On December 15, 2024, the election of village, hamlet and ward chiefs for the 2025-2027 term will take place simultaneously in all villages, hamlets and ward of the province. Up to this point, all preparations in Ha Long City are ready, so that the election is truly a festival for all people.

Bai Chay Ward (Ha Long City) these days is bustling with the atmosphere towards the election day of the ward chief for the 2025-2027 term. Work such as organizing consultation steps, repairing the cultural house, preparing facilities and voting locations is being carried out very actively, ensuring progress. Comrade Dang Thi Yen, Secretary of the Bai Chay Ward Party Committee, said: Implementing the direction and guidance of the province and city, the Ward Election Steering Committee has decided to establish 12 election teams with a total of 84 members. Up to now, all work for the election has exceeded the set schedule, from the implementation of personnel procedures, consultation to propaganda, posting of voter lists, and festive decoration of the election area. Through the consultation steps, 100% of the personnel introduced for re-election and the election of new ward chiefs have achieved high consensus.
In the whole ward, 8/12 residential areas introduced 1 person, 4/12 residential areas introduced 2 people. The total number of people introduced to be elected as the head of the residential area was 16 people, of which 6 were re-elected and 10 were new. The comrades introduced to be elected as the head of the village and residential area are prestigious, capable, and responsible people, and these are also the comrades expected to be elected by the Party cell as the secretary of the Party cell for the 2025-2027 term, ensuring that 100% of residential areas have a Party cell secretary who is also the head of the residential area.
Mr. Doan Duy Ai, Head of the Front Work Committee of Quarter 9A, Bai Chay Ward, said: In the spirit of "People trust - Party nominates", the Front Work Committee of the Quarter has reviewed and developed a personnel plan consisting of comrades with political qualities, ethics, capacity, sense of responsibility, prestige of the elected community and all are Party members. Accordingly, 100% of voters agreed and highly agreed on the candidate list of 1 comrade to select and elect the head of the quarter. We also established the election committee of the quarter and made a list of voters in the village ready for the upcoming election day.
Not only Bai Chay ward, up to this point, the work of personnel consultation, making an official list of candidates; posting the voter list in communes and wards in Ha Long city has been carried out in accordance with the correct procedures. Villages and areas have actively reviewed and updated the voter list; prepared the necessary conditions to ensure the election takes place as planned.
Comrade Nguyen Van Quang, Head of the Department of Internal Affairs of Ha Long City, said: In strict compliance with the regulations and instructions of the Central Government and the province, the city has directed the commune level to organize meetings and listen to the Party cell committees report on the expected personnel to be introduced as candidates for village, hamlet, and neighborhood chiefs, ensuring the effective implementation of the model "People trust - Party nominates", maintaining the goal of 100% of Party cell secretaries also being village, hamlet, and neighborhood chiefs. Up to now, 243/243 villages and neighborhoods in the city have completed the second step of the personnel consultation process. The expected list all meets the set standards. In the area, 225 villages and neighborhoods have introduced candidates with 1 person; 18 villages and neighborhoods have expected the candidate list to have 2 people. 17/243 villages and neighborhoods unanimously voted by show of hands; 226/243 voted by secret ballot. Currently, 100% of communes and wards have completed the establishment and posting of voter lists, ready for the national festival.
Consensus, high determination
In order for the election to be a truly major political event in villages and residential areas, Party committees and authorities at all levels in the city must actively direct the implementation of election work, do a good job of political and ideological work, especially information and propaganda work. This is an important premise to continue to successfully organize party congresses at all levels, first of all, the congresses of party cells under the grassroots party committees.
Up to now, 32/32 communes and wards have organized 136 conferences to propagate and disseminate contents related to the election of village and ward chiefs, with over 4,000 participants. At the same time, promote extensive forms of propaganda about the election to voters and people in the area, such as: Propaganda on the loudspeaker system of wards and communes; Party cell activities; ward and ward conferences; media under the management of communes and wards such as: Electronic information portals, fanpages, zalo, facebook of communes and wards... At the same time, urgently organize early dissemination, widely propagate among cadres, party members and people about the election, creating high consensus and unity.
Comrade Vu Duc Cuong, Chairman of Ha Khau Ward People's Committee, said : The ward has organized 5 conferences to disseminate and implement contents related to the election of ward chiefs; launched emulation movements, hung Party flags and national flags on the streets of residential areas in the area, organized a general environmental cleaning in the entire ward from December 1 until the end of the election. Currently, the ward continues to complete preparations for the election, such as reviewing and updating the voter list; reviewing and preparing necessary conditions to ensure the election; doing a good job of receiving citizens, handling complaints, denunciations and recommendations from the people; grasping and maintaining security, order and social safety before, during and after the election day.
Voters and people of Ha Long City are clearly aware that this is an opportunity for people to exercise their right to mastery, directly electing people with sufficient qualifications, ethics, qualities, sense of responsibility, and enthusiasm to be village and ward chiefs. Thereby, building villages, ward and localities to develop more and more. Ms. Truong Thi Luong (Ward 6, Hong Hai Ward) said: I and the voters of the ward are ready to wait for the election day to exercise our civic rights. I will choose a representative for the ward with the criteria of talent, virtue, and prestige in the locality to be worthy of being the support of the people, contributing to building the ward to develop more and more.
