On the morning of April 15, at the Party Central Committee Headquarters, the second meeting of the Steering Committee to summarize a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam took place.
Ms. Truong Thi Mai, Politburo member, Permanent member of the Secretariat, Head of the Central Organization Commission, Permanent Deputy Head of the Steering Committee chaired the meeting.
Also attending were Politburo members: Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang; Head of the Central Internal Affairs Commission Phan Dinh Trac; Director of the General Department of Politics of the Vietnam People's Army Luong Cuong; Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen.
Party Central Committee Secretaries: Head of the Central Propaganda Department Nguyen Trong Nghia, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, Head of the Central External Relations Department Le Hoai Trung, Head of the Central Mass Mobilization Department Bui Thi Minh Hoai, Party Central Committee members and members of the Steering Committee also attended.
Speaking at the meeting, Standing member of the Secretariat Truong Thi Mai said that according to the roadmap, we need to complete this Outline along with the detailed Outline of the Political Report at the 14th Congress, to submit to the Central Conference scheduled to meet next May.
The Steering Committee needs to focus its intelligence on giving opinions based on the content of the detailed outline. The Standing Secretariat emphasized that in this summary, we look back at the entire 40-year renovation process.
However, we have had previous summaries, especially the summaries of the last 30 years. Therefore, to avoid spreading out, the Session only focused on a number of important theoretical and practical issues and selected a number of ministries, branches and localities for survey and summary. In particular, the Politburo identified a content framework of 8 issues to guide the summary.
Ms. Truong Thi Mai noted that this summary will focus mainly on the last 10 years to summarize, evaluate in general, and draw lessons for the entire 40-year renovation process. At the same time, it will identify issues that need to be further studied and resolved in the coming time.
According to Ms. Truong Thi Mai, that also means we inherit the results of previous summaries, new perceptions can be added, from which we have general perceptions and assessments for the entire 40-year renovation process.
Standing member of the Secretariat Truong Thi Mai stated that this 40-year summary of the renovation is very meaningful, as General Secretary Nguyen Phu Trong directed: “By 2025, on the basis of summarizing 40 years of implementing the renovation process, 50 years of national reunification, it is necessary to basically perfect the theoretical system on the renovation path; by 2030, on the basis of summarizing 40 years of implementing the Platform for national construction in the transitional period to socialism, summarizing 100 years of the Party's leadership of the Vietnamese revolution, it is possible to supplement and develop the Platform, meeting the requirements of the new period; supplement, enrich and take a number of steps to further perfect the Party's ideological foundation; and by 2045, when our country becomes a developed country with a high income, we will have a complete, scientific and modern theoretical system on socialism and the path to socialism in Vietnam”.
Therefore, Standing member of the Secretariat Truong Thi Mai suggested that, in the process of summarizing and evaluating, it is necessary to continue to generalize the theoretical system on the renovation policy; it is necessary to propose viewpoints, goals, and solution orientations for the coming period, and especially important, it is necessary to have proposals and recommendations to contribute to the construction of documents for the upcoming 14th National Party Congress.
At the meeting, with a high sense of responsibility, members of the Steering Committee discussed and gave opinions on theoretical and practical issues regarding the socialist-oriented renovation process in Vietnam over the past 40 years.
Standing Vice Chairman of the Central Theoretical Council, Standing Member of the Steering Committee Ta Ngoc Tan reported on the implementation of the task of summarizing 40 years of innovation.
The Steering Committee has established 6 summary groups at the Central level, each group is headed by a Politburo member or a member of the Secretariat, has 1 to 3 Deputy Group Leaders, and a number of group secretaries.
After being established, the groups proactively assigned tasks, agreed on working methods, assigned summary topics with specific addresses, and selected reputable experts and scientists to carry them out.
By December 2023, 47/47 summary topics of the groups had been completed. The basic work followed the plan approved by the Summary Steering Committee. The topics of the groups generally ensured quality.
Regarding the domestic field survey, the localities and ministries participating in the summary have sent reports to the Standing Office of the Steering Committee. The groups have completed the survey plan in the localities in 2023.
In general, the surveys were conducted according to plan, had good composition and quality. All groups had reports evaluating the survey results according to regulations.
Mr. Nguyen Xuan Thang introduced the detailed outline of the 40-year Innovation Summary Report. Delegates at the meeting focused on contributing many practical, specific and valuable ideas to the detailed outline of the 40-year Innovation Summary Report.
Ms. Truong Thi Mai highly appreciated the preparation of the detailed outline of the Summary Report on some theoretical and practical issues over 40 years of renovation in Vietnam by the Editorial Board as well as the proactive and timely work of the Central Theoretical Council - the Standing Body of the Summary Steering Committee in developing the detailed outline of the Summary Report on 40 years of renovation.
