On the morning of December 16, in Hanoi, the Central Organizing Committee held a national conference to review the Party building work in 2024 and deploy tasks for 2025 online to connecting points across the country. General Secretary To Lam attended and delivered a speech at the conference. Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee Le Minh Hung and Deputy Heads of the Central Organizing Committee chaired the conference. According to the report at the Conference, in 2024, the entire Party building sector completed a large amount of work, notably proactively advising on the comprehensive, synchronous and effective implementation of key tasks and issuing many Resolutions, Directives, Conclusions, regulations and statutes to specify the 10 tasks on Party building, 3 key tasks and 3 breakthrough solutions set forth by the 13th National Party Congress; synchronously organizing the implementation of all aspects of Party building work from the Central to the grassroots levels. Since the beginning of the term, the Central Executive Committee, the Politburo and the Secretariat have submitted 79 projects and tasks to the Central Committee, and advised on the issuance of 72 documents, contributing to the completion of the Party's regulations on Party building work. In addition, the entire sector has also actively advised on the preparation work for Party Congresses at all levels towards the 14th National Party Congress, ensuring synchronization and comprehensiveness in terms of content, personnel and organization and service for the congress.

There were many innovations in the rotation of cadres; more attention was paid to training, fostering and updating new knowledge according to the standards of job titles and positions, close to the requirements of the tasks. The cadre policy was fully and promptly implemented. There were many innovations in the selection, arrangement, use and appointment of cadres, and the introduction of candidates for leadership and management positions at all levels; timely dismissal and replacement of disciplined cadres, those with limited capacity and reduced prestige according to the motto "some in, some out"; "some up, some down." The work of cadre management is increasingly disciplined, strict, discipline is tightened, responsibility is promoted, and power is controlled. The work of internal political protection is carried out seriously and effectively, contributing to protecting the regime and ensuring political security. Timely advice on perfecting key leadership positions of the Party, State, agencies and units with strict, democratic, objective, and regulated processes and methods, right people, right jobs, clearly affirming the steadfast political will, steadfastness, solidarity, wisdom, intelligence, and high unity in the Politburo, Secretariat, and Central Executive Committee. The whole sector has advised on the organization and implementation of drastic, active, comprehensive, and effective resolutions on Party building and rectification, and building the political system; In particular, promptly advise on the early summary of Resolution No. 18-NQ/TW of the Central Executive Committee, rearrange the organizational apparatus, streamline the payroll associated with restructuring the team of cadres, civil servants and public employees with the highest sense of urgency and determination, creating high consensus and unity among cadres and party members, from the Central to the local level. Review, supplement and perfect functions, tasks, powers, working relationships; strengthen decentralization and delegation of power along with inspection, supervision and control of power. The work of consolidating and building grassroots party organizations and improving the quality of party members has received attention and direction and achieved some positive results. The work of developing new party members has achieved positive results; the annual rate of new party member development nationwide basically reaches 3% of the total number of party members. The leadership capacity and fighting strength of grassroots party organizations have been enhanced. Focus on building a contingent of cadres and party members of the Party building organization sector that are steadfast in political ideology, have good moral qualities, and a serious and scientific working style, meeting the requirements of the new period. Actively innovate methods, styles, and working styles; coordinate and advise on the implementation of tasks to achieve positive, quality, and effective results. Based on the achieved results and from the reality, higher requirements are set for the work of Party building organization, building the political system, preparing the country to enter a new era, the era of national growth, next year and the following period, the entire Party building organization sector determines to continue to innovate, make efforts, and be highly determined to complete 10 groups of tasks, solutions, and 3 strategic breakthrough solutions on Party building work in the Resolution of the 13th National Party Congress. In particular, the whole sector focuses on advising on the development and implementation of the 2025 Work Program to ensure progress and quality in conjunction with the preparation and successful organization of Party Congresses at all levels towards the 14th National Party Congress; strengthening internal political protection, promoting propaganda, summarizing practices, and scientific research on Party organization and building with the consistent spirit of continuing to build a clean and strong Party organization and building sector. In their speeches at the Conference, many delegates shared practical experiences in Party building work at localities, ministries, and branches. Delegates emphasized the importance of building a contingent of cadres doing Party organization and building work with steadfast political will, raising awareness of self-training in qualities, ethics, being exemplary, objective, impartial, competent, and meeting the requirements of the task.../.
