On the morning of April 17, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old.

A major step forward in realizing educational equity
Presenting the Report on the National Assembly's draft Resolution on universalizing preschool education for preschool children from 3 to 5 years old, Minister of Education and Training Nguyen Kim Son said that the development of the Resolution aims to materialize Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo on continuing to implement Resolution No. 29-NQ/TW, Resolution No. 42-NQ/TW dated November 24, 2023 of the 8th Central Conference of the 13th tenure on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of building and defending the Fatherland in the new period. Building a legal corridor to mobilize investment resources to ensure conditions for universalizing preschool education. Ensuring preschool children have access to quality preschool education; well prepared physically, intellectually, emotionally, aesthetically, linguistically and psychologically to be ready for school, ensuring quality for entering grade 1, contributing to the realization of children's rights.

According to the Preliminary Review Report of the National Assembly's draft Resolution on universalizing preschool education for preschool children from 3 to 5 years old presented by Chairman of the Committee for Culture and Society Nguyen Dac Vinh, universalizing preschool education for preschool children from 3 to 5 years old is a major policy of the Party and State, not only a policy to support preschool education but also an important step forward in realizing educational equity, clearly demonstrating the State's responsibility in caring for the future of the young generation.

The Standing Committee of the Committee agreed on the necessity of developing the Resolution for the reasons stated in the Government's Submission No. 42-NQ/TW. The issuance of the Resolution aims to institutionalize the Party's viewpoints and policies, especially Resolution No. 42-NQ/TW; to create conditions for children aged 3 to 5 to go to school, to develop comprehensively, and prepare children for grade 1.
Policy must be truly superior

Agreeing with the need to issue a National Assembly Resolution on universalizing preschool education for preschool children from 3 to 5 years old, Chairman of the Economic and Financial Committee Phan Van Mai stated that 3 to 5 years old is the stage that needs to focus on developing a physical foundation, so the draft Resolution needs to pay attention to physical development policies. Research on a preschool health care program for preschool children from 3 to 5 years old.
Also according to the Government's Proposal, to implement universal preschool education for children from 3 to 5 years old, the State must ensure huge financial and human resources.

Regarding investment in facilities and equipment, the total estimated budget for universalizing preschool education for children aged 3 to 5 (2026-2030) is VND 116,314.1 billion. Of which, the total budget for investment in building schools and classrooms, adding equipment, supplies, and toys to ensure minimum conditions according to regulations is VND 91,872.5 billion.
The Chairman of the Economic and Financial Committee said that we should not worry about funding, "if this is something that needs to be done, then hundreds of thousands of billions must be done."

Regarding the policy on investment in facilities and construction of schools and classrooms, the Chairman of the Economic and Financial Committee raised the question, “Do we dare to give up land and not collect fees or taxes for private preschool education? Not only for facilities for preschool education but also for other levels of education, we should grant land to the private sector to do so. With this bold approach, we can mobilize social resources for facilities, schools and classrooms for preschool education.”
Chairman of the Delegation Work Committee Nguyen Thanh Hai stated that the draft Resolution mainly mobilizes state resources to invest in infrastructure for preschool education without paying attention to the socialization factor, so it is necessary to consider special and outstanding incentive policies, mobilizing the responsibility of private investors to invest in preschool education for preschool children from 3 to 5 years old, especially in remote, isolated and extremely disadvantaged areas.
Regarding policies for managers, teachers, and staff, the Chairman of the Delegation Work Committee suggested focusing on policies for teachers, those who directly care for and educate preschool children from 3 to 5 years old.
Concluding the discussion, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that in order to continue perfecting the draft Resolution, the Government needs to clarify whether the goal of universalizing preschool education for children from 3 to 5 years old will be achieved by 2030? Have the policies been carefully calculated to ensure the achievement of the goals? Research on policies must be truly outstanding and compatible with a Resolution of the National Assembly.
The Vice Chairman of the National Assembly noted that the development of policies in the draft Resolution is part of the overall development of the National Target Program on Education and Training and the institutionalization of the Politburo's policy on exempting all tuition fees for students from preschool to high school in public schools nationwide.
