After reviewing the reports, submissions and opinions of the members of the Personnel Subcommittee, General Secretary To Lam commended and highly appreciated the responsible working spirit and careful preparation of the Standing Committee of the Personnel Subcommittee and the Working Group.

The General Secretary affirmed that the 14th Congress has important and turning-point significance, a special milestone on the development path of our country, opening a new era, "the era of striving to develop richly and prosperously for the nation"; the time to vigorously, comprehensively and synchronously carry out the "revolution" of streamlining the apparatus from the Central to the grassroots level to improve the efficiency, effectiveness and efficiency of the political system; at the same time, it sets out the requirement to continue strengthening the Party's leadership, creating new changes and breakthroughs, bringing the country to develop rapidly and sustainably, catching up with developed countries in the region and the world.

The General Secretary pointed out that the context and situation pose very high requirements for the preparation and improvement of the quality of documents for the 14th National Party Congress, including the Personnel Work Orientation. To fulfill this important task, summarizing and evaluating the personnel work of the 13th National Party Congress to build and perfect the Personnel Work Orientation for the 14th National Party Congress term is especially important, and must be implemented in accordance with the Party's principles, processes, and regulations, ensuring strictness, democracy, objectivity, science, and high practicality.

Noting that during the preparation process, it is necessary to pay special attention to the quality of human resources and have a harmonious and reasonable structure, the General Secretary emphasized that the ultimate goal is to build a collective of the Party Central Committee, the Politburo, the Secretariat, especially key leaders who are truly exemplary in moral qualities, capacity, prestige, have high solidarity, unity, join hands, be determined to innovate and create, well perform the mission and leadership role of the Party for the country in the new era, contributing to bringing prosperity and happiness to the people.

The General Secretary said that the Personnel Subcommittee basically agreed with the Report, Submission and draft of the Personnel Work Orientation for the 14th Party Congress; in which, the orientation of the number and structure of the 14th Party Central Committee, Politburo and Secretariat ensures synchronization and close connection with the effective implementation of the policies and Resolutions of the 13th Party Central Committee, Politburo and Secretariat on arranging and streamlining the organizational apparatus of agencies, units and localities in the political system.

The General Secretary assigned the Standing Committee of the Personnel Subcommittee to study and fully absorb the opinions of the members of the Personnel Subcommittee and the Subcommittee's Working Group, continue to review and complete the related contents stated in the draft reports of the Personnel Subcommittee and the draft Personnel Work Orientation for the 14th Congress, submit to the Politburo for consideration and comments, before submitting to the 11th Conference of the 13th Party Central Committee for consideration according to regulations.
