According to the report, the total state budget investment plan for 2025 assigned by the Prime Minister to 16 units (including 3 ministries, central agencies and 13 localities) under Working Group No. 5 is VND 100,687.28 billion, accounting for 12.2% of the country's total investment plan (VND 825,922.3 billion). However, as of the end of February 2025, there was still VND 9,594.015 billion in unallocated capital, accounting for 9.53% of the total plan.
According to the Ministry of Finance, the disbursement rate of ministries, central agencies and localities under Working Group No. 5 as of February 28, 2025 reached 7.74%, higher than the national average. However, some ministries, agencies and localities still have low disbursement rates, raising concerns about the ability to complete the disbursement target of 95% of the capital plan in 2025. The main obstacles are related to policy mechanisms, especially the lack of decrees guiding the implementation of the Law on Public Investment, difficulties in settling compensation costs for site clearance and difficulties related to appraisal and site clearance procedures.
Speaking at the meeting, Lam Hoang Nghiep, Standing Vice Chairman of the Soc Trang Provincial People's Committee, said that the total public investment capital plan for 2025 assigned by the Prime Minister is VND8,957 billion. By the end of March 15, 2025, the province had only disbursed 4.1% of the plan. The Standing Vice Chairman of the Provincial People's Committee also pointed out a number of difficulties in implementing projects, which have affected the progress of implementation and disbursement of public investment capital in the locality. Comrade Lam Hoang Nghiep said that Soc Trang province will continue to make efforts to remove difficulties, speed up disbursement progress and be more drastic in implementing projects.

Speaking at the meeting, Deputy Prime Minister Bui Thanh Son acknowledged and highly appreciated the progress of allocation and disbursement of public investment capital in 2025 by ministries, branches and localities. The Deputy Prime Minister requested ministries, branches and localities to urgently complete the detailed allocation of capital plans. The Deputy Prime Minister suggested tightening discipline and responsibility in performing disbursement tasks. The Ministry of Finance needs to coordinate with ministries and branches to guide localities in completing administrative procedures; develop a roadmap and capital disbursement plan, inspect, urge and accelerate disbursement progress, while ensuring project quality.
The Deputy Prime Minister also emphasized the importance of leadership and direction in capital disbursement, mobilizing the participation of the entire political system, the participation of the people, promoting digital transformation and the application of information technology. The Deputy Prime Minister requested ministries, branches and localities to seriously implement the directive documents on public investment disbursement in 2025; promptly and proactively adjust and transfer capital for projects; speed up site clearance and construction progress and coordinate to remove obstacles and difficulties. Strengthen propaganda and mobilization work to create consensus from the people.
