Building a healthy, dynamic, creative, humane, progressive cultural environment ; Dong Trieu people develop comprehensively, truly become the center, the subject, the most important resource and the goal of development . These are identified as 2 core, solid factors in building and promoting cultural values, Quang Ninh people , Dong Trieu people are deployed by the city .
Building a cultural environment
According to Ms. Do Thi Ha, Head of the City's Department of Culture and Information, building a healthy, dynamic, creative, humane, and progressive cultural environment is the solid spiritual foundation of a prosperous, civilized, and happy society. Therefore Building a cultural environment in the community, building, supplementing and perfecting regulations and rules on building a cultural lifestyle and cultural environment in agencies, units and enterprises; building and implementing grassroots democracy regulations and office culture regulations; building culture in the political system, village communities, neighborhoods, residential groups, agencies, units, enterprises and each family, associated with the movement "All people unite to build a cultural life" which has been implemented with attention by Party committees and authorities at all levels.
The city focuses on building a cultural environment in party organizations, socio-political organizations, agencies, units and enterprises, focusing on administrative reform and building a team of cadres and party members with professional qualifications, moral qualities, and standard behavior in performing public duties. At the same time, the content of building agencies and units that meet cultural standards becomes one of the criteria for evaluating and classifying grassroots party organizations every year. Units in the area develop internal regulations, rules, and standards on ethics, working style, and manners of cadres and party members, implement regulations on office culture; strictly maintain discipline, administrative discipline, proactive working spirit, service attitude, and quality of handling administrative procedures for organizations and citizens. The whole city has 63/63 agencies achieving the title of cultural unit, 80/81 schools achieving the title of cultural unit.
Typically, the City Public Administration Center "Implementing Resolution No. 17-NQ/TU is most clearly demonstrated through building a cultural agency, the behavior of the Center's officers and employees towards people and businesses; along with ensuring timely settlement of administrative procedures", Ms. Nguyen Thi Huong Lieu, Director of the Center, shared.
Through the implementation of the movement "All people unite to build a cultural life" associated with building new rural areas, Dong Trieu continues to be the leading district-level locality in the province in building model new rural areas. From the movement, 97.6% of families; 100% of villages, neighborhoods, agencies and schools in the area achieved cultural titles.
Building a healthy cultural environment has contributed to reducing negative aspects in society, creating favorable conditions for the right, the good, and the beautiful to permeate and guide activities and areas of social life.
Building a well-rounded human being
Building a comprehensively developed human being, truly the center, the subject, the most important resource and the goal of development, is one of the core factors to create cultural values. This content is actively implemented by the city.
The city directed the education and training sector to effectively carry out the work of educating students about history, local revolutionary traditions, and good cultural values of the nation; effectively deploy the political education document for Quang Ninh youth; build a democratic, healthy, and friendly school environment. 100% of schools have developed and implemented a code of cultural conduct in schools.
Ms. Pham Thi Phu, Principal of Mao Khe I Secondary School, shared: The school effectively implemented the movement "Each teacher is a shining example of self-study and creativity"; built a green, clean, beautiful, safe and friendly school, meeting the criteria of "Safe school, ensuring security and order". The school enhanced life skills education, legal education, moral education, fought against the penetration of harmful cultural products into the school environment; closely coordinated between the school - family - society in the management and education of students.
Along with that, strengthen education on truth - goodness - beauty; social skills for all classes of people, especially the young generation, through school education programs, social activities and on the media. At the same time, widely implement the movement "The whole country competes to build a learning society, promote lifelong learning"; create conditions for people to learn lifelong on a digital platform.
In the coming time, the city will continue to strengthen the leadership and direction of the implementation of Resolution No. 17-NQ/TU; regularly innovate the content and methods, improve the quality and effectiveness of propaganda and mobilization work for cadres, party members and people to well implement the Party's guidelines, policies and laws of the State, and the city's policies on building and developing Dong Trieu culture and people to ensure practicality and suitability for each subject.
