Reporting at the conference, Mr. Duong Anh Duc informed that the city has completed the application to join the UNESCO Global Learning Cities Network, sent it to the Vietnam National Commission for UNESCO for consideration and nomination of Ho Chi Minh City to become a member of the UNESCO Global Learning Cities Network in 2023.
At the same time, with the goal of building Ho Chi Minh City into a center for training high-quality human resources for the country and the Asian region, the Ho Chi Minh City government has issued directives, resolutions, and plans to create conditions for the education sector to flexibly and conveniently implement tasks and programs for the school year. Set out development targets, and at the same time direct the education sector to overcome difficulties, be proactive and creative in management, operation, teaching and learning organization, application of information technology and digital transformation, etc.
Specifically, Ho Chi Minh City has implemented the enrollment and classification of primary school students 100% online using students' personal identification codes and geospatial analysis algorithms (GIS). The city has also completed education sector data in line with the data management strategy, deployed a sector-wide data management platform including a data interconnection axis, data warehouse, operations center, information monitoring, etc.
In August, the Ho Chi Minh City education sector basically completed the draft criteria set with the desire to build and develop a happy school model. According to the leader of the Ho Chi Minh City People's Committee, in addition to the advantages, the city also faces certain difficulties. Specifically, at present, there is still no suitable and attractive staffing and regime and policy for foreign language and IT teachers; school health workers, clerks, cashiers and accountants. In addition, the number of teachers teaching music and fine arts is not enough to meet the needs of Ho Chi Minh City.
Some central regulations are not suitable for reality, so when implemented, they encounter shortcomings and difficulties. For example, Ho Chi Minh City encountered difficulties when implementing investment policies for school projects according to Circular No. 13 of 2020 of the Ministry of Education and Training, due to the lack of consensus on the minimum average land area per student between Circular No. 13 and national standards.
Therefore, the Vice Chairman of the Ho Chi Minh City People's Committee proposed that the Ministry of Education and Training study and adjust the regulations on the minimum average land area for a student in Circular No. 13 to suit the specific characteristics of Ho Chi Minh City with a large population and limited land fund. Especially in the inner city areas, to invest in increasing classrooms and functional rooms to improve the quality of education in Ho Chi Minh City.
