Many industrial clusters are behind schedule.

According to data from the Department of Industry and Trade of Thanh Hoa province, as of July 23, 2024, there were 44 industrial clusters (ICs) in the province that were being invested in, with a total area of ​​1,557.62 hectares; total registered investment capital was 11,414.98 billion VND, accumulated investment capital was 2,857.7 billion VND. However, up to now, Thanh Hoa has only 5 ICs that have attracted secondary projects.

Specifically, the delta region has 21 industrial parks, with a total area of ​​781.3 hectares, total registered investment capital of VND 5,995.26 billion, accumulated investment capital of VND 1,605.7 billion; the coastal region has 12 industrial parks, with a total area of ​​363.8 hectares, total registered investment capital of VND 2,823.72 billion, accumulated investment capital of VND 845.1 billion; the mountainous region has 11 industrial parks, with a total area of ​​412.52 hectares, total registered investment capital of VND 2,596 billion, accumulated investment capital of VND 406.89 billion.

The report of Thanh Hoa Department of Industry and Trade shows that there are 3 industrial parks that have completed infrastructure and are eligible for secondary investors to lease land, including Van Ha town industrial park, Thieu Hoa district, 17.64 hectares. 1 secondary investor has leased 12.16 hectares to implement the export footwear processing factory project with an area of ​​12.16 hectares (the industrial park has a 100% occupancy rate); Thai Thang industrial park, Hoang Hoa district, 30.71 hectares, is eligible for secondary investors to operate, and 2 secondary investors have leased 15.6 hectares (74% occupancy rate); Quan Lao town industrial park, Yen Dinh district, 72.96 hectares.

There are 2 industrial parks that have basically completed infrastructure investment in stages, qualified for secondary investors to lease land; have attracted secondary projects to invest in the industrial parks: Hoa Loc industrial park, Hau Loc district, 19 hectares (investor: BNB Thanh Hoa One Member Co., Ltd.); Bac Hoang Hoa industrial park, Hoang Hoa district, 50 hectares (investor: Thanh Hoa Industrial Park Infrastructure Investment Joint Stock Company).

Up to now, Thanh Hoa province has 13 industrial parks that have been leased land in full, or leased land in phases, and are investing in infrastructure, such as Dong Van industrial park, Dong Son district, 20 hectares (investor: Urban Development Investment Corporation - JSC), established in October 2018; Xuan Hoa industrial park, Nhu Xuan district, 30 hectares (investor: Cong Ha Construction Mechanical and Trading Company Limited), established in October 2019; Thuong Ninh industrial park, Nhu Xuan district, 20 hectares (investor: Minh Nguyen General Trading & Service Company Limited), established in August 2019; Dien Trung industrial park, Ba Thuoc district, 30.19 hectares (investor: Hoa Nang Insulation Installation Company Limited), established in January 2020; Xuan Lai industrial park, Tho Xuan district, 19 hectares (investor: Xuan Lai Development Investment Joint Stock Company), established in March 2020; Industrial Park Northeast of Thanh Hoa City 19.5ha (investor: Hop Luc Joint Stock Corporation), established in July 2020...

In addition, Thanh Hoa province has 14 industrial parks that are completing investment procedures, have completed site clearance, are applying for land lease; are clearing site to lease land with the state; 12 industrial parks are completing investment procedures; have not yet completed site clearance; 03 newly established industrial parks or newly adjusted investor names; are completing investment procedures.

Implement solutions to speed up progress

Talking to reporters of the Industry and Trade Newspaper, Mr. Truong Van Tuyen, Head of the Industrial Management Department, Thanh Hoa Department of Industry and Trade said: To speed up the progress of investment in building technical infrastructure for industrial parks in the area, in the coming time, the Department will focus all resources to coordinate with the People's Committees at the district level to speed up the progress to complete investment procedures and organize investment in building technical infrastructure for industrial parks; strengthen investment promotion, attract secondary projects to invest in industrial parks; issue separate management regulations for industrial parks.

For the district-level People's Committees, the Department will update the industrial park development plan in accordance with the construction and land use plans; adjust and supplement land use indicators for industrial parks that have been decided to be established by the Provincial People's Committee; annually prepare land use plans and submit them to the Provincial People's Committee for approval; focus on directing and implementing compensation, site clearance and resettlement work according to the progress of approved industrial parks; organize the implementation of investment in the return of traffic, irrigation, electricity works, etc.; promptly approve the final settlement of site clearance costs to serve as a basis for investors to complete the application for land use right certificates; support investors in the process of completing investment procedures and investing in the construction of industrial park infrastructure; increase support for investors to attract secondary projects to invest in industrial parks.

For Departments, branches and sectors, it is required to increase support for investors in industrial park infrastructure to complete investment, construction, land, environmental protection procedures...; invest in building industrial park infrastructure and attract secondary projects to invest in industrial parks; prepare reports to the Department of Industry and Trade before the 20th of each month for synthesis and reporting to the Provincial People's Committee before the 25th of the last month of the quarter.

Faced with the situation that the progress of investment in the construction of technical infrastructure of industrial parks in many localities of Thanh Hoa province is still behind schedule, at the 17th Session of the 18th Thanh Hoa Provincial People's Council held in December 2023, Mr. Do Trong Hung, Secretary of the Provincial Party Committee, Chairman of the Thanh Hoa Provincial People's Council requested the Provincial People's Committee, the Department of Industry and Trade and related departments and branches; People's Committees of districts, towns and cities to implement commitments on solutions to overcome the above situation, at the same time, seriously and effectively organize the implementation of the proposed contents.
