This is a revolution to streamline the organizational apparatus, improve the operational efficiency of state agencies, associated with streamlining the payroll, contributing to increasing resources for development investment and implementing social security and welfare policies.
Voters requested that the Central Committee, the National Assembly, and the Government have plans and solutions to reorganize the political system apparatus drastically, synchronously, according to the set schedule, and soon put the model of the streamlined political apparatus into stable operation, ensuring continuous and uninterrupted operation.
The organization of the political system needs to be associated with administrative procedure reform, improving the quality of public services and promoting digital transformation in state agencies.
Excited by the comprehensive and breakthrough results achieved in the fight against corruption and negativity, voters requested the Party, State and Government to continue to implement more drastically; at the same time, promptly issue strategies, plans and comprehensive solutions with a focus on waste prevention and combat for unified implementation nationwide, contributing to liberating development resources and creating more room for economic growth.
In preventing and combating waste, it is important to simultaneously consider both "prevention" as a regular, strategic, long-term task and "combat" as an urgent task that needs to be done immediately; it is necessary to promote the role of the people, creating conditions for the people to participate more deeply in the fight against corruption, waste, and negativity.

In his concluding remarks at the conference, General Secretary To Lam discussed and clarified a number of issues of concern to voters. The General Secretary said that in 2024, the whole country achieved many achievements in implementing the year's tasks, especially socio-economic development targets.
2024 is also the year when the Central Committee will resolve many important tasks, creating the premise for 2025 to be able to exceed the set targets, contributing to the successful completion of the tasks of the entire 13th Congress term.
The macro economy continues to be stable, inflation is under control, economic growth is higher than the set target, major balances are ensured, the labor market recovers positively, and people's lives are improved.
Sustainable poverty reduction solutions and policies have been effectively implemented. Cultural and social fields have achieved clearer results in terms of awareness, action and results.
National defense and security potential has been consolidated and enhanced in many aspects. All arising situations and urgent and important issues have been promptly and effectively handled, firmly protecting sovereignty and territorial integrity; ensuring political security and social order and safety.
Major policies on foreign affairs continue to be effectively implemented, contributing to creating an environment of peace, cooperation and development. The people are united, enthusiastic, and confident in the Party's leadership and the country's development path.
Regarding the 2025 mission, the General Secretary emphasized that it is necessary to focus on economic development and implement the set goals with the highest determination and greatest effort.
The entire political system, first of all the Government, heads of departments, ministries, branches and localities must have drastic, decisive and accelerated solutions to successfully carry out the socio-economic development tasks in 2025, strive to achieve and exceed targets, especially the GDP growth target must reach double digits, creating strong changes in the following years.
Focus on solutions for rapid and sustainable development; ensure economic growth goes hand in hand with environmental protection, social security, and best care for people's lives.
The General Secretary stated that in 2025, we must organize well the Party Congresses at all levels, as a basis to ensure the success of the 14th National Party Congress. From Party cells, Party Committees at commune, district, provincial levels and central agencies, focus on discussing the vision, goals and tasks of national development in the new era; at the same time, based on the draft contents of the documents of the 14th National Congress, Party Committees at all levels develop the content of political reports, work directions and tasks, and determine the specific goals and tasks of agencies, units and localities.
Party committees at all levels focus on preparing personnel for the new term, preparing a team of cadres with sufficient qualities and capacity to meet the requirements and tasks in the new period of the country.
Regarding innovation and reorganization of the political system to be lean, compact, strong, efficient, effective, and efficient, the General Secretary affirmed that this is a task that cannot be delayed any longer.
In the first quarter of 2025, the summary of Resolution 18-NQ/TW and the plan to reorganize and consolidate the political system will have to be completed. Regarding Hung Yen province, the General Secretary acknowledged and highly appreciated the results that the province has achieved in recent times. That result demonstrates the high solidarity and unity within the entire Party, the consensus and determination of all cadres, party members and people in the area.
The General Secretary asked the Party Committee, government and people to continue promoting the strength of great solidarity, making efforts and striving to fulfill the assigned tasks to the best of their ability, further promoting the growth rate and building an increasingly prosperous and beautiful homeland.
The province needs to continue improving the investment and business environment to ensure openness and convenience, enhance provincial competitiveness; attract large investment projects, apply modern technology, multinational corporations, large investors, and enterprises in the global supply chain; prioritize the development of industrial parks and industrial clusters with synchronous and modern technical infrastructure.
Hung Yen focuses on developing agriculture in the direction of high-tech agriculture, circular agriculture, organic agriculture, ecological agriculture, specialized production, large scale and high added value; developing areas for growing flowers, ornamental plants, specialties, crops, livestock and agricultural products in which the province has strengths.
The province needs to focus on developing a synchronous and modern system of technical infrastructure and social infrastructure; focusing on developing transport infrastructure, urban areas, industrial park infrastructure, industrial clusters, cultural infrastructure, healthcare, education, energy infrastructure, telecommunications, and irrigation.
Developing human resources, especially high-quality human resources, and promoting the cultural identity of Hung Yen people to meet development requirements in the new period.
