Progress of handling "shelved" projects in Hanoi

Recently, the Hanoi People's Council issued Inspection Report No. 132/BC-BKTNS dated November 29, 2023 on the report of the Hanoi People's Committee on measures to accelerate investment progress, focusing on handling slow-to-implement non-budget capital projects using land in Hanoi.

Accordingly, up to now, the Hanoi People's Committee has issued 12 documents directing and urging, 04 reports to the Standing Committee of the City Party Committee, 03 reports to the People's Council on proposals, policies for handling and recovering some slow-to-implement projects; handling measures for projects that have been approved, designated, have documents permitting research and project implementation and cases permitted by the State to receive transfers, contribute capital, lease land use rights to implement projects before the effective date of Decree 148/2020/ND-CP dated December 18, 2020 of the Government.

The City People's Committee has also organized a review and worked with 16 District People's Committees to direct the handling of each slow-moving project. The Department of Natural Resources and Environment has had 18 reports on implementation results when working with districts.

Specifically, for 135 projects that have not been allocated land or leased land by the State: 79 projects (accounting for 58.5%) were identified as being subject to project termination, suspension of implementation or termination of assignment of investors to study and develop planning (an increase of 05 projects compared to mid-2023 reported to the City People's Council); 42 projects were recommended by the Department of Planning and Investment to continue implementation and urge to speed up the implementation progress (an increase of 31 projects compared to mid-2023 reported to the City People's Council); 14 projects were inspected by the Department of Planning and Investment to establish a dossier as a basis for considering project termination according to regulations (a decrease of 36 projects compared to mid-2023 reported to the City People's Council).

For 404 projects that have been allocated land, leased land, or changed land use purposes by the State: 193 projects (accounting for 47.7%) have been removed from the list of slow-to-implement projects (an increase of 24 projects compared to mid-2023); 221 projects (accounting for 52.2%) have been directed to handle and have inspection conclusions (an increase of 126 projects compared to mid-2023).

For 173 new projects proposed by the People's Committees of districts, towns and cities: 58 projects (accounting for 33.5%) were put on the list of slow-to-implement projects (an increase of 26 projects compared to mid-2023); 97 projects (accounting for 56.1%) have been directed to handle, concluded inspection, examination, and post-audit (an increase of 206 projects compared to mid-2023); 32 projects (accounting for 4.5%) still need to be handled (a decrease of 216 projects compared to mid-2023).

Thus, out of a total of 712 projects (with an area of ​​over 5,000 hectares) using non-budgetary capital that use land but are slow to implement in the city, there are: 330 projects (accounting for 46.3%) that have been removed from the list of slow-to-implement projects (an increase of 26 projects compared to mid-2023); 350 projects (accounting for 49.2%) have had instructions for handling, conclusions of inspection, examination, and post-inspection (an increase of 206 projects compared to mid-2023); 32 projects (accounting for 4.5%) still need to be handled (a decrease of 216 projects compared to mid-2023).

In the coming time, the Hanoi People's Council requests the City People's Committee to continue to resolutely handle slow-moving projects in a public and transparent manner and direct the participation and coordination of many agencies and units to resolve the issue; working groups proactively work with each unit, review each specific project, and have conclusions and handling measures immediately after completing the work. The viewpoint is to strictly and thoroughly handle projects that have not been allocated land or leased land by the State and are now past the project implementation schedule (especially for projects that have lasted for many years or projects that have been adjusted many times);

The City People's Committee also needs to quickly remove and process documents to promote projects, especially groups of projects that are slow to implement due to objective reasons that require planning adjustments and investment projects to be consistent with the general planning and adjusted zoning plans; resolutely handle financial violations for groups of projects that have had their investment policies extended but have not yet fulfilled their financial obligations or are slow in fulfilling their financial obligations; continue to review and direct agencies to shorten the time to handle administrative procedures in the fields of land and construction investment.
