In Hanoi, the number of tutoring and learning centers increased sharply after Circular 29 was implemented, causing tutoring fees to be higher than before.
According to the Ministry of Education and Training, currently 100% of the departments of education and training have seriously and promptly implemented Circular No. 29 in writing and through industry conferences.
Tuition fees for extra classes are much higher after Circular 29 on extra teaching and learning.
Sharing at the conference, Mr. Tran The Cuong - Director of Hanoi Department of Education and Training - said that after about 1.5 months of implementing Circular 29 regulating extra teaching and learning, Hanoi City has established more than 100 delegations to monitor the implementation of the circular.
The units have proactively adjusted extra teaching activities, stopped extra teaching, and planned to train three groups of students to be organized for extra teaching and learning according to regulations.
According to Mr. Cuong, during the implementation of Circular 29, students have developed their ability to self-study and become more independent, giving them back their childhood.
However, Mr. Cuong said that when implementing Circular 29, the number of centers with the function of teaching and learning extra lessons in Hanoi, including households providing teaching and learning extra lessons, increased significantly.
It is estimated that up to now, Hanoi has about 15,000 centers and businesses related to tutoring and extra-curricular learning established in the city. Through a survey, the tuition fees for extra-curricular learning are much higher than before, Mr. Cuong said.
According to Mr. Cuong, Circular 29 currently does not have detailed instructions on regulations and sanctions for handling violations related to extra teaching and learning. He recommended that the ministry should have specific instructions for facilities to implement.

Similarly, Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that Ho Chi Minh City recorded the number of units providing extra teaching and learning at the time of implementing Circular 29 to be more than 10,000.
According to Mr. Quoc, when implementing Circular 29, 93% of schools in Ho Chi Minh City have switched to teaching 2 sessions/day. With the high rate of schools teaching 2 sessions/day, Mr. Quoc hopes that the ministry will have specific instructions on the regulation of teaching 2 sessions/day to have consistency, creating favorable conditions for the city to implement Circular 29.
"To implement Circular 29 comprehensively, it is possible to review Circular 22 on testing and assessment; testing and assessment should focus on using the question bank of the ministry or department on a suitable basis, or using independent testing units to organize exams in schools.
From there, we can check and monitor whether teachers' teaching organization ensures program objectives and knowledge and skills or not," Mr. Quoc commented.
Mr. Thai Van Tai, Director of the General Education Department, said that after more than 1 month of implementing Circular 29, the Ministry of Education and Training received many letters and opinions from parents, most of which were thank you letters from parents of students.
There are even teachers who wrote letters to the ministry requesting an absolute ban, with no more extra teaching or extra learning, Mr. Tai said.

High school graduation exam has 48 exam codes
Sharing about the preparation for the high school graduation exam, Mr. Nguyen Ngoc Ha - Deputy Director of the Department of Quality Management (Ministry of Education and Training) - said that the content of the high school graduation exam in 2025 will mainly focus on knowledge of grade 12, the exam questions will closely follow the content of the 2018 general education program; no exam questions will be issued with content outside the program.
The thinking level of the exam will have 40% knowledge level, 30% understanding level and 30% application level. The graduation score will only be 50% of the high school graduation exam score, the remaining 50% will be calculated from the 3 years of high school study.
Regarding the organization of high school graduation exams, Mr. Ha said that one of the issues that localities are worried about or often ask questions about is the process of arranging exam rooms.
Accordingly, the 2025 high school graduation exam will only be held in 3 sessions, and the third session will include both elective subjects. To facilitate the organization and the candidates, candidates will be arranged in a single exam room during each exam session.
Paper collection will be by room, not by subject as before.
According to Mr. Ha, recently the ministry has tested taking exams for 5 different subjects in 1 exam room in 2 time frames, with 48 exam codes/subject (for elective subjects) and it has been handled well.
According to him, many localities have organized mock high school graduation exams in the past. However, he said that the mock exams must be as similar as possible to the real exam model to compare and gain experience. For candidates, he noted that they should try their best to do the exam to the best of their ability in order to have a training plan.
Regarding the scenario for dealing with unusual situations, Mr. Ha mentioned some unusual situations that often occur and must be prepared in advance, including errors in printing exam papers that are only discovered when the exam papers are opened; students and teachers writing the wrong information on multiple-choice answer sheets and exam papers; power outages in the exam area; unusually bad weather affecting travel and ensuring security and safety at the exam site.
