(HTV) - On the afternoon of February 27, the Ho Chi Minh City People's Committee held a conference to summarize the patriotic emulation movement and reward work in 2024, launch the patriotic emulation movement in 2025 and announce the indexes (PAR INDEX, DTI, DDCI) in 2024.
Ho Chi Minh City launched emulation campaigns in peak periods, overcame difficulties, completed major tasks in disbursing public investment capital, building a digital society, developing a green economy, streamlining the apparatus, operating effectively and efficiently, striving to bring the City into the top 10 localities in the country in administrative reform by 2025. That is the direction of comrade Nguyen Van Duoc - Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee at the Conference to summarize, reward and launch the patriotic emulation movement in 2025 taking place this afternoon.
Conference Overview
In 2024, emulation movements in Ho Chi Minh City aim to focus on resolving outstanding issues, shortcomings, and public concerns, focusing on economic, cultural - social, national defense - security development. The results of scoring and ranking emulation clusters and blocks in the City in 2024 include the following contents: Administrative Reform Index (PAR Index), Digital Transformation Index (DTI), Department, Sector and Local Competitiveness Index (DDCI). The criteria, indices, scales, and calculation methods are designed to be transparent, public, and supervised by directly responsible units and independent consulting units.
Leading the block of departments and agencies in administrative reform is the City's Export Processing and Industrial Zones Management Board with 97.79 points. Ho Chi Minh City Police leads the block of vertical agencies with 97.56 points. Binh Tan District and Phu Nhuan District lead the block of District People's Committees, Thu Duc City.
Regarding the ranking of digital transformation levels of localities, Phu Nhuan District People's Committee leads, followed by District 1 and Thu Duc City; the City's Export Processing and Industrial Zones Management Board and the Department of Information and Communications lead the group of public service providers.
In addition to recognizing the positive results of the entire city's political system in solidarity, creativity, dynamism, and daring to think and act, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc also emphasized the limitations and shortcomings that need to be recognized in important areas such as environmental pollution treatment and traffic problem solving. Even in the field of administrative reform, despite great efforts, the city's agencies and departments still have many unclear processes and procedures, and incomplete data and foundation for resolution. In 2025, comrade Nguyen Van Duoc requested that unit heads resolutely promote the spirit of patriotic emulation, study and follow the ideology and moral example of Ho Chi Minh, take good models and good people to replicate typical examples.

At the same time, focusing on effectively implementing the project to organize creative emulation movements and Ho Chi Minh City Creative Awards for the period 2020-2030; organizing the 4th Ho Chi Minh City Creative Awards and awarding prizes on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day.
