The Standing Committee of the People's Council of Quang Nam province proposed to review and check the martyr confirmation file for Mr. Tran Van Quy.

Previously, chairing the regular citizen reception in April 2025 on April 10, Standing Vice Chairman of the Provincial People's Council Tran Xuan Vinh received citizen Tran Duc Dung (Ngoc My village, Tam Phu commune, Tam Ky city) regarding the martyr recognition file for his son Tran Van Quy. Through the reception, the Standing Committee of the Provincial People's Council sent a document to the Provincial People's Committee requesting to review the martyr recognition file for Mr. Tran Van Quy.

The content of the document states: “According to Official Dispatch No. 776/BNV-NCC dated March 31, 2025 of the Ministry of Home Affairs on considering the recognition of martyr status for Mr. Tran Van Quy, the Standing Committee of the Provincial People's Council requests the Provincial People's Committee to direct relevant agencies and units based on relevant legal provisions, the time of application of legal documents... to review, inspect, consider and guide, resolve citizens' petitions in accordance with legal provisions and respond to citizens clearly. Report the results of the resolution to the Standing Committee of the Provincial People's Council for monitoring and supervision".

It is known that on March 31, 2025, the Ministry of Home Affairs issued Official Dispatch No. 776 in response to Official Dispatch No. 1498 dated February 26, 2025 of the People's Committee of Quang Nam province regarding the request to recognize Mr. Tran Van Quy as a martyr.

In the official dispatch, the Ministry of Home Affairs said that the dossier requesting recognition of Mr. Tran Van Quy as a martyr was prepared by the People's Committee of Quang Nam province according to the provisions of Point g, Clause 1, Ordinance No. 26 (dated June 29, 2005) of the National Assembly Standing Committee.

Based on the guidance document on the effective date of Decree No. 26/2005, the determination of the list of areas with particularly difficult socio-economic conditions for consideration and recognition of martyrs is stipulated in Joint Circular No. 07 (dated May 4, 2007) of the Ministry of Labor, Invalids and Social Affairs, Ministry of National Defense, and Ministry of Home Affairs.

"Comparing with the above regulations, Dai Son commune, Dai Loc district is not on the list to be considered. The fact that the People's Committee of Quang Nam province determined the list of difficult socio-economic areas according to Decision No. 113 (dated July 20, 2007) of the Prime Minister to apply in considering the recognition of martyrs is groundless" - Official Dispatch 776 of the Ministry of Home Affairs stated.

Also according to the Ministry of Home Affairs, currently, Dai Son commune is not on the list of border, sea and island areas with especially difficult conditions to consider recognizing martyrs according to Point h, Clause 1, Article 14 of the Ordinance on Preferential Treatment for People with Revolutionary Contributions No. 02 (dated December 9, 2020) of the National Assembly Standing Committee (issued in Appendix IV of Decree No. 131 dated December 30, 2021 of the Government).

Therefore, there is no basis for the Ministry of Home Affairs to consider submitting to the Prime Minister for recognition of Mr. Tran Van Quy as a martyr as proposed by the People's Committee of Quang Nam province.

According to the Certificate of Sacrifice issued by the People's Committee of Quang Nam province on November 14, 2024, Mr. Tran Van Quy (born in 1987, from Tam Phu commune, Tam Ky city, Quang Nam province) was an employee of the Mobile Forest Ranger and Forest Fire Prevention Team No. 2 - Quang Nam Forest Protection Department, who sacrificed his life on May 15, 2011 at Vu Gia river, Giang Xay waterfall (Mo O), Dai Son commune, Dai Loc district, Quang Nam province. Mr. Quy sacrificed his life while implementing the plan to deploy forest protection and management work in the second quarter of 2011 and the plan to inspect and control forest products of the Mobile Forest Ranger and Forest Fire Prevention Team No. 2 under the Quang Nam Forest Protection Department.
