the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, the Central Committee of the Vietnam Fatherland Front (remove the phrase: "and central agencies of member organizations of the Front") have the right to submit draft laws to the National Assembly and draft ordinances to the National Assembly Standing Committee.

Giving opinions on the contents of the arrangement and organization of the apparatus, Ms. Nguyen Thi Doan, Former Vice President, Member of the Presidium of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam Association for Promoting Education, highly appreciated the working spirit, high determination and will to strive for the Party, for the people, for the country of the Politburo, the Secretariat, the Central Executive Committee and the Government as well as the Fatherland Front in the past time, especially in the arrangement and streamlining of the apparatus. The recent decisions of the Politburo, the Central Executive Committee, the implementation of the Government, the Vietnam Fatherland Front are long-cherished matters, the situation of some civil servants going to work with an umbrella in the morning and coming home with an umbrella in the evening has occurred in agencies for many years. This has been mentioned since the 8th, 9th and 10th terms. In addition, the complicated administrative problem with many doors, which has caused suffering for businesses, suffering for people... has only now been resolved.

Highly appreciating the recent reorganization of the Vietnam Fatherland Front apparatus, President of the Vietnam Association for Promoting Education Nguyen Thi Doan said that this is a reasonable move. When reorganizing socio-political organizations and mass organizations assigned by the Party and State to be under the Vietnam Fatherland Front, their functions and tasks basically do not change, but are only rearranged in a reasonable direction.

The arrangement of the apparatus at the Central level is a model for localities in the coming time to implement the merger so that each locality will be more determined and implement it more seriously. In implementing this high determination, the Fatherland Front, socio-political organizations, and mass organizations play a very important role. In the conditions of "boiling water, burning fire" in the conditions of our implementation of innovation, urgent solutions are also needed - Ms. Nguyen Thi Doan clearly stated.

Referring to the content of Resolution 57/NQ-TW on attracting talents, Ms. Nguyen Thi Doan expressed her opinion; In reality, many students who have won international Gold Medals, or are good at Math, Physics, Chemistry, but do not choose to take exams in the fields of natural sciences, basic research, but instead take exams in the fields of finance, business, etc. Therefore, for a long time, our country has been "missing" a team of engineers and basic researchers. To solve the "bottleneck", the Government needs to have solutions to attract talents, have specific preferential policies and regimes, in accordance with the content of the Resolution such as: 50% tuition exemption and scholarships to encourage, even allocate funds for students taking exams in the field of basic research to study and train abroad.

Need to clarify responsibility in ensuring people's health

Concerned about the current food safety and hygiene issues, especially with the recent 600 types of fake milk, the phenomenon of street food..., President of the Vietnam Association for Promoting Education Nguyen Thi Doan said that it is necessary to clarify the management unit and whose responsibility it is to protect people's health, and not allow the phenomenon of "one meal managed by 5 people".

Sharing the same view, Ms. Bui Thi Thanh, former Vice President of the Central Committee of the Vietnam Fatherland Front, stated that the current reality is that people are very worried and anxious about many issues, especially the sudden increase in gold prices, the situation of fake milk and fake medicine is very painful, affecting people's health. The merger and arrangement of provincial administrative units, people are wondering what will happen after the merger "who goes and who stays",... Or the current situation of fraud on cyberspace makes people feel insecure and worried. From the above situation, Ms. Bui Thi Thanh commented: The Vietnam Fatherland Front needs to recommend to the Party and the Government to soon have measures to stabilize gold prices to help people feel secure and confident. Strictly handle high-tech crimes, crimes of producing and trading counterfeit and poor-quality goods. At the same time, after merging administrative units and rearranging the organizational apparatus, the Party, State and Vietnam Fatherland Front need to continue to research, listen to opinions, detect inadequacies and make appropriate adjustments to ensure people's rights.

Sharing the same concern, Professor, Doctor Tran Ngoc Duong, Chairman of the Advisory Council on Democracy and Law, Central Committee of the Vietnam Fatherland Front, stated: It is necessary to strongly condemn and find drastic and effective solutions to solve the problem related to the case of nearly 600 types of fake milk.

Citing the fact that two enterprises Rance Pharma and Hacofood Group "deceived the people" in 4 years of producing and consuming 573 brands of fake milk powder of all kinds for people with diabetes, kidney failure, premature babies, pregnant women, with a revenue of nearly 500 billion VND, Professor, Doctor Tran Ngoc Duong stated: "They used advertisements stating that the ingredients were extracted from bird's nest, cordyceps, macadamia powder, walnut powder..., but in reality the products did not contain these substances at all. They were assisted by famous figures in showbiz, who advertised very loudly, 'deceiving the people' for 4 consecutive years. Therefore, this problem must be condemned, must be put an end to, and the authorities must detect it early and handle it"...
