Summary of the Emulation Block of the Planning and Investment Sector of the Northern Midlands and Mountainous Provinces

Comrade Van Dinh Thao, Member of the Provincial Party Standing Committee, Director of the Department of Planning and Investment - Head of the emulation bloc attended and chaired the conference. The conference was attended by representatives of the Ministry of Planning and Investment, Departments of Planning and Investment of the Northern mountainous provinces.

The emulation bloc of the Northern Midlands and Mountainous provinces was established in 2014, with 7 members, including the Department of Planning and Investment of the provinces: Thai Nguyen, Yen Bai, Phu Tho, Bac Giang, Tuyen Quang, Hoa Binh and Bac Kan.

Responding to the patriotic emulation movements launched by the bloc in 2024, associated with the implementation of assigned professional tasks, the Departments of Planning and Investment in the bloc have actively responded with many practical activities, associated with the implementation of political tasks of each locality. During the year, the Departments of Planning and Investment of the provinces in the bloc have completed the assigned political tasks. The economic growth rate (GRDP) of Phu Tho province reached 9.53%; Hoa Binh province reached 9.74%; Bac Giang province reached 13.85%; Bac Kan province reached 7.39%; Yen Bai province reached 7.91%; Thai Nguyen province reached 6.5%; Tuyen Quang province reached 9.02%.

Units in the bloc have done a good job of advising the Provincial Party Committee, People's Council, and People's Committee to issue documents and policies to effectively implement socio-economic development tasks and goals in 2024 and the 2021-2025 period; advising the Provincial People's Committees to submit to the Provincial People's Councils to issue resolutions regulating the mechanism for mobilizing and integrating capital sources to implement national target programs in the province for the 2021-2025 period; and giving opinions on draft documents of the Central Ministries and branches of the localities.

In particular, as a general advisory body, the Department of Planning and Investment of the provinces has coordinated with departments, branches, People's Committees of districts, towns and cities to research and promptly advise on reports, projects and programs, promptly serving the working activities, leadership and direction of the province.

At the conference, delegates discussed and pointed out the achievements and limitations in implementing the emulation movement in 2024 to draw experience to successfully implement the goals and tasks in 2025.

The Department of Planning and Investment of the provinces agreed to propose selecting the two provinces of Hoa Binh, Phu Tho, and Bac Kan to propose the Ministry of Planning and Investment to award the Emulation Flag and Certificate of Merit in 2024 and the period 2020-2024.

The Department of Planning and Investment of Tuyen Quang province awarded the Emulation Head flag to the Department of Planning and Investment of Bac Giang province.

In 2025, the Emulation Bloc of the Northern Midlands and Mountainous Provinces (Planning and Investment Sector) will continue to respond to and effectively implement emulation and reward work according to the plan; effectively implement emulation movements launched by all levels, sectors and localities; improve the quality of advisory work on building mechanisms and policies within the scope of the sector's management functions; actively participate in contributing opinions to draft documents, helping the Provincial People's Committee to manage, operate and effectively perform the socio-economic development tasks of the province; and implement the Provincial Planning for the provinces approved by the Prime Minister.

At the same time, well implement the preparation work for Party congresses at all levels towards the 14th National Congress of the Party; socio-economic development plan, public investment plan for 2025 and the period 2026-2031. Along with that, focus on implementing inter-regional projects and works; remove difficulties and obstacles in site clearance and investment procedures for key projects and works; implement solutions to improve and enhance the quality of the business environment, improve the provincial competitiveness index for units in the Emulation Bloc...

On this occasion, the Department of Planning and Investment of Tuyen Quang province also awarded the Head of the Emulation Bloc flag to the Department of Planning and Investment of Bac Giang province; launched the emulation movement and signed the emulation covenant between units in the Bloc in 2025.
