Ms. Ho Thi Cam Dao: Immediately after receiving the documents of the Central Steering Committee on summarizing the implementation of Resolution No. 18, dated October 25, 2017 of the 12th Central Executive Committee, the Standing Committee of the Provincial Party Committee issued a Plan and established a Steering Committee and an Editorial Team to summarize the implementation of Resolution 18. Up to this point, Soc Trang province has proactively prepared all aspects of work for summarizing the implementation of Resolution 18 in sync with the development of a Project and orientation plan to arrange and streamline the organizational apparatus of agencies and units.

One of the important tasks in the coming time is to carry out the work of arranging and streamlining the organizational apparatus, operating effectively and efficiently, meeting the requirements of the tasks in the new situation. How has Soc Trang focused on this task, Madam?

- Arranging and streamlining the organizational apparatus, operating effectively and efficiently, meeting the requirements of tasks in the new situation is one of the important and urgent tasks that "must be done immediately, without further delay".

Accordingly, in the coming time, the province will focus on the following tasks: Summarizing Resolution 18 of the 12th Central Executive Committee and sending the Summary Report to the Central Organizing Committee before December 31, 2024. Reviewing and developing plans to arrange and streamline the apparatus, payroll, and arrange civil servants, public employees, and workers at agencies, units, and organizations within the scope of leadership and management according to the suggested contents and orientations of the Politburo and the Central Steering Committee. Researching and developing a project to end the activities of provincial-level Party delegations, Party executive committees, and Party Committees of provincial agencies and enterprises; establishing Party Committees of Party agencies, unions, People's Councils, and provincial judiciary; and Provincial-level government Party Committees.

At the same time, merge, dissolve, and terminate the tasks of a number of steering committees of provincial and district Party committees; specialized agencies under the provincial and district People's Committees. Review, supplement, and amend regulations on functions, tasks, and organizational structure; arrange, assign, and transfer personnel and prepare well for the organization of Party congresses at all levels in the province.

In your opinion, what is the most important thing in streamlining the organizational structure? What issues will Soc Trang province focus on in the coming time?

- The task of streamlining the organizational apparatus is a very difficult, sensitive, and complicated task that directly affects each individual in each organization; the most important thing is to have a very high level of unity in perception and action throughout the Party and the entire political system, and high consensus among the people; Party committees, Party organizations, agencies, units, especially leaders, must uphold the spirit of responsibility with the highest political determination, know how to sacrifice personal interests, and wholeheartedly work for the common interests of the Party and the country.

For Soc Trang province, it is determined to focus on key issues such as: Doing a good job of political and ideological work and having satisfactory and outstanding policies and regimes for cadres, civil servants, public employees, and workers affected when implementing the organization and streamlining of the apparatus. Researching and implementing the arrangement, merger, consolidation, termination of operations, and transfer of tasks of a number of provincial and district-level agencies with steps and roadmaps as required by the Central Steering Committee.

At the same time, streamlining the organizational structure is associated with restructuring the staff and civil servants and arranging competent human resources to organize the apparatus to operate effectively and smoothly, without interruption of work and innovating working methods, enhancing management efficiency.

Regarding the surplus and downsizing force in the coming time, how has Soc Trang province calculated the policies, madam?

- First, the province will direct agencies and units to conduct surveys and assess the situation to determine the quantity, quality and working capacity of the surplus workforce. Next, develop a plan for career transition, retraining or reassignment of jobs for those who are no longer suitable for the new apparatus, ensuring that these people have the opportunity to find new jobs or move to more suitable positions.

In cases where redeployment is not possible, severance pay, retirement benefits or career transition support will be provided in accordance with the law. The implementation of these policies is public, transparent, ensuring fairness and consensus among relevant parties; at the same time, creating a stable working environment without causing disruption in the organization.
