At the dialogue conference to remove difficulties for businesses on March 24, leaders of Thai Binh province pledged to continue reforming, cutting administrative procedures, improving the quality of public services, and creating the most favorable conditions for business development.
On the afternoon of March 24, the People's Committee of Thai Binh province held a dialogue conference to remove difficulties and obstacles for businesses in investment, production and business activities in the province in 2025.
Reporting at the conference, the Director of the Department of Industry and Trade of Thai Binh said that in 2023 and 2024, the province will have a total of 20 proposals from businesses focusing on a number of areas of investment, settlement of completed projects, agriculture, land, environment, tax, and site clearance.

Up to now, 11 recommendations have been guided and resolved by the authorities: in the fields of investment, settlement of completed projects, agriculture, land, environment, and tax.
The eight proposals being resolved by the authorities are the Thai Binh 2 Oil and Gas Power Project Management Board, which has proposed to change the purpose of using 86,553.6 m² of land from a temporary construction site to housing for workers operating the plant.

Other opinions include the Thai Binh Clean Water Association's proposal to increase the price of clean water for rural households to ensure the harmony of interests between customers and water supply enterprises; Thang Long Import-Export Investment Joint Stock Company proposed to review and mobilize households to transfer land to implement the General Goods Circulation Warehouse Project, etc.
In 2025, the Department of Industry and Trade received 44 recommendations and proposals from businesses; focusing on a number of areas: investment, agriculture, land, environment, tax, customs, mechanisms, policies, etc.

Up to now, 30 recommendations have been guided and resolved, including: 4 recommendations in the investment sector, 17 recommendations in the fields of agriculture, land, environment, 3 recommendations in the tax sector, 1 recommendation in the capital sector, 1 recommendation on customs, 1 recommendation on mechanisms and policies and 3 recommendations in other fields.
There are 14 recommendations being guided and resolved in the fields of agriculture, land, environment, etc. such as Do Luong Company and Truong An Infrastructure Development Company both recommended supplementing the 2025 land use planning to expand industrial clusters in Quynh Phu and Quynh Giao districts.

Other opinions at the meeting were related to removing obstacles in site clearance, upgrading industrial park infrastructure, and improving the fee collection and wastewater collection systems in industrial parks, in order to create more favorable conditions for businesses to operate.
Speaking at the conference, Mr. Do Van Ve, Chairman of the Thai Binh Provincial Business Association, stated that although administrative procedures in the field of investment and business have been improved, there are still many barriers, causing difficulties for businesses. Some directives and management documents of the Provincial People's Committee in recent times have also significantly affected business operations.

In the manufacturing sector, the textile, footwear, and electronics industries are facing difficulties due to high input costs, low output prices, and fluctuating USD exchange rates. The land sector is facing problems with site clearance and transfer procedures. Real estate is sluggish, with few transactions, high prices, and illegal brokerage. Finance, taxes, construction materials, and ceramics are all facing difficulties in settlement, inventory, and declining sales. Commerce, tourism, restaurants, and hotels are facing difficulties in consumption, and land rental prices are increasing. The clean water sector is affected by climate change, with water prices not covering costs, etc.
To overcome these difficulties, the Thai Binh Provincial Business Association recommends that the Provincial Party Committee, Provincial People's Council, Provincial People's Committee and all levels and sectors pay attention to solving the following issues: developing and promulgating mechanisms and policies to support businesses in digital transformation, applying science and technology, training workers, expanding bus routes; continuing to reform administrative procedures, improving the investment and business environment, reducing costs for businesses; thoroughly resolving business recommendations, especially long-standing issues.
Create conditions for water plants to build reserve reservoirs; resolve environmental pollution in Thai Phuong craft village; pay attention to adjusting the planning of Thai Binh Economic Zone; strengthen coordination between levels and sectors in resolving complicated cases.

Representatives of a number of departments, branches and localities: Department of Finance, Department of Agriculture and Environment, People's Committee of Thai Binh City, People's Committee of Hung Ha District, Tax Department, Customs,... directly responded and clarified the contents of the enterprises' recommendations and proposals with the spirit of acceptance and determination to solve the problems for enterprises.
At the conference, Chairman of Thai Binh Provincial People's Committee, Mr. Nguyen Manh Hung, affirmed that the province will continue to accompany businesses and provide maximum support to overcome difficulties. The Chairman of Thai Binh Provincial People's Committee stated that one of the top goals of the province is to continue reforming, cutting administrative procedures, reducing costs for businesses, while developing infrastructure and improving the quality of public services. Thai Binh is committed to continuing to improve the business investment environment, promoting innovation, applying technology in industries, and thoroughly resolving outstanding issues.
In addition, the provincial government pays special attention to building a mechanism to support businesses in digital transformation, applying science and technology and training high-quality human resources.
