On the morning of July 24, the Provincial Party Committee held a conference to summarize 10 years of implementing Directive No. 40 of the Secretariat on "Strengthening the Party's leadership in social policy credit work".
Comrades: Duong Van An, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Vu Viet Van, Member of the Provincial Party Standing Committee, Vice Chairman in charge of the Provincial People's Committee, Head of the Board of Directors of the Provincial Bank for Social Policies (CSXH) chaired the conference.

After 10 years of implementing Directive No. 40 and Conclusion No. 06 of the Secretariat on strengthening the Party's leadership over social credit, it has affirmed the correct, appropriate, practical, and breakthrough leadership and direction to effectively organize and implement social credit.
Thereby, receiving the consensus and support of all levels, sectors and people, contributing to the effective implementation of important policies, goals and tasks set forth by the Party and the State; creating a clear change in the Party's leadership of social credit in the area. Thanks to that, policy credit activities are increasingly effective, the quality of social credit is constantly improving.
By the end of June 2024, the total policy credit capital of the whole province reached more than 4.5 trillion VND, an increase of nearly 50% compared to the end of 2014; outstanding loans reached more than 4.5 trillion VND, an increase of more than 2.7 trillion VND compared to the end of 2014.

Through entrusted socio-political organizations and Savings and Loan Groups, over the past 10 years, the whole province has had nearly 254 thousand poor households, near-poor households and other policy beneficiaries borrow capital to develop the economy and create jobs.
Thanks to that, more than 28,300 households have overcome the poverty threshold; more than 62,000 workers have stable jobs; 160 people who have completed their prison sentences have received loans and reintegrated into the community; 3,440 students in difficult circumstances have received loans for their studies; nearly 730 students in difficult circumstances have received loans to buy computers and equipment for online learning.
In addition, 65 non-public preschools affected by the Covid-19 pandemic received loans to overcome difficulties; more than 260 poor households and policy households were able to build new houses; nearly 600 low-income households were able to borrow money to buy houses; nearly 251,000 clean water and environmental sanitation works were built, contributing to improving the environment and protecting the health of the community.

Speaking at the conference, delegates suggested that provincial leaders continue to pay attention to and direct the promotion of propaganda and dissemination of the Party's guidelines and policies, and the State's policies and laws on credit policies for the poor in the area.
Increase the allocation of entrusted capital through the Provincial Social Policy Bank for lending to create jobs and implement social security. Issue mechanisms and policies for lending to low-income and middle-income earners, workers, small-scale production and business establishments; support young people to start businesses, implement production and business projects, and create stable jobs for workers.
Concluding the conference, Provincial Party Secretary Duong Van An acknowledged and highly appreciated the results achieved by all levels, sectors and localities in 10 years of implementing Directive No. 40 and 3 years of implementing Conclusion No. 06 of the Secretariat.

Affirming the humane nature of the social credit policy, Provincial Party Secretary Duong Van An emphasized that the roles and responsibilities of Party committees at all levels, authorities, the Fatherland Front and socio-political organizations have been maximized in recent times.
In the next phase, all levels, sectors, localities and enterprises in the province need to focus, flexibly arrange and effectively mobilize resources to increase capital for social credit. Strengthen coordination between Party committees, authorities, Fatherland Front Committees at all levels and socio-political organizations and unions; effectively integrate credit capital with the implementation of economic development programs in the province, in conjunction with the implementation of Directive No. 05 of the Secretariat on strengthening the Party's leadership in sustainable poverty reduction by 2030.

Actively promote people to promote savings activities at the Social Policy Bank. Improve the quality of trust work, loan assessment; overcome limitations in people's awareness in borrowing activities and promote the effectiveness of capital sources. Pay attention to and support credit capital sources for start-up models.
The Provincial Social Policy Bank continues to closely follow the direction of the Central Government and the Vietnam Social Policy Bank, and does a good job of advising the Provincial Party Committee and the People's Committee to issue policies to improve the effectiveness of social policy credit activities in the area. Thereby, meeting the demand for loans, helping policy beneficiaries have more conditions to develop the economy, improve their income, and improve their lives.

With the achievements, at the conference, the Provincial People's Committee awarded Certificates of Merit to 22 groups and 31 individuals with outstanding achievements in implementing Directive No. 40 of the Secretariat. Many groups and individuals received Certificates of Merit from the General Director of the Vietnam Bank for Social Policies. On this occasion, the Trade Union of the Vietnam Bank for Social Policies presented 1 billion VND to Vinh Phuc province to build solidarity houses for the poor.
