TikTok Will Be Banned in Vietnam If It Doesn't Cooperate

At the conference on connecting multi-channel management networks (MCNs), media companies and online content creators (KOLs) organized by the Department of Radio, Television and Electronic Information (Ministry of Information and Communications) on May 27, Director Le Quang Tu Do said that after organizing an inspection team for TikTok, representatives of the two platforms Facebook and YouTube asked for the management agency's message about the above move. Among them, many questions were raised about the future of the platform as well as the fate of content creators in the coming time.

According to Mr. Do, the answer depends on the level of cooperation between the three parties including cross-border social networking platforms, KOLs and MCNs/media companies. If there is a lack of cooperation, the management agency will see that social networks are a dangerous environment, negatively affecting society, then there will definitely be restrictive measures.

Typically, in recent years, the management agency has taken strong measures to rectify and handle 3 violations such as TikToker Nơ Ô Nô (intentionally posting shocking clips, taking advantage of the elderly to attract views), YouTuber Thơ Nguyễn (creating content about kumathong), or removing a music video with a production budget of 30 billion VND by a famous singer because it contained images of a suicide dance.

“Our message is that cyberspace, like real life, must take real responsibility. If cross-border social media platforms do not cooperate with state management agencies, they will be blocked from operating in Vietnam. If TikTok does not cooperate with the Government, with the direct management agency, the Ministry of Information and Communications, this platform will certainly be banned,” Mr. Do noted that TikTok will still be given favorable conditions to operate if it cooperates and complies with legal regulations.

According to the leader of the Department of Radio, Television and Electronic Information, the awareness and attitude of platforms are very important. There was a time when many platforms claimed to have their own global community standards and did not comply with the laws of their home countries because they were multinational corporations.

“I affirm that those platforms have paid a heavy price. When they understood the problem and returned to cooperation, it was too late,” he emphasized.

In the coming time, the management agency will change the form of administrative sanctions from lumping to dividing. For example, a violation repeated 10 times will be punished 10 times instead of once.

Notably, there was an artist who advertised falsely and was fined up to 50 million VND, but he thought the amount was not worth the profit from advertising activities so he was willing to pay.

However, the Ministry of Information and Communications has other sanctions and is ready to deny artists the opportunity to reach the public. This is the most important sanction while the fine is just the first step.

At the workshop, Deputy Minister of Information and Communications Nguyen Thanh Lam said that Vietnam is one of the few countries with an unforgettable record, typically leading the world in the abuse of cyberspace to violate ethics and the law for the purpose of making money or other purposes.

Some common types today are producing pirated content, taking other people's content and reposting it on YouTube; buying Japanese pornographic movies, splitting them, creating YouTube channels and selling them to American audiences; livestreaming football matches whose copyrights belong to TV stations, thereby attracting views and making money from gambling ads.

“In the world, for every 100 VND of money from fraudulent income on YouTube, 55 VND are made by Vietnamese people. This amount accounts for more than half of the income from fraud. Meanwhile, the second-ranked country only has 1/10 of ours ,” the Deputy Minister said.

The Ministry of Information and Communications will continue to tighten the situation of brands advertising on channels with bad and toxic content, preventing advertising money from going to both good channels and bad and toxic channels.

Whitelists and blacklists are now among the new solutions to enhance the management of advertising activities on the Internet.

At the same time, the Department of Radio, Television and Electronic Information is working with major smart TV manufacturers in Vietnam such as Samsung, LG, Sony, TCL, Casper and requesting that they not install illegal applications.

Cross-border platforms that do not meet content safety requirements and affect children and the elderly may have their buttons removed or disabled on their smart TV remotes.
