More than 4 years of implementing Program No. 06-CTr/TU: Building Hanoi culture and people in the new era

Today (March 28), the Steering Committee of Program No. 06-CTr/TU of the City Party Committee on "Cultural development; improving the quality of human resources; building elegant and civilized Hanoians in the period of 2021-2025" (Program No. 06-CTr/TU) held a conference to summarize the program.
Program No. 06-CTr/TU sets out 18 targets and groups of targets, which are concretized into 22 targets. After more than 4 years of implementation, 17/18 targets of the Program have been completed, many of which have exceeded the target.
In meetings with the Steering Committee of Program No. 06-CTr/TU, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong always emphasized: "Hanoi clearly identifies cultural development and building elegant and civilized Hanoians as important and regular tasks of the entire political system."

As a force of "army sent among the people", in each revolutionary stage, the militia and self-defense force always affirms its important role in the cause of building and defending the Fatherland.
Over 90 years of building, fighting and growing, the militia and self-defense force has written heroic pages of the nation's history, with many outstanding feats and achievements.
In the current period, the militia and self-defense force continues to be focused on developing strongly and widely, contributing to building an all-people national defense, an all-people national defense posture associated with a solid people's security posture, ready to protect the Fatherland in the new situation right from the grassroots.
Colonel Nguyen Quang Dau, Head of the Militia and Self-Defense Department, Hanoi Capital Command said: "Capital militia and self-defense officers and soldiers have proactively coordinated with forces to ensure political security and social order and safety in the area; they are the core force in preventing, combating, and overcoming the consequences of natural disasters, epidemics, and searching and rescuing victims."
Shortening the rural-urban gap : Overcoming difficulties to "reach the finish line"

Despite achieving many positive results, during the implementation process, Program No. 04-CTr/TU on "Promoting the effective implementation of the National Target Program on new rural construction associated with restructuring the agricultural sector and developing the rural economy, improving the material and spiritual life of farmers in the period 2021-2025" of the Hanoi Party Committee still revealed some difficulties and limitations, causing some targets to not be achieved as expected.
The road ahead poses many issues for Hanoi's rural areas that need to be focused on resolving so that Program No. 04-CTr/TU can "reach the finish line"; at the same time, creating momentum for Hanoi to reach new goals in implementing the Program for the 2026-2030 period.
Director of Hanoi Department of Agriculture and Environment Nguyen Xuan Dai said that regarding the city's target of completing the task of building new rural areas, Hanoi has completed the criteria and is waiting for the Central Government to review, evaluate and recognize.
Project still unfinished after 17 years

The project to build a road to Nam Thang Long Industrial Park - phase 1 (connecting from the extended Hoang Quoc Viet road) in Bac Tu Liem district was implemented in 2008, but until now it is still unfinished, seriously affecting the lives of people in Thuy Phuong and Co Nhue 2 wards.
On March 24, reporters from Hanoi Moi Newspaper visited the project area, which is 2.2km long. No site clearance or construction activities have taken place. According to residents of Co Nhue 2 Ward, construction on this road section began in 2008 but has long since stopped.
Obviously, despite the difficulties, leaving a project unfinished for 17 years is extremely inappropriate. The authorities of Bac Tu Liem district need to quickly resolve the long-standing problems to speed up the project's completion, avoiding waste and frustration for the people.
Reducing Air Pollution in Hanoi: The City's Political Determination Is Needed

According to Dr. Hoang Duong Tung, Chairman of the Vietnam Clean Air Network (Vietnam Association for Conservation of Nature and Environment), the number of days with good air quality index (AQI) in a year accounts for only 15%; the number of average days is 50%; the number of poor, bad, very bad, and even hazardous days accounts for 35%.
Studies show that PM2.5 dust pollution is occurring on a large scale, exceeding the permissible standard (QCVN 05:2023) by 1.5-2 times on many days. In particular, this year's pollution season (from October 2024 to March 2025), air pollution tends to increase sharply.
Dr. Hoang Duong Tung proposed that in the period of 2025-2030, Hanoi city and localities need to strengthen digital transformation for green transformation. In particular, localities need to include air quality indicators in the socio-economic development plan for the next 5-year term to allocate financial resources for key programs on pollution reduction.
To limit air pollution requires drastic and determined participation of the entire political system of Hanoi city.
